Trump jabbed first, and now world hits back in trade fight

The United States attacked first, imposing tariffs on steel and aluminum from around the globe and threatening to hit tens of billions of dollars in Chinese products.

Now, the world is punching back.

The European Union is set Friday to slap tariffs on $3.4 billion in American products, from whiskey and motorcycles to peanuts and cranberries. India and Turkey have already targeted U.S. products, ranging from rice to autos to sunscreen.

And the highest-stakes fight still looms: In two weeks, the United States is to start taxing $34 billion in Chinese goods. Beijing has vowed to immediately retaliate with its own tariffs on U.S. soybeans and other farm products in a direct shot at President Donald Trump’s supporters in America’s heartland.

The tit-for-tat conflict between the United States and China — the world’s two largest economies — is poised to escalate from there. The rhetoric is already intensifying.

“We oppose the act of extreme pressure and blackmail by swinging the big stick of trade protectionism,” a spokesman for China’s Commerce Ministry said Thursday. “The U.S. is abusing the tariff methods and starting trade wars all around the world.”

Cecilia Malmstrom, the EU’s trade commissioner, acknowledged that the EU had targeted some iconic American imports for tariffs, like Harley-Davidson motorcycles and bourbon, to “make noise” and put pressure on U.S. leaders.

John Murphy, a senior vice president at the U.S. Chamber of Commerce, estimates that $75 billion in U.S. products will be subject to new foreign tariffs by the end of the first week of July.

“We’ve never seen anything like this,” said Mary Lovely, a Syracuse University economist who studies international trade — at least not since countries tried to wall themselves off from foreign competition during the Great Depression.

Those personally in the line of fire are among the most concerned.

“It will be a disaster,” said Nagesh Balusu, manager of the Salt Whisky Bar and Dining Room in London and expects the European Union’s tariffs to add more than $7 to the price of a bottle of Jack Daniels, which is imported from Tennessee. “It’s going to hit customers, that’s for sure. How they’ll take it, we’ll have to wait and see.”

As painful as the brewing trade war could prove, many have seen it coming.

Trump ran for the presidency on a vow to topple seven decades of American policy that had favored ever-freer trade among nations. He charged that a succession of poorly negotiated accords — including the North American Free Trade Agreement and the pact that admitted China into the World Trade Organization — put American manufacturers at an unfair disadvantage and destroyed millions of U.S. factory jobs.

He pledged to impose tariffs on imports from countries that Trump said had exploited the United States. Late last month, Trump proceeded to infuriate U.S. allies — from the EU to Canada and Mexico by imposing tariffs of 25 percent on imported steel and 10 percent on aluminum. The president justified the move by saying imported metals threatened America’s national security — a dubious justification that countries have used rarely because it can be so easily abused.

And he is threatening to impose another national security-based tariff on imports of cars, trucks and auto parts.

Trump has also started a trade fight with China over Beijing’s sharp-elbowed efforts to overtake U.S. technological dominance. China’s tactics range from forcing American companies to hand over technology in exchange for access to the Chinese market to outright cyber-theft.

The White House last week announced plans to slap 25 percent tariffs on 1,100 Chinese goods, worth $50 billion in imports. Trump would start July 6 by taxing $34 billion worth of products and later add tariffs on an additional $16 billion in goods.

The Chinese have said they will respond in kind. Trump said he would then retaliate against any counterpunch from Beijing by targeting an additional $200 billion in Chinese products, and then yet another $200 billion if China refused to back down. All told, the $450 billion in potential tariffs would cover nearly 90 percent of goods China sends to the United States.

The tariffs and threats have begun to take a toll. Steel and aluminum prices, for example, have shot up and supplies have become scarce.

“Steel pricing is usually relatively stable,” said Al Rheinnecker, CEO of American Piping Products in Chesterfield, Missouri, which distributes steel pipe to numerous industries. But “since April, you can quote something on Monday, and if the customer doesn’t buy it right away, you may have to raise the price on Thursday.”

So far, Rheinnecker has managed to pass along the higher costs to his customers. He’s not sure how long that will last.

