Pegasus owner says…Jagdeo’s policy of frustration, discrimination and abuse continues

The Pegasus owner, Robert Badal, wants President Donald Ramotar to sanction Minister Irfaan Ali and remove him from the Tourism Ministry.

The businessman claims that he is being sidelined from tourism-related activities by Ali, who is the acting Minister of Tourism.
According to Badal, this sort of practice started under former President Bharrat Jagdeo. He is demanding that taxpayers’ money be used in a fair way.
“I was hopeful that following the 2011 election, the new Donald Ramotar administration would ensure a better investment climate for the hospitality industry, removal of discrimination, and a level playing field for all.
“So far it would seem that Jagdeo’s policy of business frustration, discrimination and abuse of office and taxpayers resources is going to continue,” Badal said in a statement to the media.
Badal said that the Pegasus Hotel was excluded from a delegation to this week’s Caribbean Tourism Organization (CTO) Caribbean Week event in New York. He added that the hotel was not invited to the Sustainable Development Conference held at the Princess Hotel from April 15 to April 18, 2012.
The businessman said that despite the fact that Pegasus is the local market leader in the hotel industry, the hotel has received no communication from Minister Ali since his appointment to the Tourism Ministry.
According to Badal, the Minister must be reminded that he is paid from, and is spending taxpayers’ resources, not his own, and therefore has a duty to all players in the local industry to represent their interest without any discrimination.
“Any favour to one player, and discrimination against another, is an abuse of his office for which severe sanctions must be imposed,” Badal declared.
He charged that under former President Jagdeo, the government was openly promoting the business of Princess Hotel by directing various Ministries to send their business to that hotel. Badal further charged that the very enactment of Casino Legislation was primarily to sell the Buddy’s Hotel by making it attractive to the purchaser.
“This kind of abuse must be condemned by the Private Sector Commission and all private sector bodies and other stakeholders, as well as, by Parliamentary opposition parties.

“Under no circumstances would I tolerate any form of discrimination against myself in my own country,” Badal stated.
He said that Pegasus Hotel is the largest investor in the local hospitality sector, employing the largest number of people, and pays the most in taxes – in excess of $400M in VAT, Corporate and payroll taxes.
Badal claimed that Princess Hotel pays no Corporate Taxes under a tax holiday arrangement.
“Minister Ali’s action has clearly demonstrated to me that he has failed to bring any kind of leadership to this sector and would therefore inspire no confidence among leading players,” Badal stated.
This would impact adversely on investments and growth in the local hospitality industry and the economy as a whole, he added.
“As the largest investor in this sector I am calling on President Ramotar to remove Mr. Irfaan Ali from the Tourism Ministry.”
The businessman is currently spending US$8 million to upgrade the Pegasus Hotel, which he bought over from Le Meridien three years ago against strong opposition from the Jagdeo administration.
Badal is investing in the Pegasus at a time when he now has to compete with efforts by the government to establish a Marriott-branded hotel right next to his hotel.

TIME FOR UNCLE DONALD TO TAKE CHARGE!

A President’s job is never easy and President Ramotar should never have expected his tenure to be without its difficulties. He should expect a deluge of problems. He faces an opposition notorious for making a drizzle seem like a tornado and in Guyana, controversies rain down like monsoons.
President Ramotar has had his probationary period, one that is granted by the public to all presidents. This period is one of great tolerance, in which the public gives the president a chance to get familiar with the seat of executive authority.


That probationary period is over. The President has to understand now that he is the holder of executive authority. This authority resides exclusively with him. His ministers are, constitutionally, merely his assistants. The buck stops at his desk. He is the one who is going to be held accountable for the performance of his government, including the way in which controversies are dealt with.


The President has inherited many controversies, but the fact that they were not of his making does not absolve him of responsibility of resolving them.
One of these controversies concerns the operations of NICIL. There are now, in the public domain, questions about a possible conflict of interest involving the executive director of NICIL. The president has to address this issue in a way that brings quick closure to the matter.
There is no need for a commission of inquiry to investigate whether there was any conflict of interest involved in the various scenarios involving the director and his dealings with shares in Hand in Hand Trust and in NICIL’s role in a road contract in which the said Hand in Hand Trust issued a performance bond.
Conflicts of interest are not criminal offences but are improper. The President needs to assure the nation that in keeping with his stated commitment to transparency that he will deal decisively with this issue and thereby end the raging controversy.


He should consider appointing a single individual, with no ties to Guyana, to investigate the issue of possible conflict of interest involving the said director and his dealings with shares in Hand in Hand Trust held by his brother.  He should ask the Commonwealth to send someone to undertake the investigation into any possible conflicts of interest. This investigation should only take a few days.


The second controversy is not going to be mended that easily. It concerns the company that has been awarded a contract to rebuild the country’s main airport to bring it up to a category one facility.
Kaieteur News is reporting that the parent company of the company awarded the contract to do the work in a secretive signing just before the elections last year was debarred by the World Bank from undertaking any work.
The World Bank in fact had announced since January 2009 that following investigations by its integrity unit, it was debarring the parent company and all its subsidiaries for a specified period of time from undertaking work related to funds from the World Bank. In short, the company has been blacklisted for a number of years.
Did the previous government know this when they secretly signed a contract with a subsidiary of China Communications Construction Company Limited? If they did not know, it was their duty to find out.


