Govt fearful of getting "diarrhea" if Jagdeo speaks before Finance Minister in budget debate

 

The government and the opposition on Wednesday continued to be at loggerheads over when Opposition Leader Bharrat Jagdeo should speak during debate on the 2015 National Debate, with the People’s Progressive Party (PPP) charging that government is fearful of the Economist’s arguments.
“They frighten Jagdeo, you know. The main problem is that they terrified of this man because when he get up and talk economics and finance, some people will get diarrhea,” said Opposition Chief Whip, Gail Teixeira. She questioned whether the government is afraid that Finance Minister, Winston Jordan would be unable to defend himself and his government. "Is this a sign of a lack of confidence in Mr Jordan that he got to have Moses (Nagamootoo) come after Jagdeo. Jagdeo is a seasoned politician although you didn't think so when he was a technocrat but he is a politician," she said.

She charged that based on the speaking order during the debate, the government was placing at least four speakers ahead of the Opposition Leader who is a constitutional office holder, and former Finance Minister.

Teixeira is also opposed to the latest formula disclosed to reporters by Government Chief Whip, Amna Ally that
Jagdeo, a Russian-trained economist,

and then the Finance Minister, Winston Jordan.

The PPP insisted that the order should be the Prime Minister, Opposition Leader and Finance Minister in keeping with what it says is a convention and “time honoured tradition.” “That is proven in the Parliament records for the last twenty odd years so saying that he now has to come before is not a parliamentary convention,” she said.
Ally told reporters a different version that her formula has been the practice and so there was no attempt to muzzle Jagdeo.
 
“There is nothing like muzzling the Opposition Leader because normally the Prime Minister closes off and the mover of the motion, who is the Minister of Finance closes the motion,” she said.
The Opposition Chief Whip conceded that the PPP would be unable to stop the government from doing what it wants in this regard but it will be an indictment of the House Speaker, Dr. Barton Scotland if he goes ahead.
 
“I will go to the Speaker and I will tell the public and then you will find out on the floor what will happen.

“If the Speaker is going to be willing to let the Leader of the Opposition be muzzled in that way to go against the time honoured tradition- parliamentary convention that’s global- well he will make his legacy,” she said.

I think that no matter where in the order Jagdeo addresses the Parliament, he will still be exemplary. The Coalition doesn't have anyone of his caliber. He is still the most successful Guyanese leader to date and may still be the Coalition's worst nightmare.

Moses is behaving like and Anit-Man by breaking the rules of parliament in rigging the rules in favour of the PNC. Looks like Moses too have learnt the rigging process very quickly from his PNC friends.

Jagdeo never left the leadership role of the PPP. Ramotar was just a puppet. Don't you see how quickly Ramotar faded into oblivion since the PPP lost? Jagdeo with his corrupt ways and racist rants was one of the main reasons for the PPP losing the last elections. His tiefery and uncouth behavior galvanized opposition support and they turned out in huge numbers to oust the PPP.

Flashback to 1994 when the young and inexperienced Finance Minister Bharrat Jagdeo presented his first budget. He was not as confident as his predecessor Asgar Ally who was forced to resign. Jagdeo at that point in his career was a poor debater. To make matters worse, the Opposition Leader Desmond Hoyte was himself Minister of Finance and Economic Development before he became President. The PNC in opposition had excellent MPs on economic matters, including Carl Greenidge.

Why am I bringing this up? Because the current Finance Minister Winston Jordan as presenter of his first budget is inexperienced as a MP and understandably there may be some trepidation on his part to close the debate confidently. It's not a case of him or his colleagues being afraid of Jagdeo. For what? Teixeira is the one who is afraid of Jagdeo because he had humbled her from senior ministerial position to advisor.

Having said that, let's hope the Speaker resolves the matter which is merely procedural and not of substance. Regardless of order, Jagdeo and Nagamootoo and Jordan will be the final speakers in the debate.

Jagdeo doesn't seem worried about Ram.

The boys are not in anyway worried, except if lies are acted upon and innocent people are hurt, like the Anil accusations.  They see it as PNC trying to run out the clock given all the accusations they made.  How could they not seem to do anything?  So a lot of bluster but reality will set in.  PNC have some big belly wuk to come.  The PPP constituency controls 90% of the economy, so PNC better behave.

That is a laugh. This man has demeaned us in every way possible. Nothing that came from his hands has done us any good. He governed for graft opportunities and made our state his prize milk cow. This fellow surely has to be the worse human to hold office in guyana...even Hammie stands above him in my view.
