The Police Force is continuing in its efforts aimed at crime prevention through its police-community partnership programme, along with social crime prevention interventions in the Policing Divisions, with special emphasis on empowering youths.

During last month in ā€œAā€ Division (Georgetown/East Bank Demerara) two more Youth Clubs were established in the Division at Golden Grove, EBD, and Soesdyke, EBD, comprising 59 youths and 45 youths, respectively. With the support of the Central Islamic Organisation of Guyana (CIOG) the police donated hundreds of pairs of shoes to students of schools in the Albouystown area including the Selma Fraser and Albouystown Nursery Schools; and ranks conducted a cleanup exercise around the Kitty Market and the Shaheed Boys Orphanage.

Also, the Police Division, with assistance from the Guyana Football Federation, held a one-day Under 15 Football Tournament for members of the Police Youth Groups with the aim of creating social cohesion among them.

In ā€œBā€ Division (Berbice) the police in collaboration with the Rose Hall Town Youth and Sports Club, the Region 6 Ministry of Education Department and Edward Beharry Company Limited launched a campaign entitled ā€œSay no to drugs/suicide and yes to education/sportsā€ which targets youths from various Primary and Secondary schools with the aim of assisting them to lead a more productive lifestyle.

The Police and the Rose Hall Town Youth and Sports Club also, in a joint project, donated school bags to a number of less fortunate students and members of the Force were involved in a community cleanup exercise at Hopetown, West Coast Berbice.

The police in ā€œDā€ Division (West Demerara/East Bank Essequibo) through their community outreach C-PETS Project (Creating Positive Environments Through Safer Communities) has enabled over one hundred youths to become enrolled at the Leonora Technical and Vocational Training Centre where they will be pursuing skills training in several areas including plumbing, welding, information technology, carpentry and auto mechanic. The police are also assisting some of the youths with their transportation arrangements.

ā€œEā€ Division (Linden/Kwakwani) exposed a number of youths attached to the various police youth clubs to a workshop which focused on educating them about drug addiction and the harmful effects of illegal drugs as well as cooking classes.

A Youth Club was launched at Agatash/Dogpoint Village, Essequibo River, with some 38 youths in ā€œFā€ Division (Interior Locations) and in collaboration with the Seventh Day Adventist Church at Bartica the police were involved in a workshop for youths of the community where areas such as teenage pregnancy, domestic violence, and child abuse were dealt with.

In keeping with this thrust the Guyana Police Force will be conducting Medical Outreach Programmes in the communities of Albouystown, Georgetown, and Bath, West Coast Berbice, during this month as it celebrates its 176th Anniversary.

During June 2015 there was a total of eighteen interventions supported by the religious community in the Cops and Faith Community Network which treats with juvenile first offenders for minor crimes as a preemptive intervention to the New Opportunity Corps.

Since the launch of the Cops and Faith Community Network in September 2013 and unto June 30, 2015, there has been a total of 174 such interventions. In all cases the youths were counseled by the religious leaders and following the involvement of parents/guardians, and the victims where necessary, the majority of them were warned and sent away.

In relation to the Family Liaison for victims of serious crimes and domestic violence project, which is also under the Cops and Faith Community Network, there were interventions by members of the religious community in response to several cases of serious crimes including armed robbery and murder where the affected persons, victims and relatives, were counseled.

In relation to traffic 56 road fatalities from 45 accidents have been recorded at the end of June 2015, in comparison to 57 fatalities from 52 accidents for the same period in 2014.

There have been decreases in all other categories of road accidents ā€“ serious, minor and damage.

Pedestrians has been the main category of road users affected so far in road fatalities with 17 such persons having lost their lives at the end of June 2015. In addition 5 pedal cyclists, 16 persons in motor vehicles, 8 motor cyclists, 8 drivers, 1 pillion rider and 1 person who was being towed on a bicycle also lost their lives.

Speeding has been the major contributory factor to fatal accidents, having been the cause of 22 of the 45 fatal accidents unto June 2015.

Traffic enforcement by the police has resulted in a total of 26,390 cases being made against errant motorists at the end of June 2015; of this total 11,168 cases were for speeding, 770 for driving under the influence of alcohol, 328 for using cell phone while driving and 764 for failing to wear seat belt.

To date there has been 2 road fatalities for July 2015.

The Guyana Police Force is taking the opportunity to caution motorists who drive close behind other motor vehicles on the roadways (tailgating) and which has resulted in a number of accidents. Remember to apply the principle of thinking distance and braking distance ā€“ the faster the rate of speed, there is the need to be further away from the vehicle ahead. Motor cyclists and pillion riders are reminded to wear their safety helmets at all times.

Parents and guardians are also reminded to be extra vigilant in ensuring that children use the roadways carefully and that they do not play near to or on the roadways, especially during this school holidays period.

Police mark 176th anniversary amidst rising crime rate

ā€¦Minister Ramjattan fazed by challenge

By Michael Younge

Vice President and Public Security Minister Khemraj Ramjattan, on Saturday morning, took a salute from junior and senior ranks of the Guyana Police Force as the entity kick started activities to celebrate its 176th anniversary of serving the public, at a time when domestic crime is spiraling out of control.

Police Commissioner Seelall Persaud

Public Security Minister, Khemraj Ramjattan

Ramjattan, decked out in a suit, took the salute as ranks marched pass the Public Security Ministry of Public Security on Brickdam. Police Commissioner Seelall Persaud received also his salute on Young Street, Eve Leary.
The parade, which was led by Assistant Commissioner Clifton Hicken, moved off from Police Headquarters, Eve Leary at 06:00h heading east onto Young Street, south onto Parade Street, east onto Lamaha Street, south onto Waterloo Street, east onto Regent Street, south onto Camp Street, west onto Brickdam, north onto Avenue of the Republic, east onto Church Street, north back onto Camp Street, west to Young Street and back to the Police Headquarters.
The route march featured ranks from all divisions, while the resources of the force such as their tools of trade are placed on display.
Ramjattan joined in the celebrations which will continue through the month of July with several activities aimed at highlighting the gains made by the Police Force here since its establishment.
Meanwhile, Police Commissioner Seelall Persaud recommitted the Guyana Police Force towards tackling the scourge of crime, telling ranks following the march that the time for excuses was over as more and more resources were becoming available to the entity to make Guyana safer.
He called on ranks to become more professional and accountable as they execute their constitutional and lawful manner, as he underscored the urgent need for policemen to rid the society of elements and individuals which have no interest in abiding by the laws of the country.
Persaud took time out to congratulate the serving members of the force for their performance during the past elections period, which he said was a ā€œcriticalā€ time.
He expressed the view that the ranks performed well and got through the period which proved to be very trying if one considers all that took place. The Police Commissioner made these comments despite the fact that the crime rate sky rocketed under his tenure during the first half of the year.
Additionally, the Commissioner failed to directly address the concerns of the public about the hike in crimes over the past few weeks, despite assurances from Minister Ramjattan that the Government and the Police had embarked on a ā€œstrategicā€ approach to fighting crime.
In fact, following public pressure, Minister Ramjattan admitted that to solve the current crime situation a herculean effort was needed, admitting also that the new Government may have underestimated the weight and gravity of the situation before gaining access to office.
Back in 2011 and 2012, Minister Ramjattan, who was an opposition politician, had severely criticised the then Home Affairs Minister Clement Rohee for not doing enough to control the crime rate in the country.
Ramjattan had lambasted Rohee and the Peopleā€™s Progressive Party/Civic for failing the people and not being able to properly administer his responsibilities as security Minister.
Itā€™s just two months now that Ramjattan has been appointed as Guyanaā€™s Public Security Minister and already he is facing the same criticisms as Rohee from an inpatient citizenry anxious to relish the joy of a safe and secure society.
Thus far, there have been over 25 murders recorded since the A Partnership for National Unity/Alliance For Change Government took office. Several murders are still unsolved and, even with recent shift around of senior police ranks, the Government said it is hoping to solve them as soon as possible.
One of the most recent shooting is that at Nandy Park where known criminal Travis Rudderā€™s body was riddled with bullets, while his 18-month-old son and girlfriend injured. The Police claimed that that they are working with leads but they have failed to arrest anyone in connection with the murder of the young man and the attempted murder of the others.
Only on Saturday morning, the Police highlighted that Charles Caesar, 40 of Line Path, Skeldon was found at on the foreshore at No. 66 Village, Corentyne, with a suspected gunshot injury. In addition, they have reported that four men armed with firearms entered a house at Bush Lot, Corentyne, and held up several occupants and took away a total of $100,000 and a quantity of jewellery. A teenager also was shot and injured as the gunmen discharged a cartridge when they were leaving to ward off persons who might want to go after them.
In light of the crime wave, Ramjattan highlighted that some of the measures that will be put in place to tackle this problem are an increase in patrols, the acquisition of adequate resources to properly equip policemen, provide necessary training, and bettering community-Police relationships.
The previous administration has spent billions of dollars to correct these deficiencies, but crime continued. Ramjattan is maintaining that the crime rate cannot be reduced immediately, but in fact, a long-term plan is needed to curb the scourge.
Additionally, there are approximately 164 recommendations which were produced by the Discipline Forces Commission and are there to guide reform of the Force. There are also a set of proposals made by the former PPP/C administration on crime and reforms as well as a 15-point plan put forward by former President Donald Ramotar.

