The practice of racism by the PNC/APNU continues unabated

Dear Editor,
In my article which appeared in the Weekend Mirror of April 23-24, 2016, I pointed out that the racism that is practised by the APNU+AFC regime is not confined to discrimination against Indo-Guyanese, but also against Afro-Guyanese members and known supporters of the PPP/Civic and those Afro- Guyanese who show some independent thinking. That article attracted the fire of David Hinds, a known supporter and defender of this regime.
My response to him has drawn further fire from many of the supporters of the regime and known haters of the PPP/Civic.
While some of them were attacking my position, others got personal – proving my point that the regime was continuing this despicable practice.
The situation regarding Bishop Juan Edghill is clear evidence that this regime pulls out all the stops when they are confronted by an Afro-Guyanese PPP/Civic member.
Two incidents involving the former minister and a present member of the National Assembly indicate that he is being targeted for harassment because of his work on behalf of the PPP/C.
In the first instance, he was charged for discarding a car by the city police, an allegation he has since denied and is now being placed in front of the court to answer this charge.
Meanwhile, in the National Assembly, the harassment is continuing unabated. The Speaker of that August body is behaving like a gendarme of the APNU and not acting impartially. His behaviour is discrediting the office and the National Assembly as a whole.
He is sending Bishop Edghill to the Committee of Privileges to be disciplined for a statement that the MP made about the increase in salaries that the regime took for themselves. An examination of the record would show that many members made remarks far more serious than Bishop. However, Edghill is the only one singled out for discipline.
Bishop Edghill is also being harassed whilst speaking on the floor and his requests to pose questions to government ministers is refused. Why is Bishop being treated with such venom? It is clearly because he is bright, articulate and Black.
This the APNU+AFC cannot stand. They are continuing the policy that they own Africans. Afro-Guyanese people are not supposed to have different opinions from that of the PNC/APNU and now AFC.
Afro-Guyanese who will stand up to them and oppose their racist actions are seen as their worst enemies.
The racism is continuing against Indo-Guyanese as well.
Lionel Wordsworth, a young, bright engineer who did great work as Head of the National Drainage & Irrigation Authority (NDIA) has been fired.
He successfully completed many essential projects that have improved the lives of thousands of Guyanese. Including, the Hope Canal. Why was he then dismissed?
No reason was given by the NDIA board. That leaves us to conclude that his removal is really linked to his ethnicity. This is another clear act of racism.
Also, there are no reports of the many highly trained technical people/Indo-Guyanese who are being fired at GuySuco without reason.
At the same time, old retirees, some almost in their nineties are being employed with super salaries. It is reported that these persons are guaranteed a take-home pay of $1.2 million per month!
These are two consultants in factory operations, one in Agriculture and one in Human Resources Department. The gross pay for these consultants plus vacation allowance and gratuity will cost the corporation $140 million per year. This does not include expenses for vehicle, fuel, security and domestic staff. This is a clear case of jobs for the boys.
Ethnic cleansing at the top level has commenced.
Vincent Alexander, in his attempt to respond, did not totally deny that Afro-Guyanese supporters of the PPP and PPP/Civic were being victimised, but sought to share the blame and say both PPP and PNC were guilty of this practice.
This is not true. He himself should be able to recall how many Indo-Guyanese PPP members and leaders were enticed to leave the PPP and join the then PNC government. None of these persons ever had any violence meted out to them. JC Chandisingh, Vincent Teekah (he met his death under suspicious circumstances, and it was PNC leaders who were suspected of killing him), Harrylall, Puran and others. None of them had any violence or organised PPP attacks meted out to them.
Alexander regaled us with what I would call a ‘Nancy story’ about him visiting a PNC Indian member on the Corentyne and how people reacted. He was careful not to say that they were violent, although he tried to imply that.
All of us who lived through that period know that if any Indo-Guyanese PNC member was attacked, the army and police would have been unleashed on that village by the PNC regime. People would be beaten, jailed and harassed otherwise.
It is expected that the PNC/APNU/AFC propagandists will continue this racist line. It has worked for them and it has proven to be a potent tool. However, they must know that democratic critics will continue to fight against such positions, which are designed to cripple the minds of the Guyanese people.
The vindictive actions taken against Bishop Edghill and other Afro-Guyanese who express discontent with the APNU/PNC regime has proven that the ‘leopard’ has not changed its spots.

I do wonder that when the PPP persecutes Indians who are free thinkers, or supporters of the PNC or the AFC, is that racism too?  Because they were certainly guilty of it.

BOTH the PPP and the PNC have been known to victimize those who don't support them. BOTH have been known to keep their greatest venom for those who they think are race traitors for not supporting them.

FACT.  Juan Edghill  and Kwame Lumumba aren't people who the PPP should be boasting are their supporters.

He certainly did. Ask any Indo AFC supporter. The PPP was blatant in how it treated blacks, when they got power in 1992.  Even those who are apolitical were assumed to be PNC supporters, and therefore victimized.

And  since when Donald has so much mouth, after Jagdeo bytch slapped him for losing the election, and then promptly dumped him, assuming the leader of the opposition post.

One of the reasons why I did take it on myself to see that they were kicked out of the Government: I tried to warned that Fokker but he would not listen: Guess he paid for his blunder and mistake. Jagdeo was right to kick his ass. Another PPP/C dunce

Twenty five pages that helped kicked the PPP/C out of their stupidity led by Donald Duck.

Even if he doesn't, Jagdeo and the rest of his cronies surely will.

The APNU AFC were quaking in their boots, until they saw that the PPP was dumb enough to let Jagdeo overtly resume total control of that party.

