There were on and off meetings/exchange of letters between the two leaders from 1978 until the death of Burnham. The meetings and exchange of letters were kept from the public.  The issue that was the stumbling block was who will be the first leader of such a coalition. It is never solved by the two leaders and the negotiations just became one leader trying to convince the other leader in letters that he should be the first leader.

Cheddi told Burnham in 1984 that he willing to be Burnham PM in the anti-imperlist movement to develop Guyana with support from the Soviet Union.

That probably happened in the end. But it took a long time to come to this stage.

The decision of leadership were resolved ... Forbes Burnham as President and Dr. Cheddi Jagan as Prime Minister.

 

The issue is that, unfortunately, Forbes Burnham transitioned in life and Desmond Hoyte took a completely different path.
