Jagdeo blames Ramjattan’s incompetence for recent prison fiasco

Opposition Leader, Bharrat Jagdeo is blaming the incompetence of Public Security Minister, Khemraj Ramjattan, for the recent unrest at the Lusignan Prison, which saw the escape of three prisoners, and a number of inmates being shot with pellets, among other signs of disturbance.

At his press conference yesterday, the former President said, “Ramjattan’s incompetence knows no limit. So we have had another fiasco at the prison. We warned about this…But he is impervious to criticism. This is no doubt when he goes into his stupor; he is impervious to what people say.

He has underperformed in every single area of his responsibility, crime is on the rampage, and he has made a mess of the prison system…”
The Opposition Leader said that almost every year under the coalition administration, there is some huge issue as it relates to security.

“And they used to say we are weak on law and order, and almost three years you had some burning of the prison and loss of life etc., because of the incompetence…they created this moral hazard by their own acts,” Jagdeo said. He is of the firm view that for years to come, the country will continue to suffer as a result of this. He said that this is especially as it relates to the housing of prisoners.

RECENT FIASCO
It was on Monday that the nation learnt of three prisoners escaping from the Lusignan prison on the East Coast of Demerara. Director of Prisons Gladwin Samuels in a statement revealed that, “Prison officials have confirmed that at 04:40 hours, three prisoners escaped the facility by scaling the wall. On the run are Sudesh Dyal, a 23-year-old prisoner remanded for Break and Enter and Larceny and Escape from Custody, Dextroy Pollard, a 29-year-old prisoner of Wales Village on remand for Break and Enter and Larceny and Travis Evans, a 23-year-old prisoner of ‘C’ Field Sophia, who was in prison for murder.”

The statement also mentioned that the Guyana Police Force was putting all measures in place to locate and apprehend the escaped prisoners.

Director Samuels subsequently held a press conference to address all related issues, at his Lot 46 Brickdam, Stabroek, Georgetown office, where he informed media operatives that the aforementioned prisoners had escaped from holding bay #1 at the Lusignan Prison.

Samuels said the facility was secured at the outer perimeters by four watch towers that were manned by police and prison ranks, who have a bird’s eye view of the facility that gave them the advantage of seeing into the prisons, which should have allowed them to witness the escape.

The Director specified that the escape occurred between towers two and three, which at the time had a number of ranks who inexplicably failed to foil the escape. “It is clear, taking into consideration the close proximity of the two towers and the number of ranks deployed in those two towers, that those ranks were not alert, and I am forced to conclude that it is very likely that they were sleeping, thus resulting in them not observing the prisoners – first in their attempt to get the razor wire separated in order to pass and then during the process of them escaping by scaling the fence.”
Samuels gave the assurance that several search parties were deployed to effect the recapturing of the escapees.

And hours after the press conference, Kaieteur News received calls from the family members of prisoners, stating that there was a riot at the Lusignan Prison.

When this publication arrived on the scene, there were already two fire tenders and a number of high-ranking police and prison officials present around the facility.

Intermittently, gunfire could be heard, and prisoners could also be heard shouting. Sometime around 19:00 hours smoke started to come from within the prisons and firemen rushed to put out the blaze that erupted as a result of prisoners lighting mattresses. Fire fighters had to be dodging missiles from within the prison that were being hurled by prisoners in an attempt to ward off their attempts to quell the fire.

A prison officer then fired some warning shots that saw the prisoners backing down for a short period of time.

Within this time, a police vehicle left the prison with a number of injured and wounded inmates.

The recent fiasco at Lusignan follows the July 2017 escape of a number of prisoners from the Camp Street, and later, the Lusignan facility, two of whom, Paul Goriah and Cobena Stephens, are still on the run. All of this happened after the Camp Street Prisons were razed when prisoners started rioting under similar circumstances. This saw 17 inmates dying because of burns, smoke inhalation and injuries received during the unrest.

When de PPP can support prison riots things really. De party run out of things to criticize de coalition. Three prisoners get away from Lusignan de same time de guards was sleeping. When people start to ask how come all dem guards was sleeping at de same time, one man seh dat dem guards don’t have interest in watching prisoners.

When dem use to smuggle in ganja and phone and things like dat all de guards had an interest to see dat no prisoner ain’t get away. De more de number of people in de prisoner de better de trade. But when de prison locking down on de smuggling inside de prison, dem prison warden didn’t have no incentive to wuk.

Rohee write letter and he blame Ramjattan fuh wha happen at Lusignan de odda day. Jagdeo did blame Ramjattan even before Rohee write a letter. De only thing dem didn’t seh is dat Ramjattan let de prisoners out of de jail.

And poor Ramjattan, he trying. He change up de police force; he change up de prison but he can’t change de way criminals does think. He sit down de odda day and tell dem police dat if dem crash de cars, dem gon have to pay fuh de repairs.

Since dat happen de crashing stop and dem police tekking dem time. He try to mek conditions in de jail but when he do dat is more people running to go inside suh de situation can’t change. Dat is why he getting all de bad name. Things reach de stage wheh he can’t sleep properly in de night.

But dat could change. Dem boys seh if he only lock up Jagdeo and some of de oddas de whole prison situation gon change. People wouldn’t have to get away because all of dem prisoners want boast how dem been in jail wid Jagdeo and how dem shake his hand and talk to him.

And dem boys waiting to see when Soulja Bai gon lock up de people who want to raise de toll fuh de Berbice Bridge. He got to check de books because dem boys suspect kak passing. Something ain’t right wid de amount of money de Bridge people seh dem collecting every day.

Talk half and get some sleeping pills fuh Ramjattan.

Nehru, stan easy. How was the prison system any better before? The only thing I agree with Jagdeo on is Ramjattan certainly has not stepped up to the podium. You people are quick to turn to Party Politics.

He should do the honourable thing and resign and return to Private Legal Practice.

Guyana needs an army man to head up the Ministry. There has to be a balance, Prisoners food, water, facilities and Public Safety and Security. Invite ABC countries to assist, no shame in asking for help or advice. I consult with my business peers for advice or opinions all the time.

The honorable Django said we've come up with half-baked solutions. Let me remind the honorable Django that President Granger had appointed a Commission of Inquiry on the prisons 2-3 years ago. The COI was headed by James Patterson who is at GECOM presently. Justice Patterson submitted a report to the President. The report has recommendations to fix the prisons problems. Did Minister Ramjattan get a copy of the Patterson Report? Did he read the report? Did the report contain half-baked solutions? Can't Ramjattan consult the report for more suggestions?
