Ms Guinner's work is not nonsense but that is irrelevant since I am not appealing to her obvious good sense but to the nonsense that we have a democracy.

It is a foregone conclusion that the the Westminster system functions by optimizing simple majorities to strong administrative governments. That works well in societies where the population is fairly homogeneous and the disputes are methodological rather than on ethnic grounds as ours.


A single constituency closed list electoral system aggravates this since it means the majority can be gleaned in essentially single ethnic domains with patronage and nepotism presenting the false view that a multiethnic perspective won the day. Add to that a party system that has no primaries or formal system for electing leaders and you have a monoculture where party allegiance and kith and kin dominance creates oligarchies of party cabal who are king makers and select the president.

The result is we have jagdeos and ramotars who no electorate vetted placed before the nation to be elected government on a simple majority what is ethnic based. That is undemocratic and the last 4 decades have seen every state with our bifurcated racial demographics cascade into tyranny and despotism and eventually into adversarial ethnic conflict.

You govern by the consent of the governed. The question is can the governed in Guyana ever be able to express its consent given that ethnic voting patterns means that the smaller of the two major ethnic groups will forever be not involved in giving it consent.

Guyana does have democratic institutions - a justice system, a Parliament, etc - and a military that's not involved in governance in any way, shape or form.

The current political system may not be perfect (Westminster parliamentary forms may not be suited for Guyana), but it has to considered a democracy.

Agree...you have to look at democracy as a spectrum on a scale and not black/white distinction. We are closer to dictatorship than democracy. Elections are free but not fair because the opposition is totally excluded from state media. We also have an oligarchic government that comes about from a communist internal party system.

We have not cascaded into tyranny and despotism nor does any single ethnic group in Guyana marginalized. There is plenty of evidence to support the opposites of what you clamouring about. Our sister Caricom nations use the same model without any fear. There is no system in the world that can give a 100% guarantee of fairness in every facet of life. The judiciary plays an important role in bring justice to the average man in society as well as the powerful. Our judiciary is in dire need of reform but it can only be done with the support of the opposition. The opposition view Carl Singh appointment to the high court as the only problem with the judiciary. It is political and utter non-sense. Just because he is an Indo who is impartial and refuses to a Holder or Claudette Singh he is deemed a traitor in the eyes of the PNC. Why should one ethnic group control the judiciary and use its powers to subvert the executive branch and the fine works of the Independent Elections Commission??? Have you forgotten the dark days of the PNC when the WPA and the PPP demanded that the Election Commission be given the rightful powers it truly deserves and let be an instrument working in the interest of populace rather than for a single political party???

Between elections, the opposition (45% of the people) have NO say in the justice system nor Parliament. In the Guyana Parliament today, the ruling party MPs are only accountable to the President (and to a lesser extent the ruling party executives), they vote for whatever the President desires or dictates. That is why Guyana is governed closer to an Elected Dictatorship.
