Prime Minister Moses Nagamootoo takes great pride in describing himself as a journalist of many years . When it suits his political agenda, he would readily embrace the media fraternity and masquerade as part of it pretending to champion the cause of journalists and conveying the impression that he advocates for freedom of the press and its independence from political control and influence. He fooled people for decades by this facade. As a result, he was able to exploit naive journalists for years and secured from them wide coverage of his political pursuits . When he cut NCN and GINA's budget in the National Assembly in 2012, 2013 and 2014, he sought to justify his actions by arguing that those outfits were controlled by the PPP/C Government and they were not offering any coverage to the Opposition.

When the Coalition Government took office the sum total of his portfolio responsibility as Prime Minister was oversight of the State Media, a task performed by Kwame Mckoy for years under the PPP . The grand promises contained in the Cummingsburg Accord never materialized. But fortunately, as diminished as it is, this portfolio responsibility facilitated an opportunity for all to see his true colors. In a matter of days, two political activists, Beverly Alert and Imran Khan , both of whom are members of the AFC and on the APNU/AFC Lists, were put to head GINA, and a press unit within the Office of the Prime Minister, respectively. So all his criticisms about political influence over the State media by the PPP was sheer hypocrisy. He did worse ; he installed two politicians in the leadership of the State media. Within weeks, the Prime Minister publicly upbraided a reporter of the Chronicle on the corridors of the Parliament Buildings for publishing a story critical of the Government. The very next day, he issued a directive that he must approve all headlines of the Chronicle. Within the next 2 weeks, this lover of independence in the media , unceremoniously demonstrated it, by firing veteran and respectable journalist, Ricky Singh, a Guyanese and Caribbean icon, from writing in the Chronicle because Singh penned a piece critical of him.

Next, under his watch and I am sure with his support, his former landlord and Khemraj Ramjattan's in law and another member of the AFC list, Bish Panday was appointed as Chairman of NCN Board. This was followed by the Prime Minister's side-kick, Imran Khan, obviously parroting the PM's instructions, boldly announcing during the 2016 Budget Debates that the State media's duty is to only cover the Govt and not the Opposition. President Granger was forced to issue a statement rejecting that inane utterance much to the embarrassment of Khan and his boss. The most recent casualties of the Prime Minister and his underlings are Sase Narine Singh and David Hinds. Both are well- known supporters of the Coalition. Both have been fired from writing for the Chronicle because their writings were considered critical.

These decisions could not have been made without the Knowledge and support of the Prime Minister. The matters to which I have referred have, obviously, not gone unnoticed by the International Community. The US State Department in its latest report indicates that the Office of the Prime Minister is guilty of press censorship of the State media. The latest blow and perhaps the most damaging disclosures have come from the Guyana Press Association. The local body claims that the Prime Minister is interfering with and intimidating the state media on a weekly basis. The above consists of a formidable litany of facts and devastating allegations against a man, who for decades, held himself out to be a friend of the journalistic fraternity. But then again, as Bob Marley said " you can fool some of the people some of the time... You cannot fool all the people all the time "

It's costing them more politically to control the state-owned media in this fashion. Journalists like Rickey Singh and David Hinds will continue to write and have their articles available to the public somehow.  This is the age of the internet. Guyanese have access to it and practically all have a device to connect..   Thanks to 23 years of consistent progress.

Here is the difference between the two.

Rickey Singh was a PPP stooge who never attempted objectivity.

David Hinds was a coalition supporter, and showed his integrity by being openly critical of this government, when he thought that was merited.

Do NOT put these two men in the same category.

Even if the above statements about these two gentle are true it still does not justify what this gov't. is doing to the press.

With the current technology available in Guyana and around the world you have a better chance of winning the lottery than controlling the media.  No wonder Jagdeo said that Moses has nothing to do.  His only job is to control State Media. One donkey controlling media, the other donkey controlling crime.  Both are out of control.

Meanwhile, the real power brokers travel around the world and spend spend spend!!!

So what are you whining about now.  Under the PPP the Chronicle was no better, and in fact wrote an ENTIRE editorial damning blacks as violent and useless savages.