Please add crimes as they occur daily. The intent is not to demonize the current administration but rather to see if they are making a difference. As crimes decrease/increase the administration will be vindicated/exposed.

My initial reaction was that Granger and team would decrease crime since the police would act without tied hands and in fear of protests in favor of criminals. Apparently this will take some time as we see there has not been a dramatic turn around as yet.

Body of barber fished out of Hubu Back pond

Dead, Chaitram Hardeo

Dead, Chaitram Hardeo

ā€“ relatives suspect foul play

Although a post mortem was performed on the decomposed Chaitram Hardeo, 26, of Unity Village, East Bank Essequibo proved he drowned, his relatives believe foul play was involved.

The body of the barber was fished out of a fishing pond at Hubu Back, East Bank Essequibo almost three days after he went missing. He was last seen on Wednesday, September 23.

According to information, the man and the son of the owner of a popular stall in the Hubu Area were involved in an altercation when he was severely beaten and soon after disappeared.

The dead manā€™s relatives believe the young man was murdered, after which his body was transported to the fish pond where it was dumped. His body was found on Saturday afternoon by two lads who went to the area to fish.

Allegedly due to piranhas (a type of fish) in the pond, portions of the manā€™s body were missing. Initially the Police, relatives stated, were slothful in their investigations but after the intervention of the D Division (West Bank Demerara-East Bank Essequibo) Commander Stephen Mansell investigations have intensified.

Hardeo, farther of the dead man told Guyana Times his son left home on Wednesday evening ā€” and admitted his son was a heavy drinker ā€” but said that after he did not return home, on Thursday they searched the area for the young man but he was not found. He added that as they searched, they found out that he and another man had an argument followed by an altercation.

He stated that from reports, his son was beaten about the body. However, days passed by and there were no signs of the missing man, not until the two lads went to the area to fish and came in contact with the foul stench.

As they looked closer, they saw a body floating in the water and immediately raised an alarm, the distraught father stated.

Upon hearing the news of the discovery, the family rushed to the scene and were confronted by their sonā€™s motionless body. ā€œHe two hands and foot eat outā€¦ he head had dried blood and portion of his face was damageā€, he added.

The aggrieved father stated that Ranks at the Parika Police Station refused to investigate the matter, claiming that it was a clear indication of ā€˜a drunken man drownedā€™.

Nevertheless, the post mortem on Wednesday proved that Hardeo drowned but the relatives were not satisfied since they claimed the pathologist ā€˜just look at the body and say that he drownedā€™.

The man stated that they subsequently met with the D Division Commander and raised their concerns. The Commander intervened and the post mortem was redone on Friday but the results were the same.

Despite this, the man is still not satisfied since, he claimed, there is a witness who reportedly told them he saw the now dead man being beaten, then thrown into a boat and it left for the fishing pond. He is calling for justice and is hopeful further Police investigations can prove his son was murdered.

The dead man leaves to mourn his parents and siblings and is expected to be cremated today.

Remanded for murder at 15ā€¦ā€˜Nasty Manā€™ now held for ā€˜Warlockā€™ execution

ā€“ nabbed with gun; two others held with bulletproof vests in Agricola raid

Charged with murder at 15, Dellon Henry, called ā€˜Nasty Manā€™, is now back in the limelight as a prime suspect in another killing.
Police arrested him yesterday during a raid in Agricola, and are now trying to establish whether he is the gunman who executed 36-year-old Dexter Griffith in ā€˜Warlock,ā€™ East Ruimveldt last Tuesday.
Police said that Henry, now 24, was held in Second Street, Agricola, with an unlicensed .38 revolver with six matching rounds, as well as with two .32 rounds.
ā€œThe man, who is in police custody, was also wanted for questioning by the police in relation to the murder of Dexter Griffith who was shot and killed in ā€˜Warlockā€™ on September 29, 2015,ā€ a release stated. Kaieteur news understands that detectives are awaiting ballistic tests on the firearm before questioning the suspect further.

 Executed: Dexter Griffith

Executed: Dexter Griffith

A police official said that two other men were taken into custody after being found with two bulletproof vests.
ā€˜Nasty Manā€™ first came into under the police radar at the age of 13, when he was charged and remanded for the August 8, 2006 murder of  businessman Wordsworth Grey, who was gunned down in Bagotstown, East Bank Demerara. The killing occurred in the height of the ā€˜crime waveā€™ and on the same night on which five Kaieteur News pressmen was slain in Eccles. In 2006, while still incarcerated, Henry was charged, along with Deon Braithwaite, for allegedly sodomising another prisoner.
Kaieteur News understands that Henry was only recently released from the Georgetown Prison and Kaieteur News was unable to ascertain the outcome of the two cases for which Henry was charged.
Police had indicated last week that they were trying to locate Henry for questioning into the murder of Dexter Griffith, who was riddled with bullets last Tuesday night near his home in East Ruimveldt ā€˜Back Circle.ā€™
A police release had stated that Griffith was on the roadway at ā€œWarlockā€, when a man approached on foot and discharged several shots at him and escaped.
Eyewitnesses said that Griffith was standing near an alleyway when gunmen shot him at close range, sending his body tumbling into a drain. He died almost immediately.

Police had detained an East Ruimveldt man, known as ā€˜Gun-butt,ā€™ who allegedly transported the gunman to the scene. This suspect has since been released on station bail.
A brother of Griffithā€™s had said that he was informed that ā€˜Gun buttā€™ had dropped off the killers at ā€˜Front Circleā€™, East Ruimveldt on Tuesday night.
The gunmen reportedly then walked through ā€˜the crackā€™ to ā€˜Back Circleā€™, East Ruimveldt, shot his brother, then fled to ā€˜Front Circleā€™, where the car, allegedly driven by ā€˜Gun Buttā€™, was waiting.
He has alleged that the men behind his brotherā€™s execution sent death threats to him and his mother.
His siblingā€™s murder is said to be linked to a vendetta, which has claimed three lives, that is primarily between individuals from ā€˜Warlockā€™ and Agricola.
According to the sibling, the vendetta started when Kellon Hinds, another East Ruimveldt resident, was shot and robbed of gold jewellery. That incident occurred in June 2004. Sherwyn Barrow, another East Ruimveldt resident, was charged in connection with the attack on Hinds.
The matter was dismissed after the alleged victim declined to give evidence in court.
But last May, Sherwyn Barrow was gunned down in broad daylight while sitting outside a shop in ā€˜Warlockā€™.
In late August, police detained Kellon Hinds, in connection with Barrowā€™s death. Hours after police released him, gunmen walked into an East Ruimveldt yard in which he was hanging out and shot him dead. Shawn Barrow, a relative of the slain Sherwyn Barrow, was charged with Hindsā€™ murder.
Griffithā€™s brother confirmed that his executed sibling and Hinds were close friends.
Griffithā€™s slain brother had fathered four children, His eldest, a girl, is 13, while the others are aged five, two and one year respectively. Kellon Hindā€™s partner is also said to be a few monthsā€™ pregnant.

