Guyana's Acting Foreign Minister, Priya Manickchand was heckled and booed Wednesday night while she blistered United States (US) Ambassador Brent Hardt for creating tensions between the two countries during his tenure.

Shortly after cutting the 238th Independence Anniversary cake, Manickchand and Presidential Advisor on Governance, Gail Teixeira walked out of the reception at the American Ambassador's residence, Cummings Lodge. 

While Manickchand was launching her verbal salvos against Hardt, several persons among the gathering heckled and urged her to "Get on with it" and "Local Government Elections now".  Sections of her speech were virtually drowned by the booing.

After a toast at the end of his speech, the outgoing Ambassador returned to the lectern and remarked "what a send off?" He then urged the gathering to objectively judge the US' role in improving Guyana. ““Everything we have done and will continue to do is designed to advance the partnership of Guyana that is built on prosperity, security, safety, democracy and public health and that health of the people of Guyana. And if anybody could identify anything we have done that has not advanced or tried to contribute to those goals, I’m always willing to listen as I have time,” he said to a loud applause.

This is the first time that a diplomatic reception has ever been marred by such an episode.

The Guyana government and the American Ambassador have been on steady collision course. The Donald Ramotar administration ‎is angered by the American envoy’s position that government and the ruling Peoples Progressive Party (PPP) have come up with a litany of excuses ‎for not holding local government elections since 1994.  Hardt’s latest views were made known at the closing of a training session by the newly-formed Blue CAPS organisation that has been advocating the speedy holding of local government elections.  Harking back to the US role in destabilising the Cheddi Jagan-led government during the Cold War period, the Acting Foreign Minister accused the US Ambassador of  contributing “to a tension-filled relationship” with the Guyana government.  “Ambassador Hardt’s most recent assault on the President and government of Guyana in his remarks to the recently created NGO, Blue CAPS, has in our judgment gone beyond the boundaries of professionalism and diplomacy.

“For a professional Foreign Service Officer , who has been appointed as Ambassador,  to make such declarations, accusations, allegations and innuendoes about the Executive President of Guyana or any country for that matter is to our mind totally unacceptable,” she said.

She described Hardt’s remarks as a “diatribe” that is” totally unacceptable,” she charged that he has been supported by the “opposition-section of the media.”

Manickchand threw down the gauntlet, signalling that such utterances by the diplomatic community would not be tolerated. “We have resolved and we have so advised our partners with whom we share conventions on diplomatic relations that this is our red line. Behaviour such as his would not be tolerated within the boundaries of mutual respect, diplomatic relations and intergovernmental cooperation,” she said. The United Kingdom (UK) High Commissioner to Guyana recently said that the failure so far to hold the local polls has blemished Guyana’s democracy profile and is a violation of the Commonwealth Charter as well as the law and constitution that provide for the holding of elections every three years.

During his address at Wednesday’s reception, the American Ambassador defended his decision to repeatedly call for local government elections. “The United States genuinely believes that such elections will be a transformative issue for Guyana,” he said, adding that innovative and creative communities yearn to cultivate their talents at the local level to find workable solutions to their problems and build safety and democracy.

I heard that Obama had a panic attack when he heard this woman bray and all night there were sessions in the White House to discuss Guyana.  Indeed even Iraq, Ukraine, and Israel were put on the back burner.

 

 

When will the PPP understand that the word sees Guyana as a backward ethnically divided nation where its population are so desperate to flee that the population is DECLINING!

It is quite natural for a Minister or representative to speak on behalf of his or her government. It is troubling when a foreign ambassador tolerates the reckless behaviour of the opposition who can talk all day and deliver nothing and then allows them to treat an invited government official in this manner.

 

Regardless of the situation, as an Invited guest, I would have left after being treated in this manner. The opposition loves to cuss down.

 

Can you imagine a representative of Obama's invited to a Guyana's state dinner and being treated in this manner ?

I won't be surprised if Priya Manickchand's travel visa to the US is revoked, if she has one. Or her application for one denied, as per Clement Rohee.

The US Embassy will be scrutinizing her words and deeds with microscope, CAT-scan, brain scan, the whole forensics.

yuji, I've read the text of Ms Manickchand's speech, and I've listened to the audio version.

In my opinion, Ms Manickchand was out of order, most undiplomatic, abusing her status as an invited guest in a man's residence.

I attended many diplomatic receptions in Guyana in the 1980s at the US Embassy, British High Commission, Soviet/Russian Embassy, Chinese Embassy, DPRK/Korean Embassy, Canadian High Commission and Cuban Embassy. Never did any PNC Foreign Minister read a speech like Manickchand's, although the PNC regime had cause to complain about

"foreign interference."

Even after President Carter got actively involved in Guyana's politics, Foreign Minister Rashleigh Jackson behaved properly at US Embassy receptions.

I witnessed it and can state so without bias because I attended those receptions in my capacity as a journalist.

There's a time and place for everything.

Is the ambassador not very critical of Guyana too ? It goes both ways.

If the ambassador dishes it out then he better be able to take it back. It is the simple rule of engagement.

 

Where was this ambassador when the PNC raped Guyana for 28 long years. No freedom of press or association was allowed under the PNC dictatorship era. You were probably beaten up or know people who were beaten up under the PNC.