A complete sweep of the existing PPP leadership, with a new MULTI ETHNIC crew taking over, will have Harmon having nightmares at night that he wouldn't have another 4 years to steal.

Go easy on Ramotar he tried to be President to everyone. Even a hardcore Granger supporter became Ambassador. But how would Ramotar know the true inner feelings of people.

The PPP had a diplomatic corps which resembled that of India, and were embarrassed when Freddie K, and Nigel Hughes broadcast that before the elections.

So suddenly the PPP, which claimed that blacks were too dumb and unqualified to hold those slots, were found.  Prior to that the few blacks were in "acting" capacities, implying that they were only there until some PPP Indian could  be found to replace them.

I recall the PPP sending a minister, because he had a habit of getting drunk and pistol whipping PPP supporters, and yet another, whose incompetence and corruption, embarrassed even them.

Each one of those men mentioned had people in the PPP who had worked with them for donkey years. It would be like asking a PPP member to go beat up Joey Jagan. Who will take that job. For these higher profile people it would be insults and harassment.

NDIA alleged fraud…CEO approves

millions in illegal spending

An audit report for April 5 to September 30, 2012 has fingered National Drainage and Irrigation Authority (NDIA)’s Chief Executive Officer in a scheme involving the approval of millions in illegal payments.
The report, which was prepared by the then Field Auditor, Pablo Singh, stated that funds, released under the Community Drainage and  Improvement Project (CDIP), were misappropriated by the Chief Executive Officer, Lionel Wordsworth, and that even the Minister of Agriculture benefited from the fraud.

CDIP was established in 2006 by the Caribbean Development Bank to the tune of US$5.050M ($1billion). The programme was funded in 2007 directly through the Ministry of Finance, with a sum of $800M and shifted to the Ministry of Agriculture under NDIA.
According to the report, which was seen by Kaieteur News, no financials for NDIA was prepared reflecting the expenditure of the project. NIDA is required to maintain its own accounting records and is subject to separate reporting and audit.
It was recommended that financial statements for NDIA should be immediately prepared monthly, including CDIP’s releases and expenditure and supporting systems put in place so that the NIDA Act of 2004 is complied with.
Singh, who was dismissed last year from NDIA for breaching protocol by sending the damning audit report to President Donald Ramotar, discovered a series of financial irregularities in the operations of the entity. Singh had recommended the dismissal of Wordsworth and a Senior Engineer Aneel Chowbay. Besides the non-renewal of Chowbay’s contract, no other action was taken at the entity.
Payment to MMA
The report stated on May 28, 2012, $2M requested by the Accountant was approved by the CEO and paid to Mahaica/Mahaicony Abary Agricultural Development Authority (MMA-ADA), Region Five, without any documented reason, appropriation or a request from the Region.
It was noted that a CDIP staff and the Accountant signed an MMA-ADA receipt as receiving the $2M cheque, instead of a designated MMA-ADA staff on June 1, 2012.
The report stated the Accountant and an individual, who was identified, confirmed no works were done, but MMA-ADA claimed $7.8M on February 24, 2013 and March 29, 2012 for the month of February 2012.
The Region was asked by Wordsworth to suspend works for the month of February due to cash flow problems.

“It is audit’s opinion that this disbursement by CDIP approved by the CEO-NDIA was illegal since no work was done,” the report stated.
Breach of Procurement Act
Singh reported that the procurement process was breached by NDIA deliberately sole-sourcing Phoenix payroll application from Phoenix Software for $825,000 on January 19, 2012, instead of utilizing the open tendering process. “It must be noted that there are other providers of payroll applications available at the time,” the report said.
Though there should be no negotiations between the procuring entity and bidders, NDIA re-negotiated with Phoenix Software, resulting in the procurement of the application for $799,000. “It is audit’s opinion that the breach of the Procurement Act 2003 and findings under this section were fraudulent by manipulating the open tendering/quotation procurement process avoiding the review and approval of NPTAB,” the report stated.

According to the report, $10,000 of the CDIP funds was used to cover transportation costs for two truck-loads of items from Food for the Poor to Minister within the Ministry of Agriculture Ali Baksh’s residence in Campbellville. The request for payment was done by the Ministry’s Permanent Secretary, George Jervis and approved by Wordsworth.

The report revealed that office furniture for Dr. Ramsammy’s office, costing $402,000 was illegally paid to Starcomm using CDIP funds. The CEO who approved the payment explained that the Permanent Secretary submitted the request.
Payments to New Thriving Restaurant
Singh’s audit unearthed that a sum of money, reportedly spent on a technical meeting under the CDIP, was actually spent for a farewell function and personal use.
The report revealed that payment of $70,000 was incorrectly made using a quotation for dinner to New Thriving Restaurant via cheque dated August 14, 2012. The dinner was for participants attending a meeting with technical staff and overseas visitors on the said date.
The Company Secretary, who was responsible for the payment of the bill, allegedly made an additional claim of $36,618 and deliberately stated the expenses were for the technical meeting.
The report said a breakdown of the total cost of $106,618 revealed that $45,702 was spent on August 14 and $2,538 and $58,378 were spent on August 17 and 24.
It was noted that upon inquiry on September 9, the Company Secretary admitted that the monies were utilized for an attachment staff’s farewell and $2,538 was used for his personal expense and proceeded to refund the money the next day.
“It is audit’s opinion that (name given) Company Secretary made an attempt to pay his personal bill using CDIP’s fund and misrepresented the additional costs by stating the monies were for the technical meeting.
Singh had recommended, “Disciplinary action should be taken against the Company Secretary for his initial misrepresentation of expenses subsequently corrected upon audit’s intervention.”