The Commerce Department is allowing companies to request exemptions from the steel and aluminum tariffs — if they can show that the metals they need aren’t available from Americans producers. The department expected 4,500 requests. But it’s been overwhelmed by more than 20,000. This week, it said it has processed just 98 requests so far, approving 42 and denying 56.

The rising tensions and the chaos surrounding the steel and aluminum tariffs are starting to generate pushback on Capitol Hill. Senators this week grilled Commerce Secretary Wilbur Ross.

“As you consider these tariffs, know that you are taxing American families, you are putting American jobs at risk, and you are destroying markets — both foreign and domestic — for American businesses of all types, sorts and sizes,” said Senate Finance Chairman Orrin Hatch, R-Utah.

Economists and trade analysts worry that there may be no way out of an all-out trade war between the United States and its most vital trading partners.

“The president has been so belligerent that it becomes almost impossible for democratically elected leaders — or even a non-democratic leader like (Chinese president) Xi Jinping — to appear to kowtow and give in,” said Philip Levy, senior fellow at the Chicago Council on Global Affairs and a former White House trade adviser. “The president has made it very hard for other countries to give him what he wants.”

WASHINGTON (AP) — A Florida boat builder absorbs $4 million in lost business and expects more pain. An Ohio pork producer is losing access to a vital export market and fears the damage will last years. A motorcycle shop near Cologne, Germany, wonders if it even has a future.

A brawl that the United States provoked with its closest trading partners is starting to draw blood. On Friday, the European Union began imposing tariffs on $3.4 billion in American goods — from whiskey and motorcycles to peanuts and cranberries — to retaliate for President Donald Trump’s own tariffs on imported steel and aluminum. China, India and Turkey had earlier begun penalizing American products in response to the U.S. tariffs on metals.

“We’re bleeding pretty bad right now,” said Jim Heimerl, a pork producer in Johnstown, Ohio.

Pork producers like Heimerl are already suffering from plunging prices and reduced income since China’s move to impose a 25 percent tariff on American pork in retaliation for Trump’s tariffs on imported steel and aluminum.

If the trade rift doesn’t worsen, the damage to the overall economy will likely be modest, said Mark Zandi, chief economist at Moody’s Analytics. But no one can say that the economic harm will end soon.

On July 6, the United States is set to slap tariffs on $34 billion in Chinese goods to punish Beijing for forcing American companies to hand over technology in exchange for access to China’s market and other brass-knuckled attempts to supplant U.S. technological dominance.

Beijing has vowed to retaliate. And Trump has threatened to punch back again with tariffs that could eventually cover $450 billion in Chinese products — representing nearly 90 percent of all goods Beijing exports to the United States.

Escalating tariffs would likely raise prices for consumers, inflate costs for companies that rely on imported parts, rattle markets and paralyze business investment as executives wait to see whether the United States can reach a truce with the trading partners it’s fighting with.

A full-fledged trade war, economists at Bank of America Merrill Lynch warn, risks tipping the U.S. economy into recession.

Heimerl, president of the National Pork Producers Council, noted that American hog farmers depend on China’s growing market. The price of hog futures has plunged since the tensions with Beijing started flaring in March. On an annual basis, it means a loss to pork producers of $2.2 billion, according to Iowa State University economist Dermot Hayes.

China is “a big player to us,” Heimerl said. “They take a lot of products the U.S. doesn’t eat — hearts, lungs, intestines, stomachs and heads, some of the products we don’t eat here.”

He recalls that it took American farmers years to recover after President Jimmy Carter imposed a grain embargo on the Soviet Union in 1980 and cut off a crucial market.

In the next round of tariffs, the Chinese are preparing retaliatory penalties on American soybeans — an economically vital export of Midwestern farmers, who have been a key source of support for Trump.

The Europeans, too, targeted American products with political calculation — bourbon from Kentucky, the home state of Senate Majority Leader Mitch McConnell, and motorcycles, which are made in Wisconsin, represented by House Speaker Paul Ryan.

