Govt in barter deal to fix fibre optic cable

The Guyana government appeared to have bartered rehabilitation of the Lethem-Georgetown state-owned fibre-optic cable in exchange for several pairs of the cable to a contracting company.

The duration of the contract was not disclosed.

Office of the President was quoted by the Government Information Agency (GINA) as saying that one source had estimated that the 20 percent damage to the estimated 600 kilometer cable would have cost US$28 million to repair.

Government said the “no-cost” option would see Dax Contracting Services rehabilitating the cable fully according to international standards and maintaining the cable for the life of the contract period. The Office of the President further says that Dax Contracting Services would be provided with an agreed upon number of pairs of fibres in the cable, which has twelve pairs.

 A Dax Contracting Services source has estimated repairs to cost about US$10 million. The work began on April 19, 2015 and end around October, 2015.

A senior official of Dax has told Demerara Waves Online News that the steel-armoured cable has been already run properly along the Soesdyke-Linden Highway.

The E-Government project will comprise a data centre, a transmission network and data network. The data or control centre, is to be housed in the compound of Castellani House. 

Government had announced that the connection would eventually allow for, in addition to connectivity, a range of services such as “E-Health” allowing for video consultation, and movement of information to and from health centres. 

Authorities say security will also benefit, as the project would allow quick transmission of information, including video and data among police stations. The project intends to enable the setting up of an “E-library” which would allow for access to textbooks and other teaching aids, via the internet.

This whole fiber optic thing is a con game.

 

Jagdeo and Ramroop acquired Global Technology and its telecom licenses.

 

They need this bandwidth to paid for by tax payers but used by their company. They will more than likely pay pittance for use of this bandwidth or use all of the infrastructure paid for by tax payers.

 

This is yet another reason why the govt has refused to grant 4G licenses to GTT and Digicel. Who suffers? the people of Guyana, who pays the tax payers of Guyana.

 

These chaps are shameless scoundrels, you are fooling no one.

       Rehabilitation of fibre optic cable begins          

 

Georgetown, GINA, April 21, 2014

Rehabilitation of the government’s fibre optic cable, from Lethem to Georgetown, has begun. The Office of the President (OP) has stated that Dax Contracting Services started rehabilitation work on the cable on April 19, and has estimated about six months for its completion.

             

 

OP said that in September 2014, it was in receipt of correspondence, proposing the rehabilitation of the fibre optic cable, running from Lethem to Georgetown. The proposed Memorandum of Understanding (MoU) outlined ‘at no cost’ to offer the Government of Guyana to have the fibre optic cable rehabilitated.

The cable was reportedly 20% damaged, and the cost of rehabilitation was acquired from technical sources and estimated at US $28M by one source.

In 2015, OP approached Dax Contracting Services on its submission for its consideration of the MoU. It said that Dax Contracting Services represented a consortium and urged expedition with the negotiations of the MoU and that OP discuss the content of the MoU with Dax Contracting Services and that both parties agreed to further meetings, including those to provide technical and legal advice.

Dax Contracting Services later met with the E-Governance project team to share information on the details of the original fibre optic cable construction, and also with the Attorney General’s Chambers to examine issues surrounding the consideration of the MoU, it said.

By March 2015, OP, Dax Contracting Services and E-Governance Project Head met and finalised aspects of the MoU, with the contracting services and OP agreed on the following: that there would be 100% rehabilitation of the cable, according to international standards; maintenance would be provided for the life of the contracted period; maintenance works would be shared; and that Dax Contracting Services would be provided with an agreed upon number of pairs of fibres in the cable, which has twelve pairs.

The MoU was signed on March 18, 2015.

The fix is a give away!!!! What a mess! And the fixer has no communication credentials! This is what Guyanese get when they put an amoral bunch in office. This PPP regime intends to fleece us until there is nothing left to convert to private ownership to friends and family. The Marriott is going the same route. It is already a faux company headed by a Chinese who is clearly their bagman. No one in their right mind use state assets to build a hotel just to turn it all over to a foreigner.

I noted then they will find ways to convert all those communications  licenses and this cable at the back bone of the theft of all communications from internet, telephony, TC and telemetry of all kinds. These people do not do anything with the nations money except it is deigned to produce a cut for themselves or a means where they ultimately control it if not own it.