Bandits invade South Ruimveldt supermarket

Andrewā€™s Supermarket

Andrewā€™s Supermarket

ā€“ soldier shot

By Kristen Macklingam

A trip to Andrewā€™s Supermarket on Aubrey Barker Street, South Ruimveldt, Georgetown, to purchase ice for his wifeā€™s birthday party went sour for a Guyana Defence Force (GDF) rank who was shot to his right leg and is a patient at the Georgetown Public Hospital (GPH).

The soldier, Sayne George, on Sunday told Guyana Times he left his wifeā€™s birthday party on Saturday night at about 21:00h with two of his army comrades. According to George his two co-workers had preceded him into the supermarket and as he was making his way to join them, he noticed four young men approaching the building, each armed with a hand-gun.

ā€œThey came over and said to us all who were outside that everyone should lie on the ground and that nobody should move. So I lie down on the ground and two went into the store while the other two remained outside,ā€ George recalled.

He said that someone who was on the other side of the road discharged a round in the air, which prompted the two gunmen outside to run away shouting ā€˜police, police!ā€™

He said following this he ran into the supermarket to get his friends and noticed one of the gunmen brandishing a gun and ordered him not to move.

ā€œHe fired two shots in my direction. One missed me and the other one struck me in my right leg. After shooting me he escape and then the police vehicle came and I was taken to the GPHC,ā€ the injured man told this newspaper from his hospital bed.

George explained that he is unaware if persons inside the supermarket were robbed prior to his entrance. However, the few persons who were outside were searched by the two bandits that stood guard.

One of these persons outside was the proprietor of the supermarket, 39-year-old Saikque Andrews.

Guyana Times understands that two of the bandits arrived on motorcycles while two others approached on foot.

ā€œThey were right in the vicinity of the supermarket. And they are bare youths in their teens, like. They looked between 15 years and 23 the most. All of them had firearms, small arms, handguns,ā€ the soldier added.

Police on Sunday said the gunmen escaped with jewellery and cell phones from the owner of the establishment.

A close relative told this newspaper that George had applied for a firearm licence but is still awaiting approval.

A source close to the injured GDF rank told this publication the Policemen at the scene woefully divulged that even if they had caught and shot the men they are fearful of repercussions they may face due to new policies being implemented in relation to shooting suspects.

When Guyana Times visited the Andrewā€™s Supermarket on Sunday, the proprietor was unavailable, and the staff on duty could not clarify the sequence of events that took place on Saturday evening.

The supervisor on duty, Mr Carter, told Guyana Times that he was not working when the incident occurred and that he was not briefed on the events in question.

However, it should be noted that the supermarket does have operational surveillance cameras and it is expected the footage from Saturday evening will be reviewed and handed over to the Police. This is however not the first time the Andrews Supermarket has been targeted by bandits. Last January bandits robbed and then escaped with an undisclosed amount of cash.

Only recently Public Security Minister Khemraj Ramjattan criticised sceptics over his much touted Gun Amnesty Programme. Flaunting his perceived ā€˜successā€™ with the programme, Ramjattan told another section of the media:, ā€œI have tried it and obviously it is successful.ā€

During the Amnesty period, which was eventually extended, 142 ā€˜oldā€™ firearms and 1700 rounds of ammunition were handed over to the Police. A large quantity of these weapons was handed over to Police at interior locations, thus showing that the illegal weapons in coastland areas are still afloat.

The Gun Amnesty initiative was launched as a means of allowing persons in possession of illegal guns and ammunition to hand over these without fear of prosecution.

In most cases, the guns and ammunition collected during an Amnesty are destroyed, but Police Commissioner Seelall Persaud stated that once the ballistics experts give clearance that the guns were not used in the commissioning of a crime, the Guyana Police Force can apply to the authorities to have them added to their stock.

The Police Chief explained that once a gun has been linked to an offence, the Police can and would reopen an investigation into the particular matter.

The Commissioner further stated that those who would have surrendered their illegal weapons during the Amnesty Programme will have absolute immunity. The immunity, however, only relates to possession of firearms, but not the crime it might have been involved in.

The period of Amnesty, which was scheduled to end on September 30 has been extended to October 14. (kristenm@guyanatimesgy.com)

Multiple agencies begin probe into source of Jagdeoā€™s wealth

October 5, 2015 | By | Filed Under News

ā€œGovernment is very much interested in determining the source of Jagdeoā€™s wealth among others whose salaries do not seem to match the fortunes they have acquired over the yearsā€¦ā€ Dr. Thomas

Guyanaā€™s anti corruption commission otherwise known as the State Assets Recovery Unit (SARU) has no interest in waiting on the Opposition Leader, Bharrat Jagdeo to disclose to the nation, the source of his assets on his own terms.

Multiple agencies have already begun to investigate the wealth of the former president and the disposal of assets during his 12 year reign.
SARUā€™s Head, Dr. Clive Thomas, disclosed that the agencies, along with SARU, will also be investigating all those persons who had control over assets of the states be it former Ministers or Permanent Secretaries of the previous administration.

Dr. Clive Thomas said that there remains ā€œdeep interestā€ in ascertaining the source of the former Presidentā€™s assets.

ā€œGovernment is very much interested in determining the source of Jagdeoā€™s wealth among others whose salaries do not seem to match the fortunes they have acquired over the years so multiple agencies are looking at that. We cannot be told not to investigate anyone including Jagdeo,ā€ said the SARU Head.

ā€œBut I donā€™t want it to be misconstrued to mean that Jagdeo is our only target.  We donā€™t want to make it look like we are only going after him because there will be some other developments taking place. Thatā€™s why we have our experts in the country now because we are trying to findā€¦those who were found to be engaged in stealing public assets.ā€

The State Assets Recovery Unit has already undertaken several cases.
Dr. Thomas said that two such cases include the ā€˜Pradoville scandalā€™ and the alleged misuse of state assets by former GuySuCo CEO, Dr. Rajendra Singh.

The Ministry of Housing had called on the Recovery Unit to investigate the ā€˜Pradoville Twoā€™ deal, where abuse of state resources by the previous administration allegedly occurred.

The matter is also being examined under forensic audits being carried out at both the Central Housing and Planning Authority (CH&PA) and the National Industrial Commercial Investments Limited (NICIL).
Minister within the Ministry of Communities, Keith Scott, had disclosed that the area situated at Parcel 172 Plantation Sparendaam and Parcel 237 Plantation Goedverwagting, known by citizens as Pradoville 2, was ā€œmutatedā€ and sold, subject to a Cabinet decision.

The state-owned NICIL/Privatisation Unit was authorized to do all acts necessary to ensure the vesting of the new development project in the CH&PA, the body which is tasked with overseeing housing developments in Guyana.

NICIL/Privatisation Unit was headed by Winston Brassington, an executive who oversaw a number of contentious multi-billion-dollar public infrastructure deals.

According to Scott, the allocation of parcels of land to several former ministers, senior Government officials and friends close to the PPP administration, and the method to determine the prices paid, were not assessed by the CH&PA.

He said that CH&PA seemed not to have been in the loop. The infrastructural works were contracted to Atlantic Construction by NICIL/Privatisation Unit.

NICIL reportedly also spent tens of millions of dollars to build roads, drainage and culverts, and to lay pipelines and in some cases, underground power cables. The developed house lots, complete with infrastructure, were then sold to Jagdeo, several ministers and Government officials and friends.

There is no evidence that the house lots sale was advertised or what procedures were used in the allocation of the parcels of the ocean-front properties.

Jagdeo himself, according to details of allocations, received two parcels equivalent to two acres. On it, he built an imposing mansion, complete with pool and overlooking the seawall and the Atlantic Ocean.
He paid a total of $9.8M. He had owned a property along the Ogle Airport Road in the community that was known as ā€˜Pradoville Oneā€™. However, he reportedly sold that property to Trinidadian advertising executive, Ernie Ross.

In effect, Jagdeo paid three times less than what ordinary citizens in the Diamond and Grove Housing Schemes, East Bank Demerara, would have been required to fork out.

Jagdeoā€™s payment for the Pradoville Two parcels translated to $5M per acre which works out at $114 per square foot; the ordinary man pays $317 per square foot for his plot.

The sale of the Pradoville Two house lots for such a low price would contrast starkly with what remigrants had to pay under the Governmentā€™s scheme for returning to Guyana. Remigrants paid more than ten times the price Jagdeo paid for the same size house lot. They paid $1,111 per square foot.