But then again the previous government had a strange manner of undertaking due diligence. When this newspaper questioned the previous administration about the due diligence that was done as regards the contract to build the Amalia Falls Road, the explanation was given that it was the IDB that did the due diligence.
So who did the due diligence on the company that is supposed to construct the airport and how come the blacklisting fell off the radar during that due diligence?


Glenn Lall warned the previous government about the road project. His words were prophetic and now the Donald Ramotar administration has to devote billion of dollars and a great deal of time to complete the road. Had they followed the advice of Lall, the government would not have been in this dilemma.
They now face another dilemma. They have to decide in the face of the reports that have surfaced within the World Bank concerning a contract in the Philippines, whether to go ahead with this airport contract.
They should abort this contract immediately. Apart from the fact that they are now dealing with a company on which greater due diligence is now needed, there is no need at all for Guyana to be contracting such a horrendous debt which cannot repay itself.


This contract must now be revisited, not just on the basis of its economic viability, but because of the serious concerns which have been raised about the integrity of the contractor.
The third controversy that should be settled immediately concerns the building of the Marriot-branded hotel. This newspaper reported that the land in question is being leased for $25,000 per month with an option to buy after two years.


If this is true it constitutes a repeat of the Sanata deal where there was a similar clause. The Donald Ramotar administration should not be proud of having on its record a repeat of that aspect of the Sanata deal.
Glenn Lall is now placing an offer on the table. He is saying that instead of $25,000 per month, he will pay $100,000 per month. And he wants an option to buy within two years.

We must also be fair and allow more hotels to be built in Guyana. A Marriot branded hotel is a welcome project for Guyana. The Pegasus is very old and must learn to compete in an ever changing economy.

 

The new Marriot will also pay their share of taxes like the old Pegasus.

 

The Pegasus cannot hold the rest of the tourism industry hostage by objecting to modern hotels are being built in Guyana. We cannot cut our nose to spoil our face.

I am fine with that just that the government should not put US$19 mill into it as a subsidy, which will adversely affect private hotel owners who have to pay 14%+ interest on loans. You can't tell private people to build hotels for CWC and then turn around and screw them by subsidizing a foreign brand. If they want to subsidize the Marriott then make an eco tourism resort system in the forest.

According to Badal, this sort of practice started under former President Bharrat Jagdeo. He is demanding that taxpayers’ money be used in a fair way.
“I was hopeful that following the 2011 election, the new Donald Ramotar administration would ensure a better investment climate for the hospitality industry, removal of discrimination, and a level playing field for all.
“So far it would seem that Jagdeo’s policy of business frustration, discrimination and abuse of office and taxpayers resources is going to continue,” Badal said in a statement to the media.
Badal said that the Pegasus Hotel was excluded from a delegation to this week’s Caribbean Tourism Organization (CTO) Caribbean Week event in New York. He added that the hotel was not invited to the Sustainable Development Conference held at the Princess Hotel from April 15 to April 18, 2012.
The businessman said that despite the fact that Pegasus is the local market leader in the hotel industry, the hotel has received no communication from Minister Ali since his appointment to the Tourism Ministry.
According to Badal, the Minister must be reminded that he is paid from, and is spending taxpayers’ resources, not his own, and therefore has a duty to all players in the local industry to represent their interest without any discrimination.
“Any favour to one player, and discrimination against another, is an abuse of his office for which severe sanctions must be imposed,” Badal declared.

Princess was given a tax holiday going back to the Buddy's period. That was an incentive the government used encourage Buddy Shivraj to build the hotel for CWC. The crucial issue here is not tax tax evasion as no one under discussion is doing that. What is being discussed is dicrimination of investors not seen as friendly to the government. There is a deeper point relating to the potential negative effect the Marriott can have on the other investors, including Pegasus, who invested for CWC. Why should our government partake in that discrimuination and subsidy? It makes no economic sense for the government to invest US$19 mill into the Marriott. Jagdeo and his clan have been after Badal for several years now. Of course, Badal has his motives - but I challenge anyone of you here to invest billions of G$ in Guyana and publicly speak out against the PPP oligarchy. Badal is one brave dude.

Badal, like any other citizen of Guyana, has the right to speak out freely against anything the gov't proposes. However, gov't does not necessarily have to agree with him on his analysis of the Marriot issue. Construction of a major hotel will not bring stagnation to the economy.  This is ludicrous to anyone with an iota of commonsense. Guyana is in dire need of good name hotel. Badal is acting in his own self interest as a businessman. The Pegasus Hotel, which is owned by Badal will face stiff competition. Competition weeds out the inefficient and reward the very efficient. This is peril and beauty of Lassiez faire economics. Badal will have to sit down with his team of business executives and think of ways of improving the services and standards that the Pegasus offer to its guests. A Marriot means more spending and harder sacrifice for Badal if he wants to stay in the league of great Guyanese hotels.

Healthy competition is always good, and if the Marriot provides a better product and better service than the local competition then they will profit and prosper. If they dont they will fail.

I have a Master's degree. But I have a spiritual calling. I speak out on political matters that I see fit.

 

In the spiritual world, persons like yourself have your egos to stroke because of of your entanglement in the material world. But we are warned in all scriptures that our egos will eventually bring our downfall.
