1. REFERENCE TO GREATER EAST INDIAN PARTICIPATION AT THIS YEAR' S PNC CONGRESS ( REF B) CONCERNED INCREASED VISIBILITY OF EAST INDIANS AMONG DELEGATES, PARTICULARLY FROM RURAL AREAS. PARTY SOURCES HAVE CLAIMED UP TO 35 PERCENT OF DELE- GATES TO CONGRESS WERE EAST INDIAN.

THIS OBVIOUS EXAGGERATION, BUT INDICATIONS ARE THAT PERHAPS AS MANY AS 20 PERCENT WERE EAST INDIANS. THESE APPREARED BE CONCENTRATED IN DELEGATIONS FROM SUGAR ESTATES AND RICE GROWING AREAS.

2. IT STILL EMBASSY VIEW THAT SUBSTANTIAL NUMBER EAST INDIANS WILL FOLLOW TRADITION OF " VOTING FOR ONE OF US" AND SUPPORT JAGAN AND PPP. HOWEVER, IT ALSO CLEAR THAT MANY EAST INDIANS IN RURAL AREAS RECOGNIZE PNC GOVERNMENT AS SOURCE OF BADLY NEEDED PAST AND FUTURE ASSISTANCE, AND THEY INCREASINGLY WILLING RESPOND TO PNC EFFORTS TO GAIN THEIR SUPPORT, PARTICU- LARLY AS MANY IF NOT MOST APPEAR TO BELIEVE BURNHAM WILL WIN FORTHCOMING ELECTION. IT IMPOSSIBLE AT THIS POINT TO JUDGE DEGREE OF SUPPORT BURNHAM MAY HAVE GAINED IN THIS REGARD, ALTHOUGH HIS FREQUENT TRIPS TO AREAS INHABITED LARGELY OR SOLEY

CONFIDENTIAL CONFIDENTIAL PAGE 02 GEORGE 00752 242022 Z BY

EAST INDIANS AND DEVELOPMENT PROJECTS UNDERTAKEN IN THESE AREAS HAVE BROUGHT OUT INCREASING NUMBERS OF INHABITANTS WEL- COMING HIM AND PETITIONING FOR ADDITIONAL ASSISTANCE OF VARIOUS KINDS.

3. PNC HAS ALSO EVIDENTLY MADE SOME INROADS AMONG EAST INDIANS THROUGH ITS CONTROL OF MAHA SABHA, AN INDIAN RELIGIOUS AND CULUTRAL ORGANIZATION, LEADERSHIP OF WHICH IS LOYAL TO BURNHAM. ( ITS HEAD, SASE NARAIN, IS SPEAKER OF THE HOUSE.)

4. EMBASSY PERCEIVES NO PARTICULAR " NEW FOUND ATTRATIVENESS" OF BURNHAM TO EAST INDIAN VOTERS ( REF A) BUT DOES SEE SOME EVIDENCE THAT CUMULATIVE IMPATIENCE WITH JAGAN' S INEFFECTIVNESS COUPLED WITH THE BURNHAM GOVERNMENT' S DEMONSTRATED INTEREST IN EXTENDING ECONOMIC BENEFITS IN EAST INDIAN AREAS AND " SUCCESSES" ON DOMESTIC AND INTERNATIONAL SCENES HAVE HAD SOME FFECT. THIS IS NOT TO SAY THAT BURNHAM IS WINNING THE EAST INDIAN VOTE PER SE.

IT DOES APPEAR, HOWEVER, THAT MORE EAST INDIANS THAN PREVIOUSLY AREB BEGINNINGTO LOOK TO ACTUAL SOURCE OF BENEFITS AND MIGHT SUPPORT BURNHAM IN THE ELECTION. IT IS NOT POSSIBLE AT THIS POINT TO ESTIMATE NUMBER OF EAST INDIANS WHO MIGHT ACTUALLY CAST BALLOTS FOR PNC UNDER PROPORTIONAL REPRESENTA- TION SYSTEM.

ALSO, IT SHOULD BE KEPT IN MIND THAT CULTURAL AND SOCIAL ANTAGONISMS BETWEEN EAST INDIANS AND AFRICANS REMAIN STRONG AND COULD BE DECIDING FACTOR IN FINAL ANALYSIS.

5. EMBASSY WILL PAY CLOSE ATTENTION TO QUESTION OF EAST INDIAN SUPPORT FOR PNC AND REPORT FURTHER AS EVIDENCE WARRANTS.

Knucklehead Django:

1. What is your motive for posting this piece of propaganda, almost 50 years after the fact?

2. There are no hard facts, just hearsays and an embassy operative observations, simply no sources.

3. That reality, assuming it was true (which we know it was from election results) is a far cry from the current situation where Afros and Indos are clearly divided.

If your motive is to show how these 2 groups cooperated and work together, you would have to go back to before the 1950.

Knuckle head Django knows that 1973  was one of the biggest rigged elections!  The data is fraud!

Bhai, why you getting angry. Lots of East Indians supported Burnham.

Dude..."LOTS" is a loader word

...some businessmen and academics may have supported Burnhan

..but electoral results show little support for the PNC...I believe I read that the "elections of 1973 was crooked as barbed wire"

Gilly or Demerara-Guy can confirm this.

I already stated here twice that on July 16, 1973, when I turned up at Uitvlugt Scots School to vote there was a pencil line across my name on the voters list. The clerk told me that I voted already. I denied. She said I voted overseas. I said I didn't have a Guyana passport, never traveled abroad. An elderly gentleman, the presiding officer, stood nearby and I explained that I was boarding and lodging and working in Georgetown but was not registered to vote there. He told the clerk to give me a ballot paper. That's how I got to vote in 1973.

Janet Jagan wrote a book, ARMY INTERVENTION IN THE 1973 GENERAL ELECTIONS IN GUYANA. It details numerous examples of fraud at various polling stations.

Kiddo, it's not about  the majority East Indian votes.

It was the folks behind him. Burnham was trying hard to woo the East Indians, to offset that every thing that Burnham tried to do was bad mouthed by the Jagan and the PPP.

Question for you do you believed Burnham banned Flour ?

Please note i don't support the rigging of elections to stay in power, which was allowed by the USA.

You are shameless and speak with forked tongue.  Many people agree and disagree with this and that.  But even Cribby and Ronan agreed the 1973 election was grossly rigged...and all others up to 1992.

You don't support rigging and fraud, but you supporting the PNC actions today.  Banna, you are shameless!

Allowed by the US? Does the PNC take the blame for this?

Regarding flour, there were countless vehicles sitting and rotting at the police impound just for having being found carrying non-commercial quantities of flour from Berbice to GT.

That was messed up situation, flour wasn't banned, it became scarce due to financial resources of the country. Smugglers were bringing flour, some got caught and the others who had a few pounds also paid the penalty.

Let us not fool ourselves here.  Burnham may not be as racist as a red neck from the South when it comes to East Indians.  But you have to be a blind foolish jacka-s if you don't realize that he may have considered the East Indian people of Guyana to be inferior to Afro Guyanese.

Here we go. People whining about Burnham and 43 years ago and yet when we talk about Jagan and Sat Sawh's murder and Roger Khan the Indo Nazis screams that we shouldn't be talking about Jagdeo.

We are talking about 13 years ago and a man who daily screams about what he demands be done in Guyana in 2019.  So what Jagdeo was a mere 13 years ago is very relevant to Guyana today.
