What the point, some bright White People telling how they should use the windfall!  But then they have to contend with the forces of “eat drink and be merry!”

Was there s single Govt official with some authority in that meeting?

I remember when I was a growing up in the early 70s Guyana got a massive windfall from sugar due to an Indonesian cane fungus infestation. The USD reserves had swollen to $600mil.  Jagan told Burnham not to spend the money but establish a sovereign wealth fund and use the income to develop Guyana.  Burnham and his cohorts said no way, party time.  Within a decade, was white mouth for everyone!

This might go that same way, who knows!!
