Guyana Elections Commission (Gecom) Chairman Dr Steve Surujbally said today at an 11 am press conference that the winner of the 2011 General Elections will be declared tonight, provided that calls for a recount of some 73 boxes by a particular party “do not interfere with the planned schedule”.

It was also revealed that at 1 pm today a “limited number” of Region Four ballots will be recounted and this process should end by 6 pm. International and local observers have been informed about the recount but only the Organisation of American States (OAS) has indicated that it would have observers present at the exercise thus far. Both major opposition groups APNU and AFC have said that they would not participate in the process.


Surujbally told a news conference at the Gecom media centre that statements of polls are arriving and are being closely checked by officials. “This should end by this afternoon… This evening we should be totally finished and the CEO will give results,” he told reporters adding, “the timeliness of our report is being compromised by one political party calling for a recount.”

According to the law, a Returning Officer could refuse a request for a recount if they find it unreasonable, but Surujbally said that GECOM would accept all challenges without questioning whether they are justifiable. “We accepted it,” he said of the request for recounts, “We did not go into any debate about reasonableness nor would we ever. You make a challenge, we are prepared to answer that, in the interest of transparency and democracy.”

Chief Elections Officer Gocool Boodoo, who was present at the news conference, also emphasised that there was no crisis on hand, while noting that observer missions are monitoring all activities and that extreme care is being exercised to declare full and proper results.

He reported that GECOM received over 90% of the statements of poll from all districts and is processing the results. He described it as a “tedious exercise,” which requires everything be “checked carefully.” He added that delayed statements of poll from regions 1, 7, 8, and 9 were received by late afternoon on Tuesday.

“People would say, we are waiting on the results, they are taking too long, but when you make something that is incorrect, you could imagine what is going to happen, so out of abundant caution we are taking the necessary care,” he said.

Surujbally said too that a ballot box seal found in the compound of the East Ruimveldt Secondary is not a cause for concern as all the ballot boxes from South Georgetown where the school is located had been checked and no seal was found to be missing. He explained that each ballot box had four to five seals and each party also affixed its own seal.

“I am sure there will be no discrepancies,” he said, adding that Gecom is not in the business of “cheating or rigging”. He urged all Guyanese to ignore the rumours and to remain patient while Gecom tabulates the figures.

Surujbally defended the integrity of the polling process, while saying that official elections results could be released this evening.

“I am assuring this nation, I am assuring the parties, that nothing untoward has happened,” Surujbally said.

In response to the allegation that the process was in crisis and could have been manipulated, Surujbally was adamant that this was not so. “The process is not anywhere near crisis, not anywhere near superficially in a crisis, we spelt it out,” he added, while reiterating that exactness would not be sacrificed for expediency.

All parties should have had preliminary results election night based on their representative's count at the polling place, regardless if it was official or not. Jagdeo alluded to this.

These results could have been phoned in to their Headquaters and tabulated and analyzed.

The books are not being cooked. ANPU and the AFC agents are all over the place. Are they blind. GECOM cannot announce the results if there is a call for recount. As they count the agents call in the results to their party headquarters, but cannot reveal them to the public. Be patient and wait. You might realize your dream of a minority Government.

The PPP might still fall short of that 50% mark.

They are beginning to grumble as is the OAS observer team. Even if the PPP wins it will be ahighly dioscredited vcitory and the APNU suppoers will demand that their party is more robust than it wa sin the past. Lets hope Corbin gets lost as its clear that he is the problem.

I do not know how the various seats are calculated but we have a largest remainder system and a few votes here or there can make a difference.

It is the reason I asked last week how these votes are counted because you would know from the list of electors where are the greatest chance to cook the books if any cooking is necessary. Presently the PPP needs a minimum of two seats for an absolute majority.

Yes the books can be cooked with a minimum of a few hundred here incremented here or decremented there depending on how the votes are translated to the various flavors of seats

I am not saying that is what is happening but that is what could be happening if the recount simply adds numbers to the PPP or deducts from others so they get the largest remainder and steal a seat here or there.

This election has been very close.

Caribj, what is being cooked when each party received the polling station count the same night of election. The APNU and AFC tabulated and had there results that same night. Each polling station results are available as part of the regional count. You yourself will pick up and discrepancies and could go to GECOM and protest. The APNU cannot be making general statements, they need to be specific, polling station level, they have the data.

They have the data so why the recount? The PPP called for it and now claim the do not want it. We need explanations as to why the PPP called for it in the first place and why no preliminary lists were given. GECOM was giving them out initially then they stopped. All of that points to some chicanery.

Easy Caribj, take the prelim results and compare to that released by GECOM. What does "more robust" mean to you, you forgeting the little puppy (AFC) is now a big tail. We could wag the dog a bit for you and yours. Hey, that where "robust" comes to play.

PPP probably get 50.8%,that is why Bharat Bhai public speech was so soft like a MOUSE,if you notice there was no PASSION in his words.The good news is we are all proud of AFC performance at the polls and the votes in SPECIFIC areas,we would have a role in decision making.CLEAN HOUSE and out goes the MOUSE.

The PPP/C now takes the lead by 25,621 Votes.

Interesting to note the that the PPP/C now needs another 2000 votes lead to surpass APNU/AFC altogether.

Got foole dby the crwods of people, angry with the PPP, but as I said, unable to vote against it. Sure most of those folks just didnt vote period.

The AFC failed to make the huge dent into the Indo vote that would have allowed them to ignore the Afro vote, until the last few months, and yet do well.

Also your PPP friends will return to the roost leaving AFC like a shell, feeling quite used. The PPP internal battle will resume INSIDE Freedom House.
