Questions were yesterday raised about whether Minister Oneidge Walrond had renounced her American citizenship before becoming a Member of Parliament (MP) and the Clerk of the National Assembly Sherlock Isaacs said he had not been supplied with any such document.

The constitutional injunction against MPs holding dual citizenship was upheld in the case brought last year against Charrandass Persaud and which ended up at the Caribbean Court of Justice. Since then, political parties and Parliament Office have reiterated that dual citizens cannot sit in Parliament.

Isaacs yesterday told Stabroek News that Parliament Office does not have a record of the renunciation of her United States citizenship by Minister of Tourism, Industry and Commerce  Walrond.

Stabroek News’ attempts to contact Walrond proved futile as calls to her cellphone, her ministry and its Public Relations Officer went unanswered.

“I do not have record of her renunciation. I have of all the other parliamentarians; Mister (Joseph) Harmon, Ms. (Gail) Teixeira…,” he said.

Isaacs said that while Liberty and Justice Party leader and current parliamentarian Lenox Shuman was not a Member of Parliament in the 11th Parliament, he submitted his documents to prove the renunciation of his Canadian citizenship.

“They themselves gave it to me. I have the others to show and I think it was circulated to Parliament also,” he said.

Stabroek News also reached out to Minister of Parliamentary Affairs and Governance Gail Teixeira on Walrond’s status but calls to her mobile were either declined or not answered.

The Clerk of the National Assembly explained that the Guyana Elections Commission (GECOM) will send to Parliament Office a list of “all the persons who are cleared to be parliamentarians… that are on the List of Representatives”. But given that Walrond is a technocrat minister, her name would not have been with the others.

The Clerk said that he would try to reach out to Walrond to clear up the issue and access the evidence of her renunciation.

Stabroek News understands that Walrond had US citizenship and committed to renouncing it after President Irfaan Ali asked her to join his Cabinet. It is unclear on what date she activated the formal application for renouncement but sources close to her say that she is in possession of her Loss of Nationality for the United States.

There had been no public announcement of Walrond’s dual citizenship despite the public ferment over Persaud’s status which led to renunciations by a number of MPs.

The renunciation of Citizenship of  Foreign Countries by Parliamentarians and Ministers should be made public ,the only one seen is Joseph Harmon.

You have to be a complete nut to give up an American citizenship for a Guyana citizenship. Guyana is a racist sh-t hole failed state and it will always be a racist sh-t hole failed state.

What about the honesty of  Oneidge Walrond ? there should be no excuse ,the law is in the open.

I am not against your inquiry bai. I believe she should establish her qualification for that Assembly. Waldron only 4 months ago was working for Granger so he must have seen some value in her unless you are suggesting he didn't care about honesty. Now that her situation has reached the general public it will be imperative for her to clarify Isaac's concerns.

No. She was a technocrat advisor to the Granger Administration so she must be honest (which was your question) unless Granger didn't care about honesty.

The current issue of honesty have noting to do with working under the Granger government ,the deflection is noticeable.

There is no deflection. You questioned her honesty. Here is a reproduction of your question - What about the honesty of  Oneidge Walrond ?

That is an open ended question which can be applied to her honesty when she worked for the Granger Administration. I don't see why you would suggest I am deflecting. Especially since I have already agreed with you that she should establish her qualification for the Assembly.

I don't see why you would suggest I am deflecting. Especially since I have already agreed with you that she should establish her qualification for the Assembly.

Simply put ,bringing in working for the Granger Government is a no brainier ,regarding the current issue of Waldron honesty of becoming an MP for the current government ,when the LAW is in the open.

Bai, you and I don't think alike. You have your way and I have mind. I try to add perspective to my considerations and mu guess is you have your style too. If you are suggesting that she is dishonest it is within my right to ask if Granger was fine with who she is.

That said I have already agreed with you that she has to satisfy the Assembly that she is duly qualified to be there. Until it is proven that she is not but either her or the PPP administration are obstinate I will give her the benefit of the doubt.

