Additionally, the Cummingsburg Accord which governs the structure of the coalition govt stipulates that the President must come from the PNC and the Prime Minister from the AFC.

Correct and every step well planed with back-up activities.

According to the Cummingsburg Accord, the president has to come from the majority of the coalition, which is the PNC. It doesn't stop Moses from acting until they find a permanent replacement. He is presently acting PNC.

D-G,...a question for you...

Are there laws that prevent members of one party from "crossing the floor" in the Constitution. I thought after Burnham was able to get some PPP people to cross the floor (Chandisingh, Teekah?), the laws were changed to prevent this in the future?

Teekah, Chandisingh, etc., are of a different time with no relationship to the current constitution.

Current Constitution

President is elected and he then chooses members from his slate.

President appoints ministers whom he can fire at any time with/without reason(s). Similar for members of his party in parliament.

Members decorum in parliament.

Members generally vote strictly according party lines.

Current Situation.

Members of parliament cannot cross over to another party nor leave the party to sit as an independent member.

Specific Situation in Guyana.

Because the government has a one-seat majority, it exercises extreme caution to have sessions when member(s) are unable to attend if they are in or out of the country.

Were they hold sessions and some members are away, they could face the strong possibility of a non-confidence motion being passed against the government in parliament.
