Parliament is unlikely to be dissolved by December 2, 2019 because more cash may have to be approved for the Guyana Elections Commission (GECOM) to conduct general elections scheduled for March 2, 2020, Director-General of the Ministry of the Presidency, Joseph Harmon said Thursday.

“It would appear so to me,” when asked whether Parliament would not be dissolved against the background of the need to satisfy GECOM’s requirements. He said the dissolution of Parliament was under “active consideration in Cabinet”.

“The dissolution of the National Assembly (Parliament) will be determined in principal measure by the need for GECOM to get the additional resources which it said it wants,” Harmon said.

Harmon told a post-Cabinet news conference that efforts are underway to have a number of bipartisan parliamentary committees meet.

The opposition People’s Progressive Party (PPP) has already refused to return to the National Assembly on the grounds that the David Granger-led administration is illegally in office because general elections should have been held already on account of the validly passed December 21, 2018 no-confidence motion.

The Director-General stressed the need for GECOM to get sufficient funds to conduct the general and ten regional administrative council elections next year.

“We have said that it is important that GECOM gets all of the resources its needs to ensure that we have credible elections in March of 2020 so what I am saying to you today is that issues will have to be dealt with before Parliament is dissolved,” said Harmon.

However, former Attorney General Anil Nandlall told News-Talk Radio Guyana/Demerara Waves Online News that government does not have sufficient time leverage. He explained that the dissolution of the Parliament must be done within three months of the election, but that timeframe is then limited by Nomination Day as the seats of the National Assembly and Regional Councils must be declared vacant at least one day before. The Representation of the People’s Act states that Nomination Day cannot be later than 32 days before a general election.

I notice too that while Django has a big problem with Jagdeo addressing the press instead Ali who is the presidential candidate, doesn’t have any problem with Harmon addressing the press instead of Granger who WAS the president. 😀

Technically, Parliament can be dissolved the day before elections. But we will talk again on March 2, 2020 about elections and I am already anticipating an excuse from you why there is still no elections on that day.

In fact, I am anticipating one of those excuses will be that it is not yet 90 days from the dissolution of Parliament. Maybe the uncivilized PNC wouldn't have even dissolved Parliament by March 2, 2020.

But here is one for you bai. The President and his Cabinet are supposed to resign immediately on the successful passage of the NCM. Whether you pick December 21, 2018 or June 18, 2019, they are already supposed to be resigned and operating in a caretaker capacity. Parliament is not an arm of the President and/or his Cabinet so there is no reason to not have it dissolved except that the despotic and uncivilized PNC does not have the wherewithal to obey the laws of the civilized world. There is no Parliamentary work until after the next elections so Granger dragging his feet is just him following his nature of dragging on his ass.

DJ, regarding  talking heads. Jagdeo is the General Secretary of the PPP, the highest single official of the PPP. As such, he has a specific role and function to which he speaks. Additionally, the PPP runs the election campaign of the the presidential candidate.

irfaan is the presidential candidate of the PPP/C. As far as I understand  he addressed issues related to the policies that a new PPP/C government will implement.

In some instances, the roles overlap and sometimes  both individuals address all issues related to the campaign and  the conducting of the elections.

on the other hand  Harmon was not a Guyanese until recently. He is a government official of an illegal government. He is not the Chairman of the PNC. Nor is he the Cabinet Secretary (if I am wrong on him not being cabinet secretary, please correct me).

over the past few months, irfaan has been visiting many local communities as reported in the press. I have seen him being interviewed on TV and heard him being interviewed on Radio. As we get closer to the elections I suspect that we will see him more often. Recently, his appearance has been ramped up.

There is no evidence that Harmon has relinquished his US citizenship. The PNC is a party filled with lying dogs so until it is verified that he has indeed relinquished his US citizenship, I will continue to regard him as a dual citizen.

Also does the [Burnham] Constitution ,with the poorly thought out patch work to cut Presidential Powers ,states after successful CM , the Government becomes Illegal ,if elections aren't held  within the stipulated time, managed by the Elections Commission.

It's doesn't take much to figure whom you support.

Django be fair with your criticism about cutting Presidential powers.

It was Dr Jagdeo who signed off on this part of the constitution, as a result his term is limited, he was also dragged before the court for criminal offences that was thrown out. 

Isn’t that good enough for you. Currently your government ( the biggest crooks ) is violating the constitution and you have duct tape on your mouth. 😁

I have no problem with Django criticizing the PPP. That is his right. I am just surprised that he has no criticism for the mostly PNC led Coalition. Whenever we ask him about his double standard, he does some kind of deflect dance that obviously indignifies him. In truth, nothing is wrong with his saying that he is a PNC supporter but he does do so although all the evidence indicate that he is.

Everything has to be right before the elections are held....even if it means pushing the date back....otherwise your hairless leader will cry "foul" and will ask for a "recount".