From the Ministry of Tourism, Industry and Commerce. HGP NIGHTLY NEWS- It is with considerable disappointment that I respond to comments in the public domain regarding my citizenship status and my eligibility to sit in the National Assembly. It was sobering to me, to see how, based on a statement that was nothing more than speculation and innuendo, the discourse on social media immediately descended into racial and sexual abuse.

It appears that too many of us Guyanese are not inclined to have reasoned and respectful disagreement on any issue. The statement placed in the public domain alleged that I may be a citizen of the United States of America. The statement further said that other unnamed persons have called on the Clerk of the National Assembly to verify my eligibility.

I acknowledge that the eligibility of persons who sit in the National Assembly is an issue that Guyanese have a right to be concerned about.I further acknowledge that the public has a right to know that the persons who sit in the National Assembly are qualified to do so.

On August 5, I was invited by His Excellency Dr. Mohammed Irfaan Ali to serve in his Cabinet. I accepted because I consider the opportunity to serve my people and my country at this capacity as both an honour and privilege. As an Attorney-at-Law and being mindful of my status as a US Citizen, I sought the counsel of other attorneys on whether the sections of the constitution prohibiting elected members from being dual citizens applied to me as a technocrat minister.

Despite advice that this provision did not extend to technocrats, out of an abundance of caution, I decided to renounce my citizenship to put the matter beyond all doubt and avoid any distraction to the good work of the government. I wrote to the US Consular Office on August 18, renouncing my citizenship to the United States of America with immediate effect. I was thereof informed of the administrative procedure I must comply with to obtain a Certificate of Loss of Nationality of the United States .

I complied with that process by August 27. I have since received the Certificate of Loss of Nationality.

I took the oath to the National Assembly on September 1.

That was after I renounced my citizenship of the United States of America. I do hope that the above serves to clarify any questions that may have been raised in light of the comments in the public domain, and I publicly commit myself to work tirelessly to ensure that in the future, our Guyanese citizenship becomes one of the most sought after statuses in the world. In closing, I reiterate that the most disappointing thing to me as a Guyanese citizen was to see the extent to which persons on social media sought to attack and vilify each other as they took positions on the issue. I want to use this moment to ask all of us to commit to doing our part in raising the standard of how we interact with each other in our everyday lives. That is an essential part of the effort of building the kind of nation that we would all choose to live in above any other.

For the record Walrond and her husband were some of the attorneys who argued that the constitution does not allow Jagdeo to be President for a third term. But all that seem to be water under the bridge because Ali and Jagdeo have no hard feelings toward Walrond.

APNU+AFC demands Oneidge Waldron’s resignation and removal as Member of Parliament

The APNU+AFC Coalition notes with alarm the stunning admission today by Ms. Oneidge Waldron that she was a dual citizen at the time she was sworn in as Minister of Government and as a Member of Parliament.

The APNU+AFC highlights the following:

1. The issue of dual citizenship of Members of Parliament has occupied the national headlines and attention for most of the past 20 months.

2. Ms. Waldron is an attorney-at-law whose professional duty is to be au fait with the law.

3. The Chief Justice of Guyana has ruled that, based on the Constitution of Guyana, dual citizens are not eligible to be Members of Parliament.

4. There is no distinction, with regard to eligibility, between elected Members of Parliament and technocrat Members of Parliament.

5. A person’s dual citizenship comes to an end at the time of the dated renunciation certificate, NOT at the time when one decides to embark on the process.

6. Ms. Waldron admits that at the time she was sworn in as a Minister, on August 5th 2020, she was not in possession of the renunciation certificate.

7. Ms. Waldron does not specifically state that at the time when she was sworn in as a Member of Parliament that her citizenship was renounced.

8. Ms. Waldron is being disingenuous and duplicitous and misleading when she states that she “immediately renounced her citizenship”. There is no such thing as the immediate renouncing of one’s citizenship. It is a process and it is only formal and final AFTER the process is completed, not when one initiates the process.