Other beneficiaries included Director of Public Prosecutions (DPP), Shalimar Ali-Hack; former Head of the Private Sector Commission (PSC), Ramesh Dookhoo; former Ministers Clement Rohee, Priya Manickchand, Robert Persaud and even former Cabinet Secretary, Dr. Roger Luncheon.
The Asset Recovery Unit is also investigating some of the infractions committed by Dr. Rajendra Singh when he served as Chief Executive Officer of the Guyana Sugar Corporation (GuySuCo).

Dr. Thomas had said that a request was made for more details for some of the transactions and decisions by Dr. Singh as they involved the misappropriation of State assets.

The Assets Recovery Unit will be looking into the sale of 2.6792 acres of land at Plantation Good Hope, East Coast Demerara to one Kelvin Gobin. This sale was authorized by Dr. Singh.

Dr. Singh also entered into management agreements with Global Casetech and Global Cane Sugar services out of India for the management services on a number of estates at unreasonably high cost, and without approval of the Board of Directors.

Documents also show that the former GuySuCo Chief Executive Officer persisted with a commercial bio fertilizer, despite advice to the contrary from the corporationā€™s research and technical personnel.

Single sourced procurements were done for the supply of bio fertilizers from Kay Bovet Engineering Ltd. of India in the sum of US$76,680 in June 2014 and Global Cane Sugar Services Pvt. Ltd of India in the sum of US$68,580 in February 2015. Despite being cautioned numerous times regarding the adaptation of a practice that has not been used outside of India, the former CEO allegedly persisted with commercial application rather than a trial as advised.

Dr. Singh is also said to have made decisions that resulted in millions of dollars being lost by GuySuCo.

The said documents reveal that Singh had responsibility for finance and marketing for the company and entered into a one year agreement with Tate and Lyle in 2013 when the company could have entered into one for three years while locking in at a higher sugar price for 2014 and 2015.
This was the first time in the history of the Long Term Agreement (LTA) with Tate and Lyle that a one-year agreement was entered into. The failure to enter into a three-year agreement resulted in a conservatively estimated loss of US$60M in revenue for the corporation for the years 2014 and 2015.
During his time as CEO, he also committed 38,000 tonnes of sugar to Futures Market without locking in a price it was US$0.16 cents per pound. The current price is now US$0.11 cents per pound and this decline resulted in a loss of revenue in the sum of US$4.2M for GuySuCo.

Dr. Raj Singhā€™s pronouncements are economic and criminal sabotage ā€“ GTUC

May 30, 2015 | By | Filed Under News

The Guyana Trade Union Congress (GTUC) has come out in strong condemnation of recent revelations

GUYSUCOā€™s CEO Dr. Raj Singh

GUYSUCOā€™s CEO
Dr. Raj Singh

that Guyana Sugar Corporation (GUYSUCO) is unable to meet payment obligations to its workers. Further, it has failed to make contributions for its workforce.

GTUC President, Lincoln Lewis, at a press conference held yesterday at the Critchlow Labour College, said that the actions of Chief Executive Officer (CEO) of GUYSUCO, Dr. Rajendra Singh, border on criminal sabotage.
This is in reference to recent revelations that GUYSUCO had been deducting monies from workers but now owes over $1.5B to the National Insurance Scheme (NIS) because of not making contributions on behalf of the workers.
This was just days following the shocking pronouncement from Singh that the corporation had no money to pay junior and senior staff members, unless the newly installed Government provided a bailout package within the next few days.

Singh went further, and predicted that the corporation would cease operations should such a bailout not be provided.

ā€œGUYSUCO cannot be allowed to hold the government hostage. The issues of this industry transcend ministerial abilities,ā€ Lewis said.

He went on to call for a parliamentary review, open to the public and stakeholders in order to reach a consensus on the state of the industry, its future and what must be done towards workerā€™s wellbeing.
He also drew attention to the fact that Singh, who was a Peopleā€™s Progressive Party/Civic (PPP/C) candidate in the 2015 elections, had declared GUYSUCOā€™s inability to pay workers only two weeks after elections, and referred to these actions as ā€˜economic sabotageā€™.
ā€œThe era of burning acres of young cane to sabotage the economy is over. The sugar industry is home to some 16,000 workers. In 2015 GUYSUCO is no longer a productive entity (able) to meet domestic and international demands.

ā€œGUYSUCO is additionally beleaguered by declining production levels, shortfalls in the Skeldon factory and runaway indebtness.

ā€œThis country can no longer be subjected to these reckless actions that border on criminal negligence and criminal sabotage. No politician or CEO should be allowed to continue using sugar workers.ā€

Prime Minister Moses Nagamootoo recently pronounced that GUYSUCOā€™s entire board will be sent packing for what he described as its ā€œgross levels of incompetenceā€.

Declaring that the sugar industry was badly injured by poor financial management, ill-informed investment decisions, conflicts of interest and corruption at the point of procurement, the Prime Minister laid the fault for these squarely at the feet of the Board of Directors and management.
GUYSUCOā€™s current Board of Directors comprises its Chairman Shaik Baksh, a former Education Minister; Dr. Dindyal Permaul, Chief Executive Officer of the Guyana Livestock Development Authority (GLDA); Keith Burrowes, Executive Chairman of the Board and Guyana Office for Investment (GO- Invest); Badri Persaud, Managing Director, Guyana Oil (Guyoil) and Geeta Singh- Knight.

However, Keith Burrowes said that he tendered his resignation from the Board last year May. This was not announced because he claimed that the government asked him to remain quiet about it.

Nagamootoo made it clear that the current board cannot do much, if anything, to improve the companyā€™s performance.

While in opposition, A Partnership for National Unity (APNU) and Alliance for Change (AFC) had lashed out at Bakshā€™s appointment, saying that he was too closely associated with some major corruption scandals to be credible as an agent of change.

Geeta Singh- Knight was not spared either, since she presided over the collapse of the Colonial Life Insurance Company (CLICO) Guyana.
Lewis made it clear that these dubious records, as well as their tacit approval to Guysucoā€™s duplicity made the entire board as liable as Dr. Singh.

GFC illegally paid over $600M to NICIL

August 24, 2014 | By | Filed Under News

ā€“ ā€œTo add insult to injury, the Auditor General signs off on financial statements approved not by the Board which has the statutory duty for the financial statements but by Mr. James Singh, the Commissioner,ā€ Chris Ram

The Annual Reports and the Audited Financial Statements of the Guyana Forestry Commission (GFC) leaves more worrying

Chartered accountant, Chris Ram

Chartered accountant, Chris Ram

questions than convincing answers, particularly as it relates to transparency and accountability.

Chartered Accountant, Chris Ram among other critics, upon doing a detailed analysis of the Annual reports of the agency for the years, 2005-2012 all of which were laid in the National Assembly in November, 2013 found several alarming deficiencies and irregularities.

But even in the face of these, the reports were granted ā€œunqualified opinionsā€ by the Auditor General. When a report is given an unqualified opinion by an auditor, it means that he has vouched for the authenticity, accuracy and transparency of the information presented to him.
The reports reveal that for several years, the Commission has been transferring millions to the National Industrial & Commercial Investments Ltd (NICIL) and the Environmental Protection Agency, which is against the law.

Ram contends that for the $600 million that the GFC allowed to be paid over to NICIL, all its directors should be hauled before the courts while NICIL should be investigated and disbanded. He said that the combination of NICIL/GFC is not only an insult to the intelligence of Guyanese but a challenge and an affront to decency.

To add insult to injury, Ram noted that the Auditor General signed off on financial statements approved not by the Board of Directors of GFC which has the statutory duty for the statements, but by Mr. James Singh, the Commissioner ā€œSurely even the most docile Guyanese must have some breaking point at which they say enough is more than enough.ā€
The Chartered Accountant on his website, Chrisram.net said that one would expect Finance Ministers to be zealously vigilant and robustly protective of moneys payable into the countryā€™s Consolidated Fund. ā€œInstead, we have NICIL, under the

James Singh, Forest Commissioner

James Singh, Forest Commissioner

successive chairmanship of two Finance Ministers, being used to siphon off hundreds of millions of dollars due to the Consolidated Fund. There can be no extenuating circumstances that could excuse, let alone justify such unlawful and reckless conduct, fully aware of the nescient (ignorant) state of the Auditor Generalā€™s Office,ā€ The accountant expressed.
There was also a published series on the said shortcomings of the Commissionā€™s reports done by Janette Bulkan and John Palmer.
The duo also pointed to the NICIL/GFC fiasco. In their detailed analysis, they too pointed to the fact that large amounts of monies, and large variations from year to year between line items in the Commissionā€™s annual reports  appear to have been unquestioned by the Auditor General.
Bulkan and Palmer said that no explanation was offered as to why the GFC should be holding over US$4 million in cash each year, why transfers are made to the Environmental Protection Agency (EPA) and NICIL, but none to the Consolidated Fund.

