Gov’t vows to defend constitutionality, preserve Parliamentary traditions

Cabinet is aware of the intrigues surrounding the consideration of the two financial papers on Government’s expenditure for the 2011 fiscal year that were tabled in the National Assembly on February 10 by Minister of Finance, Dr. Ashni Singh.

Head of the Presidential Secretariat, Dr. Roger Luncheon at a post-Cabinet press briefing today said that Cabinet’s attention was drawn to the continued reign of disquieting interventions being foisted on the governing Party in the National Assembly, particularly as it relates to, “the novice Speaker’s trifling with parliamentary convention.”

The Cabinet Secretary said that the parliamentary behaviour displayed by the two Opposition Parties, A Partnership for National Unity (APNU) and the Alliance for Change (AFC), significantly benefitted from the Speaker’s ill-advised novelties.

“Cabinet members resolved to defend constitutionality and to preserve well established Parliamentary traditions; while responding aggressively to the intrigues of the Opposition, “the HPS said.

Supplementary Appropriation Bill - for 2011 spending

The two financial papers totalling, $2,240,901,071 and $3,471,047,823 respectively, were to cover expenditure met from the Contingencies fund late last year.

In keeping with Government’s commitment to prudent financial management, all of the expenditure incurred was in pursuit of important national development objectives.

This Supplementary Appropriation Bill does not in any way, concern expenditure incurred in 2012; it deals with authorised spending incurred during the fiscal year ending 2011.

The law provides makes provisions for this; however, since a Supplementary Bill is not a budget, it has to be brought to the Parliament to inform the House on how the funds were used.

Against this backdrop, there should be no intrigue or grandstanding for approved financial expenditure.

The National Assembly’s next sitting is scheduled for tomorrow.
