DPP recommends rape charge for Police Commissioner Greene

Police Commissioner, Henry Greene could be charged with rape if the force from which he is on leave is to go by the advice of the Director of Public Prosecutions (DPP).

Well-placed sources told Demerara Waves Online News (www.demwaves.com) that the DPP Chambers has recommended that he be slapped with the charge.

With this latest development, government is expected to ask him to resign before the charge is instituted. Home Affairs Minister, Clement Rohee on Friday said that Greene’s continuation in office would depend not only if he had been cleared of the allegation but other factors that he declined to detail.

The recommendation by the DPP follows a joint investigation by Guyanese and Jamaican police into an allegation. After the file was sent to the DPP, she had sent it back for further work to be done.

A 34-year old woman in early December accused the Police Commissioner of raping her after after she went to him for help on a matter involving another police officer and his wife.

The incident allegedly happened on November 22 but she did not make known the incident until long after because of alleged threats by the alleged rapist. Details of her account to the media can be found by clicking here

Greene,57, went on leave in mid-December to facilitate the probe. Since then, Assistant Commissioner Leroy Brummel has been the acting top cop.

Greene's American visas have been revoked and he has publicly denied benefitting from proceeds of the narcotic trade.

He has not been well in recent years, having been hospitalised several times at the Caribbean Heart Institute and the Balwant Singh Hospital.

He took over responsibility for the Guyana Police Force on Friday 24th July, 2006, when then Commissioner of Police Mr. Winston Gordon Felix, DSM, proceeded on pre-retirement leave.

Greene joined the force in 1974.

criminal charge would be laid against embattled Police Commissioner Henry Greene on Tuesday. Kaieteur News understands that Greene is expected to be charged with rape.
This newspaper was further told that Greene is expected to be arraigned on Tuesday at the Georgetown Magistrates Court before the Chief Magistrate Priya Beharry.
But when contacted last evening acting commissioner Leroy Brummell said that he was not yet aware of any recommendation from the DPP.
Crime Chief Seelall Persaud could not be reached.
The investigations stem from allegations made by a 34-year old woman who claimed that the Commissioner raped her in a city hotel back in November last year. Greene has denied the rape allegations, telling investigators that the sexual encounter with the woman was by mutual consent. But according to one investigator who asked not to be named, the question of consent is not one for the DPP to decide on.
Attorney at law Nigel Hughes who is representing the alleged victim yesterday told Kaieteur News that his client has not been notified about the possible charge.
Weighing heavily on the matter will be the woman’s initial statement, which she had given to local investigators at the Brickdam Police Station.
She told detectives, that after she had sought the assistance of the top cop to recover her cellular phone which was seized by the police, Greene subsequently invited her to his office to collect it. According to the investigator, the woman has indicated that β€œshe did not go there off of her own.”
Greene is presently on leave to facilitate the rape investigation and Home Affairs Minister Clement Rohee has stated that his return as head of the Guyana Police Force would be based on the recommendations of the Director of Public Prosecutions.

From day one Henry Greene was a scum bag of the first order whose greatest asset was his political connection and toadyism . On the few occasions we butted heads, my personal assessment of him was that is nothing but a 'pressa-foot' an ignorant bully, an unrepentant fool and a sore loser. Five years ago, when he was appointed COP, I expressed similar sentiments here and a few friends asked me to go light on him. Finally the game is up for 'Manish Puppy"' and his ass is exposed for what he truly is.

Good question. He attained mandatory retirement 2 years ago and had he retired then, his pension would have been protected. As far as I know, his service is unbroken hence his pension could be in jeopardy. Although I believe he is guilty as sin, given the peculiar circumstances here, the character of the VC, coupled with poor investigative work and sub par prosecutorial performance, a conviction is highly unlikely.
