Sir , no need for your education , i have a grasp of  ideas. It's common for folks to use such statements , when they are cornered ,seen it all the time , that statement shows weakness.

What the Carter Center was suggesting "Neutral Environment free from Intimidation " relating to the Electoral process , is to use more Public Buildings in the future.

You need to re-read the statement from the Carter Center ,on the Environment of Electoral Process , that's the environment at contention , instead of trying to be impressive with a sense of superiority in world knowledge.

There are two posters here that have legitimate Phd's ,whom are professors at Universities ,that don't show such traits interacting with others on the forum.