They said too that no explanation was given by the GFC as to why it is acquiring and disposing of fixed assets and why it has current tax liabilities of up to US$10 million in a year ā€“ dwarfing other line items.
They stressed that there is a legal requirement for the GFC to make transfers to the Consolidated Fund (Section 16 (2) in the GFC Act 2007), but no requirement to send money to the EPA or NICIL.

Chairman of the Public Accounts Committee, Carl Greenidge, in support of their findings, said that this is an important and contentious issue.
The former Finance Minister reiterated that the Forestry Act of 2009 makes no reference to either NICIL or the EPA so an explanation is definitely needed as to the relationship of the two entities and their claims on GFC funds.
ā€œWe need to know what instructions or secret agreements were made to facilitate this blatant disregard for the law. Did the

Former President Bharrat Jagdeo

Former President Bharrat Jagdeo

GFC Board actually take this decision or was it a calculated move by the Minister of Natural Resources and the Environment, Robert Persaud? The people need to know,ā€ Greenidge concluded.

A Partnership for National Unityā€™s Member on the Parliamentary Sectoral Committee on Natural Resources, Joseph Harmon said too that even from a limited review of the reports of the Commission, ā€œit seems like the GFC is another milking cow for NICIL, more food in the trough for Brassington and his crew. As these emerge, Guyanese people see clearly how the countryā€™s resources are siphoned off to a parallel budget over which the National Assembly has no control.ā€

Moreover, Ram had also stated that the GFC is just another example of the perpetuation of Jagdeoā€™s legacy of financial lawlessness, a situation that is as wide as it is deep.

He said that the state of financial lawlessness created by former President Bharrat Jagdeo surely allows for the GFCā€™s ā€œincomplete and deceptiveā€ reports to be tabled and accepted by the National Assembly without any questions being asked or challenges posed.

Ram asserted that the chaos created is one in which the national accounting body, the Institute of Chartered Accountants of Guyana, remains silent even as basic rules of accounting are violated with impunity.
The state of lawlessness that exists, is ā€œOne in which the parliamentary bodies are paralysed by their own mediocrity. One in which we even have a mini-parallel Consolidated Fund called NICIL and where the evidence of slush funds everywhere mounts,ā€ he added.

On his website, Ram said that only a wide-ranging, independent investigation into the public financial management of this country generally and of NICIL specifically can stem the relentless decline in accounting and accountability. He opined that the Government will not allow it and the weak opposition will not ask for it but the people of Guyana must demand it.

On his website, the accountant provides further details about his findings of the reports of the Commission for the years 2005 to 2012 which were all laid in Parliament in November, 2013.

Pastor beaten, robbed of church money ā€“ at Walton Hall

A PASTOR who has dedicated her life to the work of God was reportedly terrorised and robbed of an undisclosed sum of church funds last Friday night at Walton Hall on the Essequibo Coast.According to reports, Pastor Doreen Edwards who lives alone, was terrorised and brutally choked by a lone bandit who invaded her home at around 21:00 hrs on Friday night. Speaking to reporters, the Pastor of the El Shaddai Pentecostal Church said she was in bed but felt suddenly weak and lifeless at around 21:00 hrs and could not get off the bed.
According to the Pastor, her lights in the house suddenly came off and she wanted to know if it was a power failure but saw from her window that the lights on the road were still on.
The Pastor recalled that, in the darkness, she felt a hand suddenly grabbing her neck and starting to choke her. The woman claimed that the person choking her also demanded ā€œthe church moneyā€.
The woman said with the hand choking her she soon became helpless and lost consciousness. According to the Pastor, after she regained consciousness the hand was at her throat again choking her.
The Pastor said she was in and out of consciousness several times and was choked almost four times by the bandit who had a ā€œfatā€ hand.
She said when she finally was able to get off the bed she found her entire house ransacked and a bag with church funds missing. According to the Pastor, the front door of her home was left wide opened. She said the bandit gained entry to her home by removing louver panes on her window.
The Pastor, whose neck was badly swollen and bruised, said the bandit while terrorising her, emptied two bottles with cold water on her. She said the bandit also defecate on her bed before leaving. The Pastor who visited the Anna Regina Police Station to make a report was taken to the Suddie Public Hospital where she was admitted for several hours.
Police have so far visited the scene of the crime and are conducting investigation. No one has being arrested as yet.

Jagdeo named as a culpable party in 1999 kidnapping

FORMER Guyanese president, Bharrat Jagdeo, is named as a culpable party in the 1999 kidnapping and presumed murder of Franz Britton, aka ā€˜Collie Willsā€™.

A 2001 Organization of American States, Inter-American Commission on Human Rightsā€™ [IACHR] Report #80/01, Petition #12.264 identifies Jagdeo along with Ronald Gajraj, former Minister of Home Affairs; Laurie Lewis, former Commissioner of the Guyana Police Force; and Leon Fraser, a former superintendent of the Guyana Police Force, as ā€œresponsible for Mr Brittonā€™s disappearance whilst in police custody.ā€

According to the report, on January 25, 1999, Mr Britton, a father of three children, was ā€œre-arrested by Leon Fraser, the Assistant Superintendent of Police of the Criminal Investigation Department, headquartered at Eve Leary, Georgetown, Guyana.ā€

The report continues: ā€œMr Britton was last seen in the company of Mr Leon Fraser, Superintendent of Police, head of the dreaded ā€˜Black Clothesā€™ police, and being bundled into a silver-grey car, licence plate number PGG 3412.ā€ He hasnā€™t been seen since!

FULL DISCLOSURE: I testified at the IACHR hearing on behalf of Mr Britton, and at the behest of his mother, Ms Irma Wills, in March 2000. Dr Odeen Ismael, Guyanaā€™s ambassador to the United States at the time, represented the Government of the Peopleā€™s Progressive Party [PPP].
The Jagdeo Regime

Bharrat Jagdeo served as president of Guyana from 1999 to 2011. He now serves as leader of the Opposition Peopleā€™s Progressive Party.

Starting in 1999, and, continuing until 2008, Guyanese citizens experienced an unprecedented reign of terror at the hands of his Government. During that period, hundreds of Guyanese were murdered, many under the colour of law, by members of the Guyana Police Force which was used by the PPP Government to enforce its criminal edacity.

Victims and the survivors of the PPPā€™s murderous criminality were offered no recourse from any of Guyanaā€™s State agencies, including the courts.

The IACHR underscored that lack of recourse for Guyanese citizens in its 2001 Report about the Franz Britton kidnapping. According to the report, Ms Irma Wills, Mr Brittonā€™s mother, and other relatives ā€˜visited both the Cove and John Police Station at East Coast Demerara, and the Brickdam police station where Mr Britton was last seen, and that they have been stymied in their efforts by the State authorities in Guyana to ascertain Mr Brittonā€™s whereabouts after his arrest, detention, and transportation to Brickdam Police Station, Georgetown, by Mr Leon Fraser, Superintendent of Police.ā€

The IACHR concluded, subsequently, in a 2006 follow-up Report #1/06, Case #12.264 that ā€œagents of the State security forces abducted and/or detained Franz Britton and that during the following six years his whereabouts have not been identified, and that, as a result, Guyana has violated the rights of Franz Britton to life, liberty, personal liberty, judicial protection, arbitrary arrest and due process of law.ā€

More significantly, the IACHR called on the ā€œState [of Guyana] to provide reparations for the relatives of Franz Britton, including moral damages in compensation for the suffering occasioned by Mr Brittonā€™s disappearance.ā€

A New Dispensation

After 23 years of PPP terrorism, the Guyanese people elected a new Government on May 11, 2015 with David Granger as President.

