Launching what they called β€œthe People’s manifesto” in modest style at the South Georgetown bus park at the Stabroek Market, this afternoon Thursday April 30, the A Partnership for National Unity +Alliance for Change (APNU+AFC) has finally made public their official plans for the country should they get into power after the May 11 Elections.
Surrounded by a small gathering of ordinary citizens, invited organisations and party officials, the Coalition announced that their plans seek to wage war on six important areas of ailment in Guyana; points to a 100 -day implementation plan and a strategy for the next five years.
Presidential candidate David Granger opined that the party chose to launch its manifesto not at a grand Marriot or a glitzy affair, but among the people because it is, β€œthe People’s manifesto”. He said that the country has six peoples and the Coalition is made up of six parties; same way the manifesto wages war on six areas of deep concern in the country.
β€œThis manifesto is about the war against crime, the war against corruption, against cronyism, poverty, disunity and a war against dictatorship.”
To the issue of poverty, Granger said there are too many poor people in the country, β€œand is not because Guyana is a poor country, but because the PPP is β€˜thiefing’ too much.
β€œOne of the biggest problems preventing us from developing in the last 60 years was the fact that we were disunited.” However the coming together of parties shows that the Coalition is ready to put disunity behind us, he said, before reminding that while all the political parties in the country seeks national unity the PPP is the only one only to the winning takes all notion.
The third war against crime will not be won if the current Home Affairs Minister, Clement Rohee remains. Granger said a resolution was passed against him in Parliament since July 2012 but because he is still here, β€œwe still have piracy, banditry, wide spread murders, traffic fatalities, gun running and narco- trafficking.”
He told the gathering that President Donald Ramotar has not convened Parliament for nine months and this form of dictatorship is what the country does not need. He said the country gave the opposition the majority, but β€œthe PPP/C refuse to accept the will of the people.”
The Presidential candidate urged that the war against cronyism will not allow the President of the country to allow his son to run a fibre optic cable without the proper vetting. There will be proper procurement and award systems to remove such cronyism, the Leader said.
Granger related that overseas Guyanese want to come home, but they as well as those at home complain about corruption. He said to conduct any business or transaction people say they have to bribe someone, or pay a minister, β€œpeople are fed up! People just want a level playing field and to be treated fairly.”
Prime Ministerial candidate Moses Nagamootoo said that the new government has for Guyana, β€œthe restoration of open and accountable governance.” The manifesto’s policies and programs will bring about an open society to have as a matter of priority, matters such as the holding of Local Government Elections; not held in the last 17 years.
Nagamootoo said that within the first 100 days, the Coalition intends to bring constitutional reform, the establishment of the Procurement commission and make good on other such promises.
Nagamootoo assured that their manifesto aims to end discrimination marginalization, exploitation of the people and instead bring them together as a people with a common goal to take the country forward. Problems of corruption, crime, low wages and demoralization of persons and joblessness will also be attacked. The Prime Ministerial candidate said the Coalition has a manifesto that has everything for everyone.
In the meantime, the manifesto which was presented to selected persons and is also available online indicates that within the first 100 days, the Coalition promises increases in salaries for public workers, including a Commission to revise the pay of servicemen and women.
Old age pensioners, the Sugar industry are also slated for immediate attention while a Commission on corruption will address this major problem.
A Code of Conduct for Ministers, a task force on crime and security and a promise of a sustainable economic development plan are all to be handled within that pivotal period.

Alliance 100-day plan sees local  gov’t poll date, procurement body

If elected, the APNU/AFC coalition promises within its first 100 days to announce a date for Local Government Elections, free up the telecoms and ICT sectors and set up a constitution reform body and the Public Procurement Commission among other things.

β€œWithin the first 100 days of the formation of a Government of National Unity a seven point programme will be implemented…,” Presidential Candidate of the coalition, David Granger, revealed in an exclusive interview with Stabroek News yesterday to discuss plans and priority areas for the populace.

On Saturday, APNU and the AFC announced at a joint press conference that they will contest the upcoming May 11th general elections as a coalition, with Granger and Moses Nagamootoo as its presidential and prime ministerial candidates, respectively.

The announcement brought to end weeks of negotiations with the signing of a document dubbed β€œThe Cummingsburg Accord”, formalizing the pre-electoral alliance, which both sides are confident can unseat the incumbent PPP/C after 22 years in office.

The accord caters for a joint electoral slate and a 60/40 cabinet split, favouring APNU. They also agreed to reorganize the presidency to delegate more responsibilities to the Prime Minister as well as to select the representative of the electoral list and the Speaker of the House from independent members of civil society. The AFC will choose the Cabinet Secretary.

In the coming weeks, final decisions will be made on the coalition’s name, symbol, and who would secure the top seven constitutional spots.

