Ramotar questions integrity of Int’l Observers; wants recount of 22 ballot boxes

The integrity of the international observers present during Guyana’s general and regional elections is being questioned by Presidential Candidate of the People’s Progressive Party Civic (PPP/C), Donald Ramotar, who has refused to concede defeat to the united Opposition, citing a flawed elections process.

 

Despite several claims by the PPP/C of irregularities during the May 11 elections, international observers, inclusive of the Carter Centre, Organisation of American States (OAS), Commonwealth Observers, Union of South American Nations (UNASUR), American, British and Canadian envoys, have all claimed that the elections were free, fair and credible and even commended the Guyana Elections Commission (GECOM) for the work done.

But Ramotar maintains that the elections were rigged by the APNU+AFC coalition, showing what he deemed as evidence of fake Statements of Poll (SOPs) and incorrect data by GECOM.

“This elections here now, also goes to the integrity of the observers that are involved. If they gave a clear bill of health to an election that is clearly rigged, I don’t know if anybody would want them in their country to observe any elections…this is in their interest too, for their integrity so hope that we get a recount of the ballots,” Ramotar told a news conference at Freedom House on Friday, May 15.

The ABC countries have already dismissed the PPP’s claims of fake SOPs, with the British High Commissioner to Guyana, James Gregory Quinn stating that he supports GECOM’s position that while the fake SOPs were discovered, it was not tabulated as part of the preliminary results released on Thursday, May 14.

In response, Ramotar said that Quinn is “dead wrong” about such. The Presidential Candidate could not say where the fake SOPs originated from.

Meanwhile, Ramotar met on Friday morning with Chairman of GECOM, Dr Steve Surujbally, Chief Elections Officer, Keith Lowenfield and five of the six GECOM commissioners, where he identified what he says are “serious difference” of numbers between SOPs and data by GECOM in tabulating results.

“These differences disclose a consistent pattern of a subtraction of votes from PPP/C and additions of that very number to the APNU+AFC. This information was corroborated by a verification exercise conducted by the Returning Officer of Region 4,” Ramotar said.

He further noted that he submitted a document which details an examination of only 22 of SOPs, which were randomly selected from Region 4 and which show that a substantial difference between the PPP’s SOPs and the information in the possession of GECOM in relation to the said ballot boxes.

As such, the PPP has since requested that GECOM recount the 22 boxes in the presence of political parties and observer teams; that the process of tabulation and the disclosure of the Chief Elections Officer on election results be put on hold until a recount is completed.

According to Ramotar, GECOM has since “undertook” to grant the request. He believes that if a recount is not done in the entire region, then it should at least be done in Region 4.

Ramotar maintains that the elections were fraudulent enough to change the outcome of the results, which indicates the APNU+AFC as the winner. He further noted that if the PPP’s requests are not met and GECOM goes ahead and declares the APNU+AFC as winners, then the coalition will be forming a government that would be undemocratic.

Asssuming that those 22 Boxes are recounted, and there are discrepancies. They say that ten votes (the pattern that the PPP/C claims)

 

Final Preliminary Election Report:

PPP/C          201,457

APNU/AFC     206,817

...

 

So from the PPP/C votes gain that is 201,457 add ten votes for each box, so 22 box by ten votes, that would make the PPP/C an additional of 220 Votes

You add 201,457 add 220 that Donald Duck is fighting for, so now he gets

201,677:

 

APNU/AFC on the other hand, their total 206,817 less 220 which was PPP/C

So the APNU/AFC will now have 206,597

 

Now let me see APNU/AFC........206,597

PPP/C their new total..............201,677

 

APNU/AFC still get the big W by 4,920

Okay lets say each box has 250 Votes, so it is not possible that the PPP/C would get all the 250 votes, Donald Duck claims that there was a pattern of 10 votes per box, and that is how I based my calculations, I did give them

10 votes per box which adds up to 220.

GECOM says PPP's claims are inaccurate; President sticks by his figures, not conceding defeat

The Guyana Elections Commission (GECOM) says a check of the Statements of Poll that the People’s Progressive Party Civic (PPPC) had claimed were fake has revealed that such claim is inaccurate.

But President Donald Ramotar is sticking by his numbers, saying that his were obtained from the Returning Officers that were used to tabulate the Preliminary Results that have been released by the Commission. “I stand by those figures. The figures used by the RO- that’s the Returning Officer-to tabulate the numbers that they presented to us were not the same as what we have,” Ramotar told Demerara Waves Online News.

The President refused to concede defeat: “I am not conceding. How can I concede? I won these elections,” he said.

GECOM Chairman, Dr. Steve Surujbally told Demerara Waves Online News that the Commission checked the PPP’s Statements of Poll were identical to those in possession of the Commission.

“All of the 21 boxes taken into evidence that they said the numbers have changed, they in fact had not changed. The PPP SOPs that they presented us with- when we checked the official SOPs- they were exactly the same, an exact replica,” he said.

Surujbally assured that the Commission went through all of them- 4216, 4223, 4237,4266, 4267, 4279, 4287, 4292, 4323, 4352, 4358, 4359, 4385, 4392, 4643, 4644, 4656, 4701, 4703, 4707 and 4723-“all of these 21 boxes, the PPP’s SOPs are identical with the GECOM SOPs and what they have there as purportedly GECOM SOPs with this great difference I cannot tell you where they got them from.”

GECOM has to legally wait until midday Saturday before it can official declare the results, name the winner and the allocation of seats to the political parties.

Asked what has been the PPPC’s response so far, he said their personnel promised to provide more evidence but up to shortly after 7PM Friday none had been submitted. “At this stage I cannot continue to prolong the agony of this nation,” he added.

The GECOM Chairman remarked that President Ramotar had told them earlier Friday that he would be willing to concede defeat if it was proven that the PPP’s claim of bogus SOPs was false.  “The President did say that if I could prove even if one case that they were wrong that he would concede. Those were his words but, of course, those mean nothing to me,” said Surujbally.

Despite mounting pressure by civil society, the Private Sector Commission, United States, Canada and Britain for the PPPC to accept the results and that the elections were free, fair and credible, that party has refused to concede defeat.

However, a number of government ministers have bid their staff farewell and the PPPC-aligned Indian Arrival Committee has welcomed and congratulated the A Partnership for National Unity+ Alliance For Change (APNU+AFC) on its victory at the May 11, 2015 polls.

This is the kind of evidence the PPP provided to show that they were differences in the counting of boxes. It is quite obvious that the PPP manipulated the 207 number to show 267 for themselves. GECOM did not fall for their crookishness.

It now seems to me that my prediction was close with a 55% win for the coalition, I'm sure the PPP rigged many of those votes. No way could there be that many dumb people in Guyana..

The PPP has a false sense of preservation and entitlement. They lost in 2011  and failed to do any better in 2015.

Correct, the truth does not matter, the stage is set for a mass onslaught if they don't "win".  Jagdeo can cry till hell freezes over, he/PPP never established the security apparatus to deal with a mass Afro uprising.  The Indians they hug and kiss today will become sacrificial lambs.

 

As sad as it is, this is the end of power for Indians in Guyana.  It will never return and the PPP has it's share of blame.