President David Granger made a solemn vow recently. Speaking at the 3rd annual Cuffy 250 State of the African -Guyanese Forum, the President promised to ā€œensure that all of those mothersā€™ children who were killed have their deaths investigated,ā€ and those found culpable brought to justice.

The IACHR does not reach its conclusions frivolously. In the case of Franz Britton, the Commission conducted an exhaustive investigation into the merits of the case over a five-year period. During that time, it ā€œreceived no information or observations from the State [of Guyana] with respect to the petitionerā€™s petition, despite repeated requests.ā€ Consequently, according to the IACHR, ā€œthe Commission presumes the facts alleged in the petition to be true, and is satisfied that there is no other evidence that could lead to any other conclusion.ā€

The evidence against Mr Jagdeo and his cohorts is overwhelming, and damning in its specificity. And, in a remarkable case of irony, attorney Basil Williams, who represented Mr Britton and his family 15 years ago, is now Guyanaā€™s Attorney General and Minister of Legal Affairs.

Under Article 25(3)(a) of the Rome Statute, which governs the International Criminal Court, Bharrat Jagdeo and his cohorts named in the IACHR report can be charged, on the basis of their individual criminal responsibility and as indirect co-perpetrators, for crimes against humanity, namely, murder ā€“ Article 7(1)(a); forcible transfer ā€“ Article 7(1)(d); and/or, torture ā€“ Article 7(1)(f).

The ball is now in your court ā€“ no pun intended ā€“ Mr Attorney General!

Miner kills reputed wife, turns gun on himself

ā€“ after allegedly finding man under bed

A triangular love affair turned deadly in the wee hours of Wednesday after a miner turned up at his reputed wifeā€™s home

at Pike Street, Kitty and discovered a male under her bed.
Dead are Mark Moses and his reputed wife Amanda Mohan.
According to reports reaching Guyana Times, 25-year-old Moses of One Mile, Wismar, Linden, went to visit Mohan at her Lot 248 Pike Street home about 21:30h on Tuesday and found a male under her bed. Reports stated that he left the home, but returned about 04:30h with a gun and shot Mohan twice to the chest before turning the gun on himself.
The two were rushed to the Georgetown Public Hospital where 20-year-old Mohan was pronounced dead on arrival. Moses succumbed to his injuries some seven hours later.
According to information received, the young miner works in the interior and made a surprise visit to his reputed wifeā€™s house, where he found an employee attached to Guyana Power and Light (GPL) Company hiding under the bed.
However, relatives of the dead woman are holding out that the person under the bed was actually a family friend and Moses might have misunderstood what he saw. The gentleman was reportedly in the womanā€™s bedroom playing games on her laptop when Moses entered the house, this newspaper was told.
Ryan Mohan, brother of the now deceased woman, said that Moses turned up at the house unannounced and as he went into his reputed wifeā€™s bedroom, he realised something was amiss since she was breathing heavily.
Guyana Times was told that Moses enquired why Mohan was breathing heavily but she did not respond, prompting him to search the room.
This newspaper was told that Moses allowed the man to leave the house after which he reportedly pulled out a gun and

Dead: Amanda Mohan

threatened to shoot Mohan. Mohanā€™s brother told this newspaper that his sister attempted to explain the situation to Moses, telling him that the young man was a family friend and her sister hid him under the bed so not to cause a misunderstanding.
The brother went on to say that Moses left the house although the mother of his child begged him to stay. He, however, returned at 04:30h and shot Mohan then himself.
Mohanā€™s brother said he heard the shots and ran to his sisterā€™s bedroom where he saw her lying in a pool of blood, while Moses was lying on the bed. Moses, he noted, was panting for breath, but his sister, from all indications, was already dead.
He, along with a friend, picked up the couple and rushed them to the Georgetown Public Hospital where his sister was pronounced dead and the young man was taken into theatre for surgery but subsequently died at 11:00h.
At the home of the dead woman, relatives congregated to comfort the grieving family.
An uncle of the dead woman, who gave his name only as Farouk, said that he was in his apartment when he heard three gunshots and immediately rushed to the upper flat of the house where he saw his niece and Moses lying in a pool of blood.  As he looked closer, he said, he saw a gun on the bed.
He added that the family was in shock at the manner in which Moses handled the situation.
Meanwhile, attempts to contact the relatives of the dead man proved futile. The Police have launched an investigation into the matter. An unlicensed .9mm pistol and three spent shells were recovered at the scene.

Fisherman murdered at sea

ā€“ two crew members arrested

A misunderstanding between several fishermen out at sea turned fatal, leaving one man dead and two others in Police

custody.
The dead man has been identified as Ronald Emanuel Reid called ā€œMannyā€, of Lot 25 Castello Housing Scheme, Georgetown. According to reports, the 27-year-old man sustained a fatal stab wound to his back. The incident occurred around 14:00h on Tuesday.
Police investigations have revealed that the incident occurred onboard a fishing boat off the Lichfield Foreshore, West Coast Berbice.
ā€œInvestigations have revealed that Ronald Emanuel Reid was involved in an argument during which he was fatally stabbed to his back. Two men have been arrested and are in Police custody assisting with the investigations,ā€ the Police disclosed in a release.
Guyana Times understands that Reid has been working at sea for some seven years now and left for this trip about two weeks ago. Speaking to this newspaper, the dead manā€™s cousin Sonia Persaud related that they received a phone call about Reidā€™s death around 19:00h on Tuesday.
Persaud said that they were unsure what transpired, but were told that her cousin was killed since around 14:00h. She revealed that Reid spoke with his girl friend earlier in the day and told her that he had a misunderstanding with the Captain of the boat.
ā€œHe spoke to his girlfriend around 10:00h and told her he is trying to get a boat to come in from sea because he got in lilā€™ problems with some guy on the boatā€¦ He didnā€™t say what was the problem,ā€ Persaud related.
This newspaper understands that Reidā€™s body was brought to shore sometime this morning. Persaud further detailed that when relatives went to identify and claim the body at the shore on Wednesday morning, they observed a single stab wound in his back.
ā€œIt look like he was apparently sleeping when they kill he or somethingā€¦ but I canā€™t say for sure because we ainā€™t get the full report as yet,ā€ she added.
She added that based on reports received, it was two brothers who reportedly killed her cousin. ā€œWe were made to understand that this wasnā€™t the first time these two brothers murdered someone. It has occur a second timeā€¦ they had worked in the Venezuela waters but came back to Guyana and started working Guyana waters,ā€ she claimed.
The woman said she did not know the men nor could she say whether her cousin worked with them before this trip. Persaud, however, noted that Reidā€™s father knew them as he was also a fisherman. Persaud described her cousin as a cool and calm individual, noting that he was not confrontational.
Reid leaves to mourn his parents, younger brother along with several other foster-siblings and his girlfriend, who is currently two months pregnant with his first child. The police are continuing the investigations.

The Head of the Unit is Valmiki Singh. According to the agency website, the mission of the NFMU which was established in December 1990 is  ā€œTo efficiently and effectively manage the electromagnetic frequency spectrum and to administer the number resources of Guyana; being proactive, customer oriented, transparent and keeping abreast with global technological developments in the telecommunications sector, thereby fostering an environment conducive for investment and where the deployment and use of ICTs can be optimized for the social and economic development of Guyana.ā€
Sharma said that the ā€œdisturbingā€ findings of the report prove that the mission statement is nothing but a ā€œnicely-worded declaration to fool the people of this nation when all along is a set of wickedness taking place.ā€
Minister Sharma continued, ā€œThere was just no proper management at this unit. There were instances where you could see that they just lost out on millions of dollars worth in fees that they should have ensured they collected. There were some defaulters as well, and the agency just took no action against them.ā€
ā€œ(NFMU) could have collected a lot more revenue. Instead (the entity) allowed a lot of favouritism to take place and as such they lost, I would say, millions of dollars in revenue.
ā€œThey allowed their big PPP boys to slip under the radar while others were called upon to pay their dues. In fact, they werenā€™t collecting from two of their PPP big boys for some time. It was a lot of unfairness that was going on at that agency.ā€
Sharma said, ā€œThe level of corruption which was taking place at the agency points to the incompetency of those who are managing it.ā€
The Junior Finance Minster told this newspaper that the revelations of some of the forensic audits thus far vindicate the concerns the APNU+AFC had regarding the lack of accountability under the previous administration as well as the stench of corruption in some agencies.