Granger explained yesterday that the plans of the Accord include the areas that both parties had been seeking for years such as programmes for poverty alleviation, the reduction of the Value Added Tax, reduction of the Berbice Bridge toll and the establishment of a Public Procurement Commission (PPC) among others.

He stressed that the β€œ100-day plan” which is enshrined in the Cummingsburg Accord would see the establishment of a constitutional reform committee with a mandate to complete consultations, draft amendments and present them to the National Assembly for approval within nine months.

In addition, the coalition government would announce the date for the holding of long-awaited local government elections, liberalise the telecommunications and ICT sectors and establish the PPC.

The coalition would also ensure that the amended Anti Money Laundering and Countering the Financing of Terrorism Act is implemented and adopt a long-term sustainable economic development plan aimed at realizing the vast potential of the country.

Granger said that in addition to the agreement signed between the two parties, the alliance will make a public commitment to address priority areas during its term in office such as a programme for the reconciliation of the people.

β€œThese priority areas include a programme for healing and reconciliation and the introduction of a meaningful constitutional reform programme geared towards improved governance and their fair representation, the sustained improvement of crime prevention and the security environment, local government reforms and the holding of Local Government Elections,” he said.

β€œThere is also the creation of a long-term economic development programme but this will be based on consultation and consensus. Then there is also implementing of a holistic youth programme because both of us know the importance of the development and value of our youths to the country’s growth,” he further added.

He said that the re-organisation of the education, health, sports and recreation sectors, for better service and outcome would yield great benefits for the nation and would add to their plan of youth development.

The political experience following the 2011 election has demonstrated the need for greater political cooperation in order to meet the expectations and aspirations of the electorate, he said.

β€œIt is widely believed that considerable social, economic and other benefits would accrue to all Guyanese under an improved system of governance that allows for better representation and greater accountability,” Granger stressed.

He further stated: β€œWe are proposing an alliance which would harness the energies and resources of the widest possible grouping of citizens and their representatives in an effort to generate maximum popular support for a platform of political changes to be undertaken by the next government,”.

Both the President and Prime Ministerial Candidates of the alliance told Stabroek News that they understand the challenges they will face dealing with the country’s race problem and they will work fervently to address and eliminate the scourge.

β€œI don’t know that Guyana has a race problem but it has a race situation and other countries have had race situations and they have mechanisms (to address it)…and we are confident that this government of national unity is one of the mechanisms that will address the race situation and stop making it a problem,” Granger stated.

It is as a result of their inclusionary democracy stance that both APNU and the AFC have agreed that members of the PPP/C can be invited to join the cabinet.

It was also announced that the coalition’s door β€œis fully open” to anyone who wants to come onboard and Granger trumpeted the end of winner-take-all politics in Guyana.

β€œβ€¦This is finished in Guyana and what we have done, what we are saying to you now and what I am saying to you is that if a partnership of this alliance wins 52% of the votes, we are not going to lock out 48% of the people. That is my promise to you,” he said, noting that the plan is to invite every stakeholder to be part of the inclusionary democracy, including the PPP/C.

Nagamootoo said that for too long race was used as a political tool to garner votes and said that his working alongside Granger was the first step in the plan to bring an end to racism and show the populace that Guyana can be an example to the ending of racism and the showing of racial harmony.

β€œI share the view that race is being exploited for narrow political and opportunistic reasons… working with Mr. Granger in a coalition after these elections would also send a signal that from now on that we have buried old hatchets in the country and this is about forging a healthy new alliance that can take us forward without having to be bogged down by racial polarisation or ethic polarisation, suspicions and insecurities”, Nagamootoo stated.

Prime Ministerial Candidate for A Partnership for National Unity/Alliance For Change coalition, Moses Nagamootoo launched a stinging attack against incumbent President Donald Ramotar and former President Bharrat Jagdeo during his address to thousands of supporters at Whim, Corentyne Berbice.

 

He said Ramotar is being overshadowed by the former President, whom he described as being fake.

β€œEverybody knows Ramotar is only the guy who cuts ribbon, shakes hands and kisses babies… but he is not the real President…could the real Guyanese President stand up? He makes all the excuses for corruption and failed projects in Guyana but is overshadowed by a fake/counterfeit within the PPP who masquerades as the President and that’s Bharrat Jagdeo,” Nagamootoo said.

Nagamootoo, a former PPP Member, described Jagdeo as a hypocrite and criticized him for comparing his home with that of PPP founder, Dr Cheddi Jagan.

According to Nagamootoo, Guyana has to β€œfetch Jagdeo like goodies” but the new administration will β€œcut out the waste, the extravagance and the corruption.”

 

Meanwhile, he said that within the first 100 days in office, the coalition intends to establish a code of conduct for ministers, call Local Government Elections, increase public servants salary by 10 percent across the board and increase old age pension to $15,000.

He also noted that that after a thorough investigation, the coalition government would reduce the cost to cross the Berbice Bridge by half.