9. In any event it is clear that at the time when Ms. Waldron was sworn in as a Minister (August 5th, 2020) she was not eligible to be a Minister as all Ministers must be eligible to be Members of Parliament.

10. Ms. Waldron is in breach of the Constitution of Guyana and is therefore scandalously and illegally squatting in the National Assembly.

11. Ms. Waldron has deliberately refused to make public her renunciation certificate as it is clear that the date thereon would confirm that she is in breach of the Constitution of Guyana.

The APNU+AFC Coalition condemns the downright deceitful utterances of Gail Teixeira who bears responsibility for Parliamentary Affairs, which were reported by Demerara Waves on Friday, October 23rd2020.

Teixeira had said that Ms. Waldron had renounced her US citizenship before she, Waldron, took the oath as a Member of Parliament.

Ms. Waldron’s confession and admission has exposed the lies and misinformation that Teixeira sought to dump on the nation in an effort to sweep this disgraceful and shameful matter under the carpet.

The APNU+AFC demands Ms. Waldron’s immediate resignation and removal as a Member of Parliament.

She must go.  She deliberately flouted the law.  She is dishonest, keeping her options open in violation of the law.  She must go.  Her actions in this matter expose dishonesty .   Birds of a feather flock together.  APNU shouldn't have to ask for her resignation.  The speaker should simply tell her that she was in breach of the rules and she must leave.  Get lost you crook.

It is indeed madness abounds !!  If she is declared a crook, the PPP must be dumber than a door nail to hire her.

Unless the PPP feel just at home with crooks like Roger Khan, Ed Ahmad and Ms. Waldron.

Yes, she is a crook for deliberately violating the law.   It was clear to all and sundry that dual citizens were not allowed to run in the elections or be MPs.  She is a crook.  The speaker should order her out of the House.

The Minister of Tourism, Industry and Commerce, Oneidge Walrond-Allicock has found herself in hot water following inquires made regarding her citizenship status and eligibility to serve as a Member of Parliament (MP).

Article 155 of the Constitution of Guyana bars MPs from having dual citizenship status. But Walrond-Allicock, in a statement today, stated that when she was sworn in as an MP on September, 2020, she was already in receipt of her renunciation of citizenship certificate from U.S. authorities. She said that she was over with the renunciation process by August 27.

However, she was sworn in as a Minister on August 5, which means Walrond-Allicock was still a dual citizen.

She further stated that based on counsel she received from attorneys, provisions relating to the barring of dual citizens from being MPs, do not apply to technocrat ministers.

Opposition MP, Roysdale Forde S.C., during a press conference today, said that there is no distinguishment between an MP and Minister, since Ministers are MP. Notably, not all MPs are ministers. Further, he argued that technocrat ministers are not exempt from non-dual citizenship requirements.

Forde argues that Walrond-Allicock is therefore in breach of the Constitution, and should she refuse to resign, the main Parliamentary Opposition, the A Partnership for National Unity + Alliance for Change (APNU+AFC), will “certainly consider the institution of legal proceedings”.

Haven't APNU+AFC proven more than enough times over the past two years that they don't understand the Constitution and laws of Guyana?

But they can file how many legal cases they want. After-all, they are not going to be doing any governing anytime soon.

This is the difference between APNU/AFC and PPP supporters, the PPP supporters find no fault ever when anyone in the party does something dishonest.

I am not sure this was a question of fault with the government or Texiera.

I suspect this Minister really wanted the job so bad that she did not alert the PPP to all the facts. Now she and the govt is caught in a bind and its difficult to backtrack.

She should resign or the PPP should apologize on her behalf...but only if she provides the proof.

Some people will modify their resume when applying for a job. But in this case, it is the fault of the PPP for not completing the vetting process. This shows lack of experience regarding some in the PPP government, or they felt they might get away with it.

Dual citizenship is a hot issue in GY parliament and for the PPP allowing it to happen, is no excuse.

Yes, the bucks stop with the PPP, but what if this lady was dishonest in her admission to the PPP? That seems like a more likely story.