Yet the pain of the EU’s 25 percent motorcycle tariffs is being felt across the Atlantic, too. Just ask Andy Mueller, who sells Tennessee-made Boss Hoss motorcycles in Huerth, Germany, near Cologne.

“The tariffs affect done deals,” Mueller said. “We bought a couple of motorcycles recently. They were already ordered by customers, and they’re on their way now. Now we need to explain that they have to pay a special price” that includes the added cost of the tariff.

“We can sell what we have, but we can’t order new units,” Mueller said. He fears for the future: “Boss Hoss is done for sure in Europe.”

Also in the EU’s crosshairs: America’s recreational boating industry. It employs 650,000 people in the United States at manufacturers, marinas and dealers.

Ninety-five percent of the boats sold in the U.S. are American-made. It’s no coincidence that the EU slapped U.S. motorboats, sailboats and yachts with 25 percent tariffs, said Nicole Vasilaros of the National Marine Manufacturers Associations. Canada is also readying a 10 percent tariff on boats to begin July 1.

The industry has “become a target for those that are wishing to make a point to this president,” Vasilaros said. “It’s a real U.S. manufacturing industry. In an era where not a lot is still made here in the U.S., boats are.”

The top boat-building states are Florida, Tennessee, North Carolina, Minnesota, Indiana, Arkansas and Wisconsin. In Orlando, Florida, Regal Marine Industries — which makes everything from 19-foot motorboats to 53-foot yachts priced above $1 million — said it’s had $4 million worth of orders canceled or delayed. CEO Duane Kuck estimates that the company, which employs 750 in Orlando and Valdosta, Georgia, will lose $13 million in revenue this year from European and Canadian tariffs.

“It’s hitting very hard and very quick,” Kuck said.

The EU and Canada accounted for up to 20 percent of Regal’s business. If the tariffs last past 60 days, Kuck estimates that his company would have to cut about 40 jobs, either through attrition or layoffs.

Bertram Yachts in Tampa, Florida, is scrambling to salvage sales. This week, a customer in Monaco called to cancel the purchase of a $4 million, 61-foot yacht, citing the added cost of the tariffs. To save the deal, CEO Peter Truslow plans to offer to make the contract contingent on the tariffs being lifted. Yet it’s far from clear when — or whether — that might happen.

“It could be a day, it could be years,” Truslow said.

Before the tariffs, Bertram had been growing rapidly, with Europe accounting for perhaps 15 percent of sales. The company had planned to expand its staff of 90; the tariffs have put any hiring on hold.

“The perception in the public,” Truslow said, “is there’s a bunch of rich guys hanging out at fancy marinas or something. But 90 percent of the people that work in the yacht business, they’re laying fiberglass and installing hardware. They’re hourly, hard-working guys, the same as you’d see in a car manufacturer. Those are the ones that get affected.

“Who’s the loser in this? The small yacht companies and the employees.”

I don't fully agree with the broad brush tariff strategy however, the US is, by far, a net importer of goods.  So purely on the basis of tariffs, the US has the upper hand.  However, countries will find other means of retaliation. 

I believe Trump is correct, for example, Germany imports $2.2 Bil but exports $25 Bil to the US.  German cars made in Germany and imported to the US are not taxed.  German cars made in the US and shipped to Germany are taxed.

I saw a report where the caregiver claiming the kids in their custody has lice, dental and other child health issues. 

The taxpayers need to fund addressing all these issues.  Even if they end up deported, they are healthier than when they came. 

This is all a conspiracy between foreign enemies, domestic enemies and Deep State politics.  

This is why we need the wall.

This is all about winning midterm elections. All bluster and bravado by Trump to appeal to his base. Trump has gone down a rabbit hole that me may not be able to get out. He is playing a dangerous game of chicken that would end up as a disaster for the American economy and people. Trump may have out bluffed himself. Wait until his base starts turning on him when the impact is felt. 

Interesting times lie ahead. I hear there is a move a foot in Canada to boycott the US starting from vacations and consumer products. Canadian tariffs  kick in July 1.

