Breaking: Priya Manickchand could be barred from participating in Budget Debates

[www.inewsguyana.com] â€“ Speaker of the National Assembly has promised to disallow Education Minister Priya Manickchand from participating in the Budget Debates – 2014, if she does not offer an apology to APNU Member of Parliament Jaipaul Sharma.

The Speaker had ask the Minister to apologize after she heckled “ask the APNU member Sharma” while MP Volda Lawrence was addressing the issue of rape in the society during her very emotive presentation.

 

Trotman said “I deem it to be highly improper and if you don’t apologize I will not recognize you to participate in this debate.”

Manickchand stood to her feet after the objection was raised by Sharma and the Speaker and refused to apologize.

She said she was in no way hitting at MP Sharma.

There were allegations of rape leveled against the father of MP Sharma, CN Sharma.

Jagdeo lied that he had a wife. One week after pretended he married her 9 she did not know it was a sham) he kicked her out of his bedroom. Yet he pretended for another nine years she was his wife. In that time she claimed not only neglect but emotional abuse. There is no denying he is a liar and an abuser.

 

I am not a member of the AFC and have no intention of joining the party. I speak of them as a convenient tool to curtail the corrupt PPP. You pretending you can on some facile moral grounds much less the intellectual capacity to scold me is a laugh.

Budget debatesâ€ĶSpeaker orders Manickchand to apologize for “highly improper” comment

Yesterday, as A Partnership for National Unity (APNU)’s Volda Lawrence was highlighting her coalition’s concern over men who escape punishment by law for statutory rape, Minister of Education, Priya Manickchand shouted, “Ask your APNU member Sharma about that.”
Immediately, members of the National Assembly noted that Manickchand had taken her heckling too far and that her statement was “atrocious.”

When the Education Minister made her comment, APNU parliamentarian Jaipaul Sharma, asked that an apology be made with regard to the comment.
Immediately, Speaker of the House, Raphael Trotman, explained to Sharma that the Minister had gone further than what he (Sharma) had heard.
“Mr. Sharma, she went beyond that to say, ‘ask your APNU Member Jaipaul Sharma’ and I would like to ask Ms. Manickchand to apologize. I know you are capable of apologizing.”
To this the Education Minister retorted, “I’m in a bit of a tight position there and I will tell you why. Normally I wouldn’t refuse to heed your advice, but I am a mother andâ€Ķ”
Trotman who seemed to be peeved at this point interrupted her and in a firm voice said, “Miss Manickchand I would not recognize you on any day when you are speaking in Parliament during the debates if that is the attitude you are going to take.”
Trotman’s statement was then welcomed by way of applause from members of the House.
Manickchand then tried to deny her statements by saying that she was not referring to Sharma. This seemed to further annoy the Speaker who then said, “Miss Manickchand you said ‘Ask the APNU member and that was out of orderâ€Ķ It was out of order and we said that we would refrain from bringing in people’s family â€ĶI have deemed it to be highly improper and I am asking you to issue an apology.
“You can decide if you don’t want to apologize.”
The Minister then returned to her seat without issuing the apology. Sharma who spoke with this publication informed that he is grossly disappointed in the Minister’s “unprofessional behaviour” and if scope provides, he would take legal action.
“I felt it was very unprofessional for her to say that. I feel hurt because she is pointing fingers at me and this matter is before the court. C.N. Sharma is my father, but I don’t think I should be crucified for something that is alleged against him. It is not only damaging to me and my father but also to the APNU.”
“She is getting bolder and bolder and she wants to stir up trouble. I believe it was an orchestrated attempt and I am annoyed. Imagine she prefers to not be recognized during the debates than to offer an apology. It speaks volumes about this woman who is responsible for education. She is setting a bad example to the young boys and girls.”

The Member of Parliament added, “I requested a copy of the Constitution to just look at Article 172 which speaks about privileges. Members of Parliament are allowed certain privileges and they cannot be prosecuted for anything said or written in the House, but it is important to note that she was not doing either of the two.
“It was an atrocious statement and she may not be protected. I will take action for damage to my character. If it allows, legal action will be taken and I am sure my father will want to take legal action.”
Ms. Lawrence led off yesterday’s debates with her presentation. She spoke of several concerns, including the fact that the 2014 budget lacked a proper plan for the improvement of the lives of the elderly.
“It also highlighted the lack of a protection plan for vulnerable girls who are in some cases exploited in pornographic films.”

Education Minister Priya Manickchand was yesterday afternoon banned from speaking during the 2014 budget debate by Speaker of the House, Raphael Trotman for refusing to apologize to APNU MP Jaipaul Sharma over remarks she made.

Manickchand’s offending remarks came while she was heckling APNU MP Volda Lawrence. Lawrence was at the time stating that more needed to be done to assist young women who were victims of sexual assault including statutory rape. Manickchand then heckled that APNU had to ask in house about certain allegations.

Trotman stepped in and said he would not tolerate such language and heckling in the House and banned Manickchand.

“I will not recognize you to speak in this assemblyâ€Ķon any day of this debate if that is the attitude you are going to take”, Trotman told Manickchand on the last of the numerous attempts she made to interrupt him.

The speaker said that he heard exactly what Manickchand had stated and that it was out of order. He called the comments “dastardly” and that no member of parliament needed to venture into that territory. When asked to apologize, Manickchand stood her ground saying that she was in a “tight position”.  She said it was not Jaipaul Sharma she was referring to but his father CN Sharma. Trotman however was not amused or moved.

Speaking with Stabroek News afterwards, Jaipaul Sharma, stated that Manickchand’s attempt at heckling was very formulaic and lacked creativity. He recalled that she made the same types of remarks during the 2013 budget estimates.

He said that he requested a copy of the Constitution be brought to him so he could review what could be done. He told this publication that his interpretation of the Constitution could make for a possible libel case against Manickchand.

Sharma said that since Manickchand was not on the floor when she made the remarks she was not protected by the Constitution.

He said that he would be reviewing the footage before taking any action. However, Sharma did state that Manickchand owed him a public apology as well as his father.

He said that Manickchand as the education minister was setting the wrong example.

He agreed with Trotman’s ruling, stating that her stubborn stance determined her own fate in being disallowed from speaking during the debates.  Television broadcaster CN Sharma will face trial in the High Court in relation to  carnal knowledge of a  13-year-old girl. He was charged in April of 2010.

At the start of the debate the Speaker had issued guidelines of conduct and had warned that those MPs falling afoul risked being banned. These guidelines included that “members will conduct themselves with the highest traditions expected of a Member of this august House.“

There shall be no disrespectful, derisive or derogatory comments made by any Member against any other, and including his/her family members.”
