Government releases information from Sputnik manufacturer confirming batch and number of vaccines sold to Guyana

The Ministry of Health this afternoon released a document from the Russian Direct Investment Fund confirming the number of Sputnik vaccines sold to Guyana and their corresponding batch numbers.

Based on the information provided, Guyana received a total of 305,536 Sputnik vaccines.

Of that number, 244,268 were first dose vaccines while the country only received 61,268 of the second dose.

There are still 183,000 of the needed 2nd dose vaccines to be delivered and it remains unclear as to when those vaccines will be delivered.

But with the provision of the information from the Russian Direct Investment Fund, the Government is hoping that Opposition Leader Joe Harmon will now withdraw his call for the use of the vaccines to be suspended.

Mr. Harmon last week demanded that more information be provided on the vaccines delivered to Guyana after an international report by a newspaper in Norway named Guyana as one of the countries that were sold the vaccines by the middle man at double the cost.

The Guyana Government confirmed that it paid more than twice the recommended cost for the vaccine but has explained that it was finding it difficult to source the vaccine directly from the manufacturer.

Earlier today before the Government statement with the Russian document was released, the Opposition Leader reiterated his call for the Government to provide the information on the vaccine. He said he is not against vaccination but the government must answer questions pertaining to the vaccine and its procurement.

Alexander Chistyakov is the president of the Ruspetro oil company, which was declared financially bankrupt in March this year.
Alexander Chistyakov, the Russian intermediary who signed the Sputnik V vaccine contract with Guatemalan authorities , is one of the most mentioned names in government health offices around the world, due to the high level of export of the drug from Russia.
Chistyakov is a Russian businessman in the oil, energy and real estate sectors. It exploits oil and gas fields in western Siberia. According to his background, he had no business related to the sale of medical and health products before he became an intermediary , but he is one of the closest businessmen to Russian President Vladimir Putin.
Its name came to light four months ago in Argentina, when the South American country bought 50 million of these vaccines. At that time, the Argentine newspaper La NaciÃģn reported the existence of Human Vaccine as the intermediary company that Russia created to sell the long-awaited dose that prevents COVID-19.
There was the name of Alexander Chistyakov, who was described as a high-ranking employee of the Russian Direct Investment Fund (RDIF) and CEO of Human Vaccine.
Chistyakov is also the president of the Ruspetro oil company, which was declared bankrupt in March this year by a Moscow arbitration court. The statement came after a lawsuit by Trust Bank against Ruspretro for defaulting on its payment as guarantor of a loan that was granted to another of its companies.
The businessman is married to a Russian pop star, Natalia Ionova, who belongs to the musical group Gluk Oza and gained notoriety in the first decade of the 21st century, when he became the first vice president of Federal Grid Co, which is the state company power of Russia. It was there that he called himself "The backbone of the Russian economy," according to the Organized Crime and Corruption Reporting Project (OCCRP).

The OCCRP points out Chistyakov to benefit from the money laundering of the Troika network, in which businessmen and politicians from the Russian elite are involved.
Chistyakov would have used the offshore Bristol Technologies, registered in the Virgin Islands, to get money from Russia. Between 2006 and 2010, Bristol received US $ 27 million from four companies in the Troika network.

Sued for ₮ 97 million
Chistyakov, according to a report in the British newspaper Financial Times , also faces legal problems with businesswoman Elena Baturina, who is considered the wealthiest woman in Russia. Baturina sued him for ₮ 97 million.
The Financial Times recorded that the dispute centers on Baturina accusations where it notes that Chistyakov "induced her to sign an agreement for the development of certain Moroccan real estate projects through fraudulent misrepresentations" and the invested sums were "misappropriated and lost", according to a summary of the last sentence.
The Financial Times adds that Baturina, who graduated from the Moscow Institute of Management, built her fortune in a plastics factory making buckets at Inteco, Moscow's largest construction and real estate empire that it sold in 2011.

Sorry to hear. Someone who lives there 9 months every year, came to the US, got the vaccine and went back, boasting to his friends he got superior Pfizer while they're stuck with Sputnik.

Is the flood under control?

