The PPP is afraid to host LGE, just as they are afraid to release data on the ethnic composition of Guyana.  The US Ambassador called them out on this. The PPP, accustomed to intimidating the local elite, is not accustomed to people who they cannot demonize as "race traitors", or "bad blackman" expressing an honest opinion about their attempt to stifle democracdy.

The PPP knows full well that most of these local authorities are no longer functioning.  Rather than dealing with this problem by giving voters the ability to elect people who will be responsive and competent, they prefer to mount coups and install their own people inbtead.
