STEPS to ensure the improvement and efficiency in the administration of justice for all citizens are among the key foci of the PPP/C 2011 manifesto. The past years have seen extensive improvements to the physical infrastructure and material resources of the judicial system, with the construction of new courts in areas that were previously under-served by the judicial system.
This, coupled with the establishment of commercial and constitutional divisions of the court, the construction of the family court, strengthening of judicial administration, including the issuing of new rules by the Judicial Service Commission and new High Court rules, and the revamping of critical aspects of the law, particularly the legislating of provisions for judicial review, has significantly improved the overall functioning of the justice sector; however much more needs to be done.
To this end, within the next five years, if re-elected, the party will be placing emphasis on the reduction/elimination of the backlog of matters before the courts and the establishment of systems to prevent recurrence of such a backlog.
Attention will be paid to sentencing reform, including issues such as penalty standardization and the strengthening of penalties for serious offences.
The party will continue the implementation of the Justice Improvement Project, which seeks to bring institutional strengthening to the justice system.
Once reinstated in office, the new PPP/C Government will review the current legal system with a view to bringing greater equity in society with regard to access to justice, particularly in hinterland and rural communities, through more regular court sittings and the establishment of the offices of the Director of Public Prosecutions in Berbice and Essequibo.
Additionally, several pieces of legislation that were recently passed will be implemented to bring greater efficiency and accountability to the legal system.
