Chief Justice (ag) Roxane George-Wiltshire Tuesday morning denied a conservatory order seeking to block the continuation of the national house to house registration process but she agreed to hear a case challenging the constitutionality of the process.

The injunction against the registration process, which commenced last Saturday, was filed by Attorney Christopher Ram.

The Chief Justice granted the Attorney General Basil Williams, Chief Elections Officer (CEO) Keith Lowenfield and the Guyana Elections Commission (GECOM) until July 29th to respond.

At Tuesday morning’s hearing, Attorney Neil Boston, who represents Lowenfield, asked for 14 days but this was denied.

He told the Chief Justice that he doesn’t see the need for what he described as “this indecent pace” of the matter.

The case is set for another hearing on August 2.

Thousands of persons have already registered since the house to house exercise commenced.

The Opposition People’s Progressive Party has announced that it is not cooperating with the exercise because it will drag on beyond the deadline for elections, which it seems as September 18, given the constitutional imperative to hold elections in three months, as dictated by the constitution on the passage of a No-Confidence motion.

The constitutional timeline kicked in on June 18, when the Caribbean Court of Justice, Guyana’s final appellate court, upheld the passage of the December 21 No Confidence motion.

The Chief Justice told attorneys that she wasn’t convinced that GECOM is not hurrying to prepare for elections by September 18.

Keith Lowenfield, the country’s Chief Elections Officer has agreed that the last Voter’s List, which expired on April 30, 2019, can be updated and used to hold new general elections.

“That’s correct, always has and always will,” Lowenfield told reporters on Tuesday at the High Court, when asked whether the list, if refreshed, can be used to hold free and fair elections.

Lowenfield’s statement is in harmony with what he said on February 8, namely that the Guyana Elections Commission (GECOM) needs just 148 days to run off general and regional elections.

At the time, he said 148-day timeline hangs on a scenario of a 21-day Claims and Objections period to sanitise the current list of voters – to add new persons and to delete those who are dead.

On Tuesday, he explained that the old list can be used as the Preliminary List of Elections as the basis for the short Claims and Objections exercise.

His comment is in harmony with arguments put forward by the Opposition, which has claimed that the Government’s push for House to House registration is a ploy to delay elections.

While the Opposition has argued that the list can be updated, the Government is pushing for House to House registration on the basis that the list is bloated with deceased persons and some who would have migrated.

However, when questioned, Lowenfield said “bloat” is not a word he would affix to the voter’s list which was used last November for Local Government elections.

President David Granger had said there are 200,000 names on the last list of electors which needs to be removed as those persons are either dead or not residing in Guyana.

However, the Chief Elections Officer said he has never provided such information to anyone, including the President.

“I have not engaged his Excellency…It is speculated on how much persons,” he told the media.

GECOM on Saturday began the House to House registration exercise and the CEO said the exercise has been progressing to the Commission’s satisfaction.

While GECOM has planned for the exercise to run until October 20, Lowenfield noted that the agency has increased the number of officers so that the process can be completed quickly.

Other questions regarding the list, he said, he prefers to leave to the new Chair of GECOM.

The President and Opposition Leader are engaged in a process to select the new Chair.

While the Chief Justice did not grant the orders sought by Nandlall, she stated that having read the judgements of the Caribbean Court of Justice (CCJ), she is convinced that General and Regional elections must be held on or before the 18th day of September 2019.

Further, the Chief Justice stated that she is not convinced that the current house-to-house registration exercise would prevent the holding of elections on or before that date. As a result, the Chief Justice ordered Nandlall to submit an additional Affidavit in support of his contention that the current house-to-house registration would render the holding of elections on or before the 18th day of September 2019, impossible, today.

What were they doing at GECOM over the years to keep the list current? I guess sitting on their fat asses, twiddling their thumbs and collecting their pay for doing nothing. What a shithole of a country.

I told them that.  My visiting cousins from Guyana ask me the other day what the court said.  He said let them decide what they want, we have business to run and PPP/ PNC don’t matter!

They never left Guyana so I won’t lecture them on whats right or not right for them or Guyana!  They are involved in all aspects of Guyanese life and society.  They lived through PNC, PPP and now PNC again.  All this time they sustained their businesses and lived comfortably.  For them, the difference is marginal!  All they want is no civil strife!

The then US ambassador had a concept earlier in the year which would have allowed elections  in August but Jagdeo was in a rush.

Lets be straight. H2H is not necessary to validate names. That could be done by many other means. Mits is right.

This exercise it an irrelevant practice that the PNC has ingrained in their supporters that is necessary for a fair election. A fair election means everyone who willingly fills in a registration form and present it to a registration office is on the list.

This H2H exercise raises all sorts of concerns. It means canvassers get to supply the names of electors and not the electors themselves. Voting is voluntary so getting on the list should be voluntary. Only those concerned with participating should be on the list.

The PPP is good at disseminating their news quickly, their propaganda machine was expanded during their term of office, radio station, media room..etc..and is well oiled.

FYI Django, I currently don’t have Facebook, I used to and found it’s a waste of time, so I disabled and deleted Facebook.

 As I have said, my cousin is a well known journalist in Guyana.