Elderly woman brutally raped, sodomised and murdered by relative

Dead: Vida Britton

Dead: Vida Britton

The village of Hopetown, West Coast Berbice, is in shock following the brutal raping, and strangling of one of their senior citizens. The suspect is believed to be one of the womanā€™s own relatives.
The elderly woman, Vida Britton, 78, of Hopetown, was believed to be attacked by her great nephew around 03:00hrs on Monday.
She would usually sleep with her eight-year-old granddaughter and another relative. Her great-nephew who is said to be a deportee and a heavy dope smoker, would from time to time sleep by the elderly woman. He would usually watch over the familyā€™s cows in the backlands.
On the night in question the deranged man visited and asked who was at home. When told that it was the elderly woman and her granddaughter alone he decided to stay over. On Monday morning the little girl awoke and reportedly saw her relative standing naked over her grandmother.
The child, before she could call out, the man covered her mouth and told her to be quiet. He then picked up the elderly woman and replaced her on the bed and fixed her neatly before leaving the premises.  As soon as he was out of sight the child used the opportunity to scream for help, alerting other relatives.
As relatives rushed over they subsequently realized that the woman was dead.   The matter was however only reported to the police the following afternoon. After being informed of what occurred, the police went in search of the culprit. After committing the act, the drug addict reportedly returned to the back lands, oblivious of what he had allegedly done earlier. He was arrested and taken into custody.
Even with his arrest, investigators and relatives were unaware of the brutality of the womanā€™s death until Dr. Nehaul Singh conducted the Post Mortem examination at the Georgetown Public Hospital Corporation.
That was when it was discovered that the elderly woman died from asphyxiation due to manual strangulation and suffocation. It also revealed that the woman was raped and sodomised.

One bandit shot after gang trails visitor from CJIA

OCTOBER 9, 2015 | BY  | FILED UNDER NEWS
Captured bandit: Shawn Thom

Captured bandit: Shawn Thom

Police came close to busting an organized ring of criminals who target mainly incoming travelers of the Cheddi Jagan International Airport.

This happened because of an alert driver and quick response from the Guyana Police Force (GPF). The combination led to the capture of one of three men, responsible for several attacks on travelers coming from the Cheddi Jagan International Airport, Timehri.

Shawn Thom, 37, of Third Street Alexander Village was shot twice to the left foot by police ranks, who responded to a driverā€™s call informing ranks that he was being followed from the airport.

Last February, Shawn Thom and Orin David, were released from prison for the 2010 murder of Mahaica businessman, Lakhram Bishundial after a mixed jury at the Demerara Assizes found them not guilty.

Bishundial was driving his vehicle along the roadway when he observed his brother in his motor pick-up.

The siblings stopped their vehicles and were talking on the road when two men rode up on a motorcycle. The pillion rider, who was armed with a handgun, got off the motorcycle, approached the two brothers and discharged rounds at Bishundial, hitting him in his abdomen.

The armed man then grabbed a bag containing an undisclosed sum of cash from the pick-up and escaped along with his accomplice on the motorcycle. They were subsequently captured.

According to the police, about 23:00 hrs on Wednesday, police ranks confronted the occupants of a motor vehicle at Barr Street, Kitty, Georgetown.

This was after ranks got information that the occupants of the car were trailing someone from the airport to Barr Street, Kitty.

The ranks came under fire from the occupants of the car and returned fire, wounding Shawn Thom. His accomplice managed to escape.

An unlicensed .38 revolver with three live rounds and two spent shells were recovered and the motor vehicle seized by the police.

A police source who is part of the investigation, explained that two cars went to the airport to pick up their relatives whose flight arrived at 21:50 hrs on Wednesday.

At the airport, a relative, who is aware of the current situation in Guyana, whereby, bandits would trail travelers from the port of entry to their home and escape with their luggage and money, noticed the men acting in a strange manner.

The police source said that when the relative (the driver) left the airport with the two passengers, he also noticed the three men leaving in a yellow Toyota IST HC2303. The car followed him all the way to Kitty.

Realizing that the car was indeed following him, the alert driver called the police.

ā€œHe (the relative) called the police and explained what happened. He told the police where he was heading and the police went there and waited in an unmarked vehicle,ā€ the police source said.

He further told Kaieteur News that when the passenger car arrived at his home on Barr Street and stopped in front of his yard, the yellow car with the three men, stopped a corner away.

ā€œTwo of the men came out of the vehicle at a bridge and one of them remained in the car,ā€ the police source said.

According to the source, the police believe that when these bandits follow persons from the airport, they do not carry weapon with them.

The weapon, a spent shell and three live rounds

The weapon, a spent shell and three live rounds

In fact, police suspected that when the bandits would have already identified where the travelers live, they call on another person, who would drop off the weapon.

Explaining what happened Wednesday night; the police source said when the relative indicated to police that the men, who had stopped at the corner, were following him, ranks approached them.

The bandits, sensing trouble, immediately opened fire at ranks who returned fire, hitting Thom in the process.

His two accomplices managed to escape on foot, leaving behind a weapon and the car.

Kaieteur News understands that a woman, Rowena Singh, a travel agent at Muneshwarā€™s Shipping, was followed and robbed about two weeks ago.

Singh, who also lives in Kitty, allegedly told police that the yellow IST the men used Wednesday night, was the vehicle that trailed her from the airport to her home.

Police believe that there is someone at the Cheddi Jagan International Airport who informs the bandits.

ā€œWhat they do is, they wait until the people come out their vehicle to take out the suitcases then they would ambush them. After they finish, the one waiting in the car would collect them,ā€ the police source said.

Audit on NFMU revealsā€¦$$Millions spent on unrelated projects

OCTOBER 9, 2015 | BY  | FILED UNDER NEWS

By Kiana Wilburg
The forensic audit into the National Frequency Management Unit (NFMU) continues to bring to the front-burner, even more atrocious acts of dishonesty.

 Junior Finance Minister, Jaipaul Sharma

Junior Finance Minister, Jaipaul Sharma

Junior Finance Minister, Jaipaul Sharma told Kaieteur News that he was appalled when he discovered that ā€œalmost 90 percent of the funds of the Frequency Management Unit dating back to 2012, 2013 and 2014 were spent on two projects that had absolutely nothing to do with the agency.ā€
The report on the forensic audit which was conducted by Chartered Accountant Chris Ram showed that in some cases, the hog of the Unitā€™s funds went to the PPPā€™s failed Fibre Optic Cable from Brazil and the One Lap Top per Family project. Sharma said that he found this to be ā€œvery strange and downright deceitful.ā€
The fibre optic cable which was started in 2011 was intended to bring another source of internet connectivity to Guyana. It should have been completed by 2013, but turned out to be a major embarrassment for the previous administration, after it faced delays due to damage and other technical issues.
It was part of a bigger initiative to advance Guyanaā€™s e-governance drive and equip 90,000 poor families with laptops and link state agencies into a network.
Dax Construction Company was contracted earlier this year by the previous Government to repair the damaged cable and bring it into operation, in exchange for a number of concessions and partial use of the internet connectivity.
The contract between Dax and the PPP/C was for an initial 25 years with an option to extend it for a further 15 years.
The contract also said that Dax Contracting Services would  be provided with tax exemptions and incentives, including but not limited to tax holidays, remissions, tax waivers and duty free concessions on equipment, spares, tools and vehicles. The vehicles would be two SUVs, and three four-door pick-ups, renewable three years for the next 40 years.
To add insult to injury, the then government had agreed to pay Dax for specific emergency maintenance.
The contract signed between Dr. Roger Luncheon and Faisal Mohamed has been described as the most generous giveaway package, worse that the Sanata Complex in the run-up to the 2011 elections.
It also mirrored the giveaway of the radio frequencies done under the administration of former President Bharrat Jagdeo, during his last days.
Since the new administration took over, it ordered Dax to halt all its operations, bringing an end to the sweetheart deal the entity signed onto with the then PPP/C government.
The One Laptop Per Family and the E-Governance projects along with the Brazilian fibre optic cable initiative, reportedly cost taxpayers in excess of US$70M. Another fiber optic cable contained in a transmission cable laid by the Guyana Power and Light Inc. and stretching along the coast, reportedly pushed the final tally well past the US$120M mark.
ā€œIt is unbelievable that they (the NFMU) were hiding expenditure on these projects. It goes to show the kind of financial lawlessness that was allowed to take place at these agencies.
I just donā€™t understand how monies could be spent on these two programmes which had nothing to do with the Frequency Management Unit from the beginning. The auditor has already made it clear that about $100M has to be recovered in this regard for it goes against the financial regulations of the company,ā€ said the Junior Finance Minister.
Minister Sharma had said, ā€œThere was just no proper management at this unit. There were instances where you could see that they just lost out on millions of dollars worth in fees that they should have ensured they collected. There were some defaulters as well who the agency just took no action against.ā€
ā€œThey could have collected a lot more revenue but no. They allowed a lot of favouritism to take place and as such they lost, I would say, millions in revenue. They allowed their PPP boys to slip under the radar while others were called upon to pay their dues. In fact, they werenā€™t collecting from two of their PPP big boys for some time. It was a lot of unfairness that was going on at that agency.ā€
Kaieteur News had published on several occasions that the previous government caused up to five frequencies to be awarded to PPP family and friends which gave them the ability to operate Radio Stations with a national reach.
Some of these entities which received such special treatment under the previous administration  included  Bobby Ramroop, the best friend of former President Bharrat Jagdeo, Robert Persaudā€™s relatives and the then ruling partyā€™s Mirror newspaper company, along with E-networks and Quark communications.
The Head of the Frequency Management Unit is Valmiki Singh. Sharma indicated that the ā€œdisturbingā€ findings of the report prove that the mission statement is nothing but a ā€œnicely-worded declaration to fool the people of this nation when all along is a set of wickedness taking place.ā€
The Junior Finance Minster told this newspaper that the revelations of some of the forensic audits thus far vindicate the concerns the APNU+AFC had when it served in the opposition regarding the lack of accountability under the previous administration as well as the stench of corruption in some agencies.

