CONSTITUTIONAL REFORM:-
CONSTITUENCY ELECTORAL SYSTEM:
Replace the FIRST PAST THE POST ELECTORAL SYSTEM with a CONSTITUENCY SYSTEM i.e. 65 (sixty five) Constituencies, each representing a seat in Parliament.
Members of Parliament (MPs) to be elected to a TERM IN PARLIAMENT for 2 (two) years instead of 5 (five years).
Local Government Election (LGE) to be held every 2 (two) years.
Presidential Term to be reduced to 4 (four) years.
Election Day for MPs, LGE and President shall be fixed for the second Monday in January every 2 (two) years. Mid-Term elections shall be the same day two years later. And the cycle continues.
The ability to call a special election to remove no-performing elected officials.
FEDERALISM:-
Divide Guyana into the Federal Counties of Berbice, Demerara and Essequibo.
Each County to manage their own economy, business, trade and commerce.
VAT to be shared between the Counties and Central Government.
Central Government’s power and control over the Counties to be reduced and limited.
Central Government to retain responsibility for public roads, education, healthcare, public and civil service salaries, national security.
AGRICULTURE:-
Abolish VAT on farm and agricultural equipment, fertilizers, chemicals, seeds etc.
Subside the rice industry by getting government involved in buying farmers paddy relative to World Market Price and re-open BURMA.
Monies collected from NDIA to remain in each County for their own use and benefit.
NDIA fees to be frozen for 2 (two) years.
DEVELOPMENT OF A NATIONAL POPULATION RETENTION PLAN (NPRP):-
Retention of Qualified Personnel in the various sectors of government, industry, trade, commerce and education.
Devising strategies and means of retaining and increasing our population for sustainable growth and development.
Develop a Master Plan to advance youth development in the fields of education, sports, culture, business and planning.
Prepare a Youth Plan to deal with the impending benefits of Guyana’s natural resources.
Formulating policies to project Guyana into the Developing World.
ENERGY:-
Infrastructure development .
Hydropower harnessing.
Develop alternative sources of energy and promote a green economy by developing solar and wind farms.
Diversifying sugar for paper, ethanol, molasses and bagass, sugar being a by-product of sugar cane.
SUGAR INDUSTRY:-
Privatise the Wales, Uitvlugt, Enmore and Rose Hall Estates.
Re-allocate GUYSUCO lands to develop alternative industries e.g. livestock, coconut.
Mobilise the Skeldon, Albion and Blairmont Estates to its maximum operation.
Preserve GUYSUCO lands for the benefit of the individual Counties.
HEALTHCARE:-
Increase healthcare to its optimum.
Increase salaries for doctors, nurses and other healthcare workers by 20% over the next 5 (five) years.
Assisted homecare for Senior Citizens and the elderly.
Creating an assisted homecare industry for local and overseas based Guyanese.
EDUCATION:-
Increase Teachers retirement age to 60 (sixty) years with an option to be contracted up to the age of 65 (sixty five years).
Free Education up to a Bachelor Degree.
Improvement of Science Laboratories in every Secondary School.
Introduction of higher technology in schools.
Increase opportunities for citizens who are differently challenged.
Introduce all of UG Turkeyen programs to UG Berbice Campus.
Reopen the Port Mourant Training School (GUYSUCO).
Increase salaries for teachers across the board by 20%.
CRIME:-
Increase Police retirement age to 60 (sixty) years.
Re-employ retired police officers to head Police Stations and road patrols.
Increase salaries for police.
Police promotion based on performance.
Firearm Licence for persons who are responsible and in need of all time protection.
PUBLIC & CIVIL SERVICE:-
Increase salaries with Tax reduction.
Improved working conditions.
Security of Tenure.
Freedom of Association and Expression without being victimised.
Retirement age to be increased to 60 years with the option to continue until the age of 65 (sixty five) years.
PENSION:-
Increase Old Age Pension to $40,000.00 (forty thousand dollars) monthly and thereafter by 10% annually for the next 5 (five) years.
Increase NIS Pension by 10% annually for the next 5 (five) years.
Remove VAT on Public Utility Services for Senior Citizens,
TAXATION:-
Reduce VAT to 10%
Reduction of Duty and Tax on the importation on vehicles to a flat rate of between US$2,000.00 (two thousand dollars) to a maximum of US$10,000.00 (ten thousand dollars) depending on the size of engine.
Chinese to pay their fair share of Customs Duty, Tax and VAT.
Tax exemptions and Tax Holidays for investors, especially local developers.
Incentives for Investors in the development of a Canning Industry.
Tax breaks for stores that operate seven days of the week.