He told the Whim rally that he is β€œback home with clean hands and a clear conscience,” given the fact that he grew up in Whim.

Might not be possible, but I do think that they will tackle some of the most important..........which is good enough

 

1) Increase Public Servants by 10 Percent

2) Increase the Security Services by 20 Percent?

3) Increase Pensioners to 15,000 per month

4) Reduce to Berbice Bridge Crossing by half?

5) Announce the date for the holding of local government elections,

6) Liberalization of the Telecommunication and ICT sectors,

    (Linden will finally get their Television Station, Sharma might get

     the okay to increase his signal) More will be given Radio's stations)

7) Within the first 100 days, the Coalition intends to bring constitutional

    reform, the establishment of the Procurement commission.

8) Reduction of the Value Added Tax

Well, the new government is investing to make Guyana a better place for all equally.

 

The past government invested also, but lives of ordinary citizens did not improve significantly. You might know the reason.

 

True, we all have our own opinions, but when our opinion influences others negatively, they can carry that negativism to other people  and in the end we are all in the same shit hole.

President David Granger hopes to appoint his Cabinet within a fortnight and have the firsts session of the 11th Parliament β€œby the early days in June”, after which his Executive will seek to, among other things, devise a budget for the remainder of 2015.  
These appointments, however, will have to wait until persons from the A Partnership for National Unity (APNU) + Alliance for Change (AFC) coalition list are chosen to serve as Members of Parliament (MPs).
β€œI hope that we can in a week’s time complete both the transition from the PPP/C administration to the APNU + AFC administration and the appointment, but we will not be able to appoint persons as ministers until they become Members of Parliament (MPs),” he told Demerara Waves following his swearing-in ceremony at Parliament Building this afternoon.
The transition team, which he said has been approved by outgoing president Donald Ramotar, is expected to orchestrate the handing over of  the more important sectors, including security, finance, and foreign affairs. The team has reportedly already commenced its work.
The President expects the team to complete its work within a week and further shared that the β€œcoalition intends to work simultaneously to nominate the persons who will be members of the National Assembly and are likely to be ministers.”
Asked of the prospect of inviting the Peoples Progressive Party Civic (PPP/C) into the new Executive, Granger said β€œI am obliged to have discussions among my own APNU + AFC first…and we will see what goes from there, but as a matter of principle in our campaign we have said that we will extend the offer of inclusion to the people.”
Noting that the now Opposition PPP/C represents 49%of the electorate, Granger said β€œI have to include 49 percent….I will approach them,” while adding that β€œthe level of inclusion depends on the willingness of the PPP itself.”
Granger sought to allay any existing fears that his government will be biased in the execution of its functions. β€œI am now President of all the people. Yes, I am leader of the PNC (People's National Congress), I am leader of APNU, I’m leader of the coalition, but I am President of all the people and that is the overriding factor.”
One of the first things the new Executive must seek to do once all appointments are made and Parliament is reconvened is work out a budget for the current year. As parliament was prorogued the last year, then dissolved subsequently, there was no opportunity for the presentation and passing of Budget 2015.
Granger said that working out a budget for the remainder of the year is a priority.
β€œThis is a priority for us. We have somebody in mind who will be Minister of Finance and he will be part of that transition team and he will be in talks with Dr. Ashni Singh (the outgoing Minister of Finance). The 2015 budget had been already prepared by the previous administration but its tabling and parliamentary had been stalled due to the threat of a no-confidence motion and eventually the suspension and dissolution of the parliament to make way for general elections. The National Assembly has not met since July, 2014.
It is important to note that Guyana may finally see an aggregation of the various funds which hold public monies. Granger Saturday told members of the press that he intends to bring funds currently being held by National Industrial and Commercial Investments Limited (NICIL) and the Guyana Lottery Fund under the Consolidated Fund so as to ensure public scrutiny of these funds.
β€œWe’ve got to find out what the PPP/C did with all the money that’s coming from gold, diamond, timber lotto. We got find that and bring it into the public treasury…that is a matter of policy,” he said.
Both APNU and the AFC have, for years, called on the PPP/C to place monies held under the above-mentioned funds under the Consolidated Fund as neither of them are subject to scrutiny by the National Assembly. It is unclear what lies in the future for NICIL, other whether the entity has a future at all.
Finally, Granger, when asked if his administration would have an issue with rehiring Elisabeth Harper to her former post of Director General of the Ministry of Foreign Affairs, said β€œI have every respect for Ms. Harper… it is unlikely that she will get her post back (by appointment), but were she to re-apply to rejoin the (foreign) service it would be considered. I have no animosity toward Ms Harper,” he iterated.

Base, this should be on the front burner, because we do not want our relatives back home to go through many red tapes for the lil small piece that goes their way.

Now is not the time for witch hunting and sporting and spending.  This is the time for delivering on the 100 days.
