The Regional Executive Officer of Region Nine (Upper Takutu-Upper Essequibo), Karl Singh is being investigated for allegedly attempting to murder a woman who was shot to her abdomen.

He  was early Wednesday morning allegedly involved in the shooting of 25-year old Gladys Emmanuel  in a vehicle in Lethem.

The woman underwent emergency surgery for a gunshot wound to her abdomen and she is in a stable condition, according to investigators.

Police said the incident occurred at about 1 AM in his pickup on the main access road at Lethem in the vicinity of Kanuku Lodge. β€œShe was taken to the Lethem Regional Hospital by the suspect where an immediate surgery was performed and her condition is now regarded as stable,” the Guyana Police Force said.

The Regional Executive Officer, 33 years old, is in police custody and  his licenced firearm, which was involved in the incident, has been retrieved.

The woman is said to be the daughter of a Toshao.

We were saddened upon receiving information this morning of Ms. Gladys Dianne Emmanuel, a 25 year Lab Technician of Frontier Pharmacy Lethem who were shot in the abdomen by Mr. Carl Singh " Regional Executive Officer " Region #9 sometime after 01:00 am this morning bearing in mind the National curfew.
Credible Information from reliable sources reaching the "ICA" states that Mr. Singh who recently obtained his firearm through this current administration is known as a very arrogant individual who is no stranger to domestic violence against young underage Indigenous girls he preys.
It was also said said to me that Mr. Singh is usually seen flashing his firearm in his waist and at times firing shots in the air as a showoff.
I also personally met out to the family of Ms. Emmanuel who indicated to me that they were deprived from seeing her as she is highly guarded by police and upon visiting the Lethem Police Station Mr. Singh was not in the lockups but instead sitting outside with his family.

The ICA and indigenous peoples across Guyana is calling on the resignation of Mr. Carl Singh as REO of Region #9 with immediate effect and justice being served to this young woman and her family.
