1. IN COURSE CONVERSATION YESTERDAY I ASKED PRIME MINISTER BURNHAM WHAT HE THOUGHT CHEDDI JAGAN WOULD DO NOW THAT THE ELECTIONS ARE OVER. BURNHAM SAID HE WAS NOT SURE. HE DID KNOW, HE CLAIMED, THAT JAGAN HAD PROPOSED ORGANIZING A MASSIVE MARCH ON GEORGETOWN BY HIS ADHERENTS IN THE CORENTYNE, SOMEWHAT LIKE CURRENT LIBYAN MARCH ON EGYPT.

ACCORDING TO BURNHAM, THE PPP EXECUTIVE COUNCIL HAD VETOED THIS IDEA, FOR REASONS HE DID NOT EXPLAIN.

2. BURNHAM WENT ON TO SAY THAT WHEN JAGAN FINALLY COMES TO TALK WITH HIM, THAT IS WHEN HE ACCEPTS THE PM'S CONCILIATORY GESTURE OF PROPOSING DISCUSSIONS ON HOW BEST TO DEVELOP GUYANA,

HE, JAGAN, WILL PROPOSE THAT THE COUNTRY BE SPLIT INTO FOUR SOVEREIGN STATES, THE "THREE COUNTIES" AND THE INTERIOR. THESE WOULD THEN JOIN TOGETHER IN A FEDERATION OF GUYANA IN WHICH EACH WOULD HAVE EQUAL REPRESENTATION. BURNHAM, OF COURSE, WILL NOT ENTERTAIN ANY SUCH SUGGESTION.

3. COMMENT: BURNHAM HAS CLAIMED IN THE PAST TO "BE REPRESENTED" IN THE PPP'S EXECUTIVE COUNCIL. CERTAINLY, HE HAS SEEMED WELL CONFIDENTIAL CONFIDENTIAL PAGE 02 GEORGE 01100 252004Z INFORMED ON THAT ENTITY'S DISCUSSIONS AND ON THE PARTY'S PLANS AND POLICIES. IF BURNHAM HAS BEEN INFORMED ACCURATELY IN THIS INSTANCE, IT IS SIGNIFICANT THAT JAGAN APPARENTLY HAS BEGUN TO PLAN FOR HIS EVENTUAL TALKS WITH THE PRIME MINISTER, WHICH SUGGESTS THAT ALL HIS TALK ABOUT CHALLENGING THE ELECTION RESULTS IS JUST THATβ€”TALK.

1. FOLLOWING APPOINTMENT OF SIX REGIONAL MINISTERS ON JULY 21 (REFTEL), PRIME MINISTER FORBES BURNHAM ANNOUNCED FURTHER DETAILS OF PLANS FOR ESTABLISHMENT OF SIX REGIONS AND REGIONAL CAPITALS AT FIRST CABINET MEETING.

REGIONS AND ASSIGNMENTS OF MINISTERS ARE AS FOLLOWS: NORTHWEST--F. CARMICHAEL, POMEROON AND ESSEQUIBO COAST--M. ZAHEERUDDEEN, EAST COAST DEMERARA AND WEST COAST BERBICE--A. SALIM,CORENTYNE--O. CLARKE, MAZARUNI-POTARO--W. HAYNES, RUPUNUNI--P. DUNCAN.

CAPITAL CITIES WILL BE DISCLOSED LATER. PURPOSES OF REGIONS ACCORDING TO GOV'T ARE TO DECENTRALIZE ADMINISTRATION AND TO CO-ORDINATE IMPLEMENTATION OF DEVELOPMENT PLAN. PLAN ASSIGNS DIFFERENT AGRICULTURAL AND INDUSTRIAL PRIORITIES TO DIFFERENT AREAS. 2. Ha..ha..powerful folks bhai, I had the privilege to be acquainted with some.

Another story tomorrow. 

Burnham always had a few powerful folks like you to whip the poor and wretched Indians into shape.  There is a much bigger political crisis in Guyana, more Indians are being whipped.

PNC parliamentarians Idris Deen, Rowena Bacchus, Philomena Rayman. All Muslims.

The late Idris Deen did not serve during the Burnham days, he was recruited by President Desmond Persaud, sorry I meant Hoyte.

After the PNC  rigged the election in 1985 , Hoyte decided to include top Indian businessmen in his Cabinet which irked the blacks within the PNC. They start referring to him as Desmond Persaud.
