Hubert Maloney one of the Party leaders who did not make the cut with his Candidates’ List.

Of the seven political parties/grouping that submitted Candidates’ List to contest the General and Regional Elections on November 28, only four have been cleared thus far with another lying in limbo.

The Guyana Elections Commission has verified to its satisfaction that the ruling Peoples’ Progressive Party Civic, A Partnership for National Unity, the Alliance for Change and The United Force have all fulfilled the requirements to contest the Election.

The Fundamental Structure Group up to press time last evening was still in limbo as they had up to midnight last night to address the defects in their submissions.

On Nomination Day, Thursday last, A Partner for National Unity (A.P.N.U.), Alliance For Change (AFC), Fundamental Structure Group (FSG), Horizon And Star (H.A.S.), People’s Progressive Party/Civic (PPP/C), The United Force (TUF), and the East Berbice Development Association (EBDA), all submitted lists to GECOM to contest the elections.

The Election Commission did report that Mohamed Nasir did not submit Lists of Candidates for his United Muslim Party, hence this Party did not qualify to contest the Elections.

GECOM also confirmed too that Hubert Maloney, who submitted Lists for the Horizon and Star has failed to submit a “correct” logo for his Party by the deadline for so doing, hence this Party did not qualify to contest the Elections.

The EBDA has been cleared to contest the Regional Election in East Berbice/Corentyne.

The examination of the lists was conducted by Chief Elections Officer, Gocool Boodoo and a team of designated staff, including the Commission’s Legal Officer, from the Commission’s Secretariat. This is to ensure that all of the Lists meet all of the statutory requirements in order for the relevant Political Parties to contest the Elections.

It was the manual examination of all of the Lists of Candidates submitted by the various parties, resulting in the identification of defects in the lists submitted by four of them.

Subsequent to the finalization and approval of the Lists of Candidates, Ballot Papers; Tally Sheets Forms and Statements of Poll Forms would be finalized and sent electronically for printing to Code Inc., a reliable overseas supplier which has over the decades supplied GECOM with such materials.

Meanwhile, GECOM has reported that the Electoral Assistance Bureau (EAB), the Guyana Public Service Union (GPSU), and the British High Commission in Guyana have been accredited as Local Observer Groups for the 2011 General and Regional Elections.

Additionally, the Private Sector Commission (PSC) is in the process of being accredited as a Local Observer Group.

All of the Organisations have agreed to abide by the principles enshrined in the Terms of Reference for Local Observers, failing which, the respective accreditation could be rescinded.