This piece of crap would have credibility no where else in the free-world except in guyana where the ethnic divide allows for acceptance of the obscenely crooked or disrespectful. Why attack Sase and David as agents of Nagamoottoo except that he can?  Kwame was also no saint since he misused NCN and GINA to carry on his own partisan propaganda war on citizens and critics of the government in the local media and also on social media. His tenure was one of virulent abuse of process Indeed there are failings at NCN Imran Khan should not be there. Nagamoottoo should also not intervene in the business of the entity.

The duties of the Prime Minister were stipulated in the Cummingsburg Accord prior to May 11, 2015.  None of which were adhered to so far.  Whatever happen to their 100 day plan?  And their Code of Conduct?  Not one of the documents issued by the coalition bear any validation to date.  It all turned out to be a pack of cards full of jokers.  And no one in the AFC is saying a word.  They can't.  Every man jack is rolling over and playing dead!

These same guys had big mouth a year ago cussing out the PPP and bringing false allegations against them.  Why are they not speaking up now?

Mars, many people supported the coalition on the basis of th terms of the accord. The coalition heralded the accord as a new way forward. It defined the allocation of cabinet and seats in parliament and that Moses will be named prime minister with control over internal affairs. It is immaterial at this point whether it is a legally enforceable agreement. This will arise if one party challenges non-performance by the other. Then the courts will,decide. 

It is disingenuous to suggest it was a private agreement between two parties. I hold that it was an agreement between three parties. Go back and read what the writers of the American constitution noted about the relationship between those who are elected and those elect the. The other party was the electors. They were told that if you elect  the coalition, this agreement will be a critical part of how the coalition will function.

i know that the constitution defines the power of the president. If  I understand it correctly, it does not prevent in any way, a delegation of power or responsibility to someone other than the president. If this is now an issue and the reason given why the terms of the accord are not adhered to, then the coalition either knew it at the time of signing, but lied to the people, or did not know it, misinformed the people in their ignorance and clearly showed that they are not competent.

The Cummingsburg Accord is an agreement between the APNU and the AFC but if you want to be technical then APNU can be broken down into smaller parties. It is a private agreement between the two parties. That is factual and nothing disingenuous about it. Bibi is asking us to refer to the Cummingsburg Accord to determine if the Prime Minister is doing his job. The Prime Minister does not have to act within the framework of the Cummingsburg Accord to do his job. He is obligated to do his job in accordance with the framework of the Constitution of Guyana. He does not work for only the APNU and AFC but for all of the people of Guyana. The laws that govern the People of Guyana is the Constitution, not a private agreement between two parties. End of story.

I was not discussing the merits of the Accord when I replied to Bibi. She stated that the Cummingsburg Accord should be used to determine if the Prime Minister is doing his job. That is totally incorrect. The Prime Minister is accountable to the people of Guyana and as such must govern according to the laws of Guyana stipulated in the Constitution.

Think about why they AFC and others are demanding that Harmon be stripped of most of the powers?  Think about why the PM now falls under the supervision of the Minister of State. Think about why David Hinds mentioned that the AFC shares 40% of the cabinet and far less in terms of power and authority. If you can't get a clue on what's happening then your head stuck deep in sand.

Based on the argument that you have presented thus far you are saying that the Cummingsburg Accord is null and void.  If the Cummingsburg Accord is null and void, then the coalition government is also null and void as it was the sum total of the votes of the AFC and APNU which determined the victory in May 2015.

Legally, the constitution is the law of the land.  The constitution of Guyana does not make any provision for a coalition government.  It was the Cummingsburg Accord that did so. As such, this is now a de facto government and the PPP should call for elections as soon as possible.

Give us specific violations of the Constitution by the PM and the sections being violated. Otherwise, you're just blowing hot air as usual.

You just don't get it. The Prime Minister is accountable to the people of Guyana and as such must govern according to the laws of Guyana stipulated in the Constitution. Did I say that the Cummingsburg Accord is null and void? Are you always this dense or are you making a special effort today?

There is nothing in the Constitution of Guyana which prevents parties from forming a coalition PRIOR to the elections and contesting the elections as a single entity. If that were the case, the PPP/Civic government would be illegal. The laws prevent coalitions from being formed after the elections but coalitions formed before the elections are totally acceptable. Get your "facts" in order before you babble nonsense.