US Ambassador Brent Hardt and Acting Foreign Minister Priya Manickchand
House Speaker, Raphael Trotman Wednesday night distanced himself from Acting Foreign Minister, Priya Manickchand’s undiplomatic outburst at United States (US) Ambassador, Brent Hardt at an Independence Day reception he hosted.

“She certainly didn’t represent me, as Speaker of the National Assembly, and the majority of the National Assembly and as far as I know the overwhelming majority of the people of Guyana so for me it was in bad taste, an insult to our host and it was unfortunate that we descended to that very, very low level,” he told reporters.

The Speaker did not expect Manickchand’s unsavoury comments to hurt relations between Guyanese and Americans but he forecast that it might cause “greater tension” between the governments of the two countries. “The US government is well aware that the overwhelming majority of the people of Guyana support their presence and their involvement in matters in Guyana so I don’t think that in any way it will hamper relations,” he said.

During her attack several invitees booed and heckled, almost making parts of her speech inaudible.

Chairman of the smaller opposition Alliance For Change (AFC), Nigel Hughes expressed outrage at Manickchand’s verbal onslaught on the outgoing American envoy and described it as “the most vulgar display of our worst aspects of our culture here on show tonight. “

While Hughes was willing to concede that the top US diplomat might have incensed government by its repeated frank calls for the Donald Ramotar administration to call Local Government Elections, he said the minister’s remarks were “absolutely unacceptable” and amounted to a “national embarrassment.”  “I think that he touched a nerve but I would have thought that after fifty years of independence that we have had the depth of vocabulary, the ability to respond even if we felt that way in a manner that was not that crude,” said Hughes.

Shortly after offering a sting assessment of Hardt’s three-year tour-of-duty as Ambassador to Guyana, the Acting Foreign Minister, and Presidential Advisor on Governance, Gail Teixeira walked out of the reception that was held at the Ambassador’s residence. Manickchand said Hardt’s tenure resulted in tensions between the two countries.

The Guyana government has been incensed in recent months by the start of the US$1.2 million Leadership and Democracy (LEAD) project that seeks to build greater inter-party relations , involve and motivate youths and women in political decision-making and educate Guyanese about the Local Government system. The Ramotar administration had contended that it was not consulted before the project began, but in recent weeks government has accepted the project virtually unchanged.

Further angering the Guyana government in recent days was the Ambassador’s listing and rubbishing of the several explanations and excuses for not holding Local Government Elections since 1994. “As one reads the diatribe against our president… at the liberties he has taken with diplomatic conventions, commitment to accuracy and sense of occasion, this situation I report is intolerable, the Ambassador has been associated with a dedicated attack on the president and the government on the holding of local government election,” she said in a speech that was not entirely dissimilar from the governing People’s Progressive Party’s (PPP) statement about Hardt.

During those years of his posting in Guyana, Ambassador Hardt has contributed to a tension-filled relationship with the Government of Guyana. These areas of tense relationships have attracted considerable efforts on our part to address oftentimes without much success.

Ambassador Hardt’s most recent assault on the President and Government of Guyana in his remarks to the recently created NGO, the Blue Caps, has in our judgment, gone beyond the boundaries of professionalism and diplomacy.
For a professional Foreign Service Office, with the appointment of an Ambassador, to make such declarations, accusations, allegations and innuendos about the Executive President of Guyana, or of any country for that matter, is to our mind, totally unacceptable.

As one reads his diatribe against our President, our outrage mounts at the liberties he has taken with diplomatic conventions, commitment to accuracy and sense of occasion. Guyana’s…America’s credentials as a model nation for the rest of the world. His reported declarations to the Blue Cap (sic) NGO, made in his presentation, unreservedly laud America and its democratic norms and practices. All of us here know better.
Among us here, the memory of 1950 to 1960 US interference in Guyana persists. All of us here…are daily reminded of the consequences of America’s zeal to democratize the world…And the consequences and the people of Guyana live those consequences until today. Those consequences question the Ambassador’s moral correctness in lecturing Guyana and for that matter the rest of the world.
For the Guyana Government, his nuanced resort to justifying insurrection in his remarks to the NGO Blue Caps, and here tonight, is profoundly disturbing. A collection of young minds being invited to such a mind-set for future engagement with an elected government warrants our immediate repudiation.

Like his President, Barack Obama, there exists a red line. This Ambassador has crossed that line. Unlike his President, we are resolved, we have resolved and we so advise our partners, with whom we share conventions and symbiotic relations, this is our red line. Behaviour such as this would not be tolerated within the boundaries of mutual respect, diplomatic relations and inter-government collaboration.
In closing, we extend warmest greetings and congratulations to President Obama and the people of America on this historic occasion. I thank you.

Kudos to Priya for defend her President and government. The Ambassador deserves what he got because he dished it out and should be man enough to take it back. Once again, Kudos to Priya for standing up for her President and her position.

 

I have no problem with her speech.

 

I have a problem with the opposition, especially Afro politicians who constantly attacking prominent attack Indo Guyanese women. We must speak out now since history can and will repeat itself.

 

We must not forget the rapes and injustices done to Indo Guyanese done during the PNC era. And by god, we must not forget the brutal rape and murder of Indo Guyanese women at places at Wismar.

Talking about disrespecting Indian women is YOU.  Most of the Indian women who had black boyfriends in the 70s did so because they WANTED to.  You however reduce these relationships to rape.  This because of your small penis insecurities which make you feel less manly and therefore thinking that a black man is a sexual threat (maybe even to YOU).