I remain an observer on the sidelines. Locking down my portfolio in the meantime.

PARIS, June 23 (Reuters) - The European Union will respond to any U.S. move to raise tariffs on cars made in the bloc, a senior European Commission official said, the latest comments in an escalating trade row. U.S. President Donald Trump on Friday threatened to impose a 20 percent tariff on all imports of EU-assembled cars, a month after his administration launched an investigation into whether auto imports posed a national security threat.

"If they decide to raise their import tariffs, we'll have no choice, again, but to react," EU Commission Vice President Jyrki Katainen told French newspaper Le Monde. "We don't want to fight (over trade) in public via Twitter. We should end the escalation," he said in the comments published on Saturday.

The European Autos Stocks Index fell on Friday after Trump's tariff threat. Shares U.S. carmakers Ford Motor Co and General Motors Co also dropped.

"If these Tariffs and Barriers are not soon broken down and removed, we will be placing a 20% Tariff on all of their cars coming into the U.S. Build them here!" Trump tweeted.

The U.S. Commerce Department has a deadline of February 2019 to investigate whether imports of automobiles and auto parts pose a risk to U.S. national security. U.S. Commerce Secretary Wilbur Ross said on Thursday the department aimed to wrap up the probe by late July or August. The Commerce Department plans to hold two days of public comments in July on its investigation of auto imports.

Trump has repeatedly singled out German auto imports to the United States for criticism. Trump told carmakers at a meeting in the White House on May 11 that he was planning to impose tariffs of 20 or 25 percent on some imported vehicles and sharply criticized Germany's automotive trade surplus with the United States.

The United States currently imposes a 2.5 percent tariff on imported passenger cars from the EU and a 25 percent tariff on imported pickup trucks. The EU imposes a 10 percent tariff on imported U.S. cars.

The tariff proposal has drawn sharp condemnation from Republican lawmakers and business groups. A group representing major U.S. and foreign automakers has said it is "confident that vehicle imports do not pose a national security risk."

The U.S. Chamber of Commerce said U.S. auto production had doubled over the past decade, and said tariffs "would deal a staggering blow to the very industry it purports to protect and would threaten to ignite a global trade war."

German automakers Volkswagen AG, Daimler AG and BMW AG build vehicles at plants in the United States. BMW is one of South Carolina's largest employers, with more than 9,000 workers in the state.

The United States in 2017 accounted for about 15 percent of worldwide Mercedes-Benz and BMW brand sales. It accounts for 5 percent of Volkswagen's VW brand sales and 12 percent of its Audi brand sales. Bankruptcy laws under chapter 7 and Chapter 11 are two different things. One is restructuring and the other means you have no money allowing the court to order a sell off of your assets.  Big companies like General Motors and many others have restructured under bankruptcy laws.  It's how corporate America works.

(You didn't think that Trump doesn't have any money, did you?)

If he didn't know anything about strategy, how did he become a billionaire and President of the United States?  Trump always come out of left field when everyone else is looking at right field.  That's his strategy.  He is unconventional.  He is the most powerful man in the world.

why it’s OK for American to spend billions per year on Afghanistan war ( killing innocent lives) but it’s not OK to spend billions on Migrans when majority of these illegal migrant contribute to American economy and pay taxes.

He has a strategy alright, file for chapter11 when he cannot make his payments. Not once but 4-6 times. I wonder if that is his strategy in running the USA?

The fact that he has had some 5 bankruptcies proves that he has had cases of failures. Therefore, I am not inclined to see him the way you see him. Plus he is also crooked.

I dislike him because he is a bigot. His legal and other problems are the result of more than 4 decades of crookedness. No one who see value in Trump is reasonable.

He became a billionaire by robbing countless people who provided goods and services to him and his businesses. Plus he also stole from a charity he created which baited others to donate to it.

During the campaign Trump repeatedly said that people will say they are tired of all that winning. However, since the elections, all he has done is complain and buse down. Not exactly the kind of behavior one gets from a person who is winning.
