Senior Counsel Ralph Ramkarran says the proposed expansion of parking meters to a larger part of the city poses a frightening prospect for those who cannot pay and he suggested a campaign of civil resistance.

The Movement Against Parking Meters yesterday published a flyer with the current zone (in yellow) where parking meters have been installed and a much larger red zone into which parking meters are to be expanded. (See photo)

In a post on his Facebook page today, Ramkarran said a divide and rule tactic by those in charge of the meters project  would be to offer a modest reduction in the tariffs for parking, followed by an expansion of parking meters in a larger portion of the Red Zone. Such a development, he said, would be to make it difficult for persons working in the heart of the now yellow zone to park outside it and walk to their work or to do business.

“The reality is that the charges for parking are simply unaffordable to most people. SCS and the City Council just don’t seem to get this. Regular workers in the City who own cars simply cannot afford another expenditure of $32,000 a month. Taxi and mini bus passengers will not be able to afford the additional charges as a result of the vehicles having to pay parking fees. If they have to pay it, or anything other than a reduction to $40 an hour, they will have to abandon their motor vehicles. SCS and the City Council will eventually realize that insults cannot change this reality.

“If push comes to shove, and the above policy is adopted, I recommend that the stalwart citizens who have initiated this citizens’ campaign should think of an alternative strategy which I now propose, albeit from my armchair.

“If SCS and the City Council should seek to adopt the above strategy, a campaign of civil resistance should be immediately launched. All private, taxi and mini bus drivers should be mobilized to park in any place in the city and decline to pay for parking. Some will be clamped but SCS and the City Council cannot clamp all the vehicles.

“Simultaneously a fund should be launched to pay the charges for any person whose parked vehicle has been clamped upon production of the necessary receipt. I am prepared to start the fund with a contribution of $100,000.”

PNC slop can carrier like he jumping ship. I agree that the parking should be for a fee as the city is trying to raise revenue. By bringing in a 3rd party and giving them the bulk of the profit, thereby driving up the parking cost, they shot themselves in the foot.  They should have instead implemented a less costly system and people would be more willing to pay.

Hypocrite! You say in one breath you're a capitalist and now you blame GT Mayor and Town Clerk for giving business to a capitalist company. You know damn well that capitalists' sole aim is to make PROFITS. Hence the high parking charges.

There's no doubt that the City Council cannot rely solely on rates and taxes revenues to carry out its mandate. It has to engage in other revenue-earning activities. Parking meters for example. Problem is, the Mayor and her like-minded cohorts made a bad decision in contracting Smart City Solutions. They should have made a decision based on open tender. Furthermore, they should have been more sensible and sensitive regarding the issue of parking fees.

Bhai,i am no Hypocrite,Capatilist aim is profits which are not huge as one may presume,it's a good system where Government isn't too much into business,there is a level playing field for any one who wants to start a business the fittest survive.

The Head of State made it clear that the Government is not inclined to usurp the authority of the elected Council nor interfere in the functioning this democratic institution as layed out in the Constitution of Guyana. However, it took heed of the concerns of citizens, so much so, that the issue dominated Cabinet’s deliberations on Tuesday. Nevertheless, he expressed confidence that with dialogue, a mutually acceptable outcome can be achieved.

President David Granger is flanked by Attorney General, Mr. Basil Williams and Minister of State, Mr. Joseph Harmon. Minister of Communities, Mr. Ronald Bulkan is at the extreme left Opposite the President are Mayor Patricia Chase-Green and Town Clerk Royston King.

“No one in the Cabinet is opposed to the need for congestion to be eased and for order in the City. We agree that the project could be helpful for raising revenue for the Municipality but only to the extent that it is not harmful to the public good,” President Granger said during the meeting.  The Head of State made it clear that the principled position of his Cabinet is to allow the Municipality to function as it was elected to do and Government will not replace one dictatorship with another.  However, he said a way forward that is satisfactory to the Municipality, Government and people of Guyana must be determined.

Y'all gon laff Gilly, but I think the Mayor would have got a far better deal if she had contracted Dr Bobby Ramroop's Queen's Atlantic Inc to supply parking metre services. Dem Ramroop people was merciful to ordinary Guyanese wid de contract to supply drugs to GT Hospital.

It is interesting to see that Django is taking a more independent position on political matters.

To be objective here, it appears that GT is hard pressed for revenues and if revenues are collected and spent wisely, it could uplift the city to it's glory days.

The problem is that the city did not negotiate a contract in the interest of the citizens or visitor to the city. The parking rates appear to be unreasonable and will hurt ordinary citizens in the pocket book.

Ralph Ramkarran has offered $ 100,000 as part of a civil disobedience campaign to support the cancelling of this unreasonable tax grab for the city. PNC stand to hurt the most by this cash garb since their supporters are a majority of GT residents. PPP has already indicated that they will remove the meters if they are elected to office.

What were these elected City officials thinking when they signed this contract.

What is funny is that the AFC stated that they are neither for nor against these meters. What kind of silly position is that ?

As I said a long time before on this board the Rankarrans are protected by both hardcore Jaganites and hardcore Burnhamites.  They will always have their backs watched by either side. I have no time to waste listening to whatever any of them have to say.

I stand by with what I have said. 75% of East Indians of Guyana will support the peaceful creation of a sovereign independent country for Guyanese East Indians, Douglas who embrace their Guyanese East Indian Heritage and Allies of the Guyanese East Indian people.  It is not a matter of if we get our independent sovereign country but when.  It does not matter if I do not live to see that day come. Future generations of East Indians of Guyana will witness that day. That I can guarantee.

I must commend Ralph for heading into the streets with his card. He did not have to do it but he did.

Great to see Ralph protesting. He feels passionately about this issue. The PNC led City Council is making a huge mistake. This will also hurt the PNC party as whole.

What are these PNC politicians thinking ?

Bhai Prash,

An Indostan state separate from Guyana will not happen. Guyana is already an independent country and as such it is not possible in having an independent state within an already independent country.

Please do not get me wrong here.

What is important is that Guyanese rid themselves of the bias of race that has divided the country in a constant battle of tit for tat.

I do see future generations getting rid of this bias and living side by side in harmony. This will happen as soon as the current generation of old school politicians eventually leave this earth and rid it of the burden of race.

Yuji22, as I said before. You cannot rule a people who have fought over 300 hundred years to be ruled by their own.  East Indians are only putting their existence as a people on the South American continent at great risk if they continue to foolishly believe this. If little Anguilla can separate from an independent St kitts and Nevis then East Indians of Guyana, douglas who embrace their Guyanese East Indian heritage and Allies of the Guyanese East Indian people can also have their independent sovereign country peacefully.