Statement by Leader of the Opposition Hon. Joseph Harmon APNU+AFC Coalition position unchanged on PPP acquisition of Sputnik V vaccines from Sheik Ahmed Dalmook Al Maktoum
In a letter to the Minister of Health, Dr. Frank Anthony, dated the 19th
June 2021, I sought explanation of the purchase of 200,000 doses of Sputnik V vaccines through a third party, Sheikh Ahmed Dalmook Al Maktoum, at prices significantly higher than what they are sold for by the Russian Vaccine authority.
I specifically asked that the Minister of Health provide the following information: -
(a) The quantities and batch numbers of the vaccines purchased from Sheikh Al Maktoum and/or Umaar Farooq Zahoor and their partners;
(b) Shipping information including transshipment information and the conditions under which the vaccines were stored for shipment;
(c) The procurement process utilized including the due diligence done on the supplier.
In response to our concerns, Dr. Frank Anthony published a letter dated the 22nd June, 2021, that was signed by Alexander Chistyakov, a copy of which is published in today’s Stabroek News, Page 17, June 23rd 2021.
The letter lists Mr. Christyakov as the General Director of the Russian Direct Investment Fund. However, our research has revealed so far, that the Russian Direct Investment Fund does not have such a position, and Mr. Christyakov's name is not among the senior team members listed.
The letter raises more questions than answers and is being investigated by us and our international associates.
On the 22nd of June, 2021 I wrote to the Gamaleya National Centre of Epidemiology and Microbiology , Ministry of Health of the Russian Federation in Moscow, and requested among other things information in the following terms:
“As this is a serious matter involving the health and wellness of the Guyanese citizens, over 50 % of whom I represent, I shall be grateful if the Gamaleya National Centre of Epidemiology and Microbiology can provide verification of the aforementioned information, specifically
(1) that it could not provide the Sputnik V Vaccines to the Vaccines to the Government of Guyana either directly or via the RDIF;
(2) That Sheikh Ahmed Dalmook Al Maktoum is a duly authorized distributor of the Sputnik V Vaccine and;
(3) That Sheikh Ahmed Dalmook Al Maktoum has been supplied with Sputnik V vaccines by the Gamaleya National Centre of Epidemiology and Microbiology.
Should you confirm the supply of Sputnik V to Sheikh Ahmed Dalmook Al Maktoum, I shall be grateful if you can advise of the following:
(a) The quantity of Sputnik V vaccines supplied;
(b) Date(s) of which Sputnik V vaccines were delivered;
(c) Port(s) to which Sputnik V vaccines were delivered;
(d) Date(s) of manufacturer of the Sputnik V vaccines supplied; (e) Dates(s) 0f expiry of the Sputnik V vaccines supplied
(f) Batch numbers of the Sputnik V vaccines supplied.
We await the response from the Gamaleya National Centre of Epidemiology and Microbiology.
We repeat our demand that Dr. Anthony provide the information on the vaccines which he claims is in his possession, and which the letter from Mr. Chistyakov, confirms the said information is in the possession of the Ministry of Health.
Our position on the matter of this batch of the Sputnik V vaccines remains unchanged. That is, suspend the administering of this batch of the vaccines to the Guyanese people until the information requested is provided. The letter by Mr. Chistyakov does not satisfy this requirement.

Sorry for the late response, but the flood situation is not under control. Due to excessive rainfall, the water is not receding as quickly as it should.. when I arrive Saturday it was brite sunshine and Sunday too  but Monday all hell broke loose 4 'o clock in the morning

I came across some guys cleaning some trenched. One of many outfits which I saw. They said they were not Govt. sponsored but private.

Banna choose to fight someone else ,also I am not higher than no one .Simply looking at the documents ,the designation of Alexander Chistyakov  differs ,there are differences between Director and General Manager.

So your point is that the man's title differs - director versus manager. You could have said that in the original post. Secondly, though there are differences between director and manager, what is your implication here? How does his title fit into the discussion of:

a. the procurement process which was apparently evaded

b. the pricing of the vaccines

c. the choice of sputnik over the chinese vaccine.

d. etc.

FYI....a director performs the function of management. Titles are the least of the least problems here, and this is why I could not understand what you are getting at.