NCN paid ā€˜ghost employeesā€™ $6.6M last year

OCTOBER 9, 2015 | BY  | FILED UNDER NEWS

A State audit of the 2014 financial statements of the National Communications Network (NCN) has confirmed that the entity doled out over $6.6M last year for staffers who were not even working there.

Rather, the 17 persons were stationed elsewhere, at the Office of the President (OP), under the administration of the previous Government, and were known as Media Monitors.

The draft report prepared by the Audit Office of Guyana red-flagged the situation of the Media Monitors. Auditors found that no officer from NCN was tasked with monitoring the works of this group and with making sure that they actually report for work. There were no explanations how the situation could have happened and on whose orders.

Sitting then on the NCN Board of Directors and working at the OP was former controversial Press Liaison, Kwame Mc Coy.

The findings would continue to raise questions about the management of NCN which has been racking up tens of millions of dollars in losses annually, forcing Government to lend cash assistance.

The coalition Government, while in Opposition, had complained bitterly about being refused equitable airtime. It had vowed to reform NCN and make it profitable. A new Board of Directors has been appointed and initial assessments found several abuse and possible cases of fraud at various levels.

ā€œAdditionally, the contract for one of the media monitors states that she should be paid a vacation allowance and gratuity for the services provided despite being a temporary employee. As a result, the company was left unaware of whether they were receiving value for the money expended.ā€

The discovery of the Media Monitors was made by the new coalition Government after they took office in May following General elections. The workers when questioned could not say exactly what they were doing at NCN.

Investigations revealed that the Media Monitors, under the administration of the Peopleā€™s Progressive Party/Civic (PPP/C), were tasked with responding to critics on social sites like FaceBook and in the Letter to the Editorsā€™ sections of the local newspapers. They reportedly created fake profiles and names to attack persons who raised issues that were seen to be bringing negative publicity to the then administration.

According to the draft NCN audit report, the management of NCN was unable to provide evidence in the form of an advertisement or interview selection and shortlisting for the Media Monitors which form parts of the normal requirements for employment at NCN.

As a matter of fact, it appears the employees were ghosts.

ā€œPersonal files were also not prepared for any of the persons employed as media monitors. As a result, the management of NCN may endure difficulty in the event of any disciplinary actions to be taken against any of the employees in question since a track record is not kept,ā€ the draft audit report said.

Also, persons who may have been better suited for the position were not given a chance since the circumstances surrounding the employment of the employees in question remain unknown.

Last year, NCNā€™s Salaries and Wages bill was $216M.

The State audit, according to the draft report, has been confirming worrying signs of apparent lawlessness.

Auditors found what appeared to be evidence of a major racket involving fuel for vehicles.

One vehicle, it was discovered visited a GuyOil gas station almost daily to fill up. Containers of gas were also collected.

The draft audit report, sent last month to Chief Executive Officer, Molly Hassan, found that NCN had no police clearance evident in the personnel files of 15 new employees for 2014, even though this is a requirement for employment at the company.

ā€œAs a result, persons of questionable background that could damage the image of the company may currently be in employment by the company. The contracts for two of the seventeen persons employed as Media Monitors during the year under review were not presented for examination. As a result, the terms of employment and payment details and penalties for breach of contract could not be ascertained.ā€

The Audit Office recommended that the NCN management investigate the matters and take corrective measures to have them resolved.

NCNā€™s coverage for its television and radio stations stretches across the coastlands and in some hinterland area.

Local entertainer, Dwidth Ferguson, on the run as ā€¦ Illegal drugs, gun smuggling operations smashed in Canada

A year-long international investigation into drugs trafficking and gun-running has resulted in the arrest of several persons in Canada. An arrest warrant was also issued for a popular Guyanese entertainer.

On the run is Dwidth Ferguson, 32, said to be a director of Hits and Jams Entertainment. That company is closely associated with Hits and Jams Television and 94.1 Boom FM radio station.

Canadian authorities said that he is suspected and wanted for importation of cocaine and possession for the purpose of trafficking.

During the course of the investigation, the project team worked closely with investigators from three other drug importation projects, who combined to seize a total of 123 kilograms of cocaine, worth a potential street value of US$12.2-million. Project MONTO investigators seized 22 firearms and $146,000 in Canadian currency. In addition, four vehicles were seized as offence-related property.

Ontario Provincial Province (OPP), Chief Superintendent Rick Barnum, during a press conference yesterday, unveiled details of the investigation and samples of the evidence seized during the year-long probe.

It was disclosed that 13 persons from Toronto, including Ferguson, were charged. Several of them have since appeared in Canadian courts on various charges.

They are David Blevins, 36, of Oakville; Jermaine Wilson, 38, of Mississauga; Sandra Lewis, 48, of Milton; Dainnia Cameron, 40, of Milton; Kenton Lnafhorne, 42, of Vaughan; Rionne Martelly, 38, of Milton; Donovan Brown, 44, of Oakville; Dexter Griffith, 43, of Toronto; Natasha Ruddock, 24, of Toronto; Rocco Petrucci, 49, of Toronto; Michael Robinson, 44, of Toronto and Fitz Prince, 63, of Toronto.

Investigators say that the arrested persons imported the illegal drugs and guns into Canada from Central and South America and the United States.

The investigation, dubbed ā€œProject MONTOā€, began in 2014 as an international Organized Crime Enforcement Bureau (OCEB) investigation into illegal drugs importation into Canada from Trinidad and Tobago, St. Lucia and Guyana and prohibited weapons from Florida.

Illegal and prescription drugs were then distributed from the Greater Toronto Area (GTA) to Newfoundland and Labrador.

Cash would go from Newfoundland and Labrador back to the Greater Toronto Area. Drugs were also distributed locally in the GTA upon arrival. Cash would be transferred to the source countries to purchase the drugs being imported. The illegal drugs being acquired and distributed consisted primarily of wholesale quantities of cocaine.

Some of the seized drugs.

At the news conference, Superintendent Barnum disclosed that Project MONTO was conducted by OCEB Drug Enforcement Unit in partnership with the Toronto Police Service, York Regional Police Service, Peel Regional Police, Royal Canadian Mounted Police (RCMP), Canada Border Services Agency (CBSA), Royal Newfoundland Constabulary (RNC), the United States Department of Homeland Security Investigations and the US Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Members of the OPP Emergency Response Team, OPP Organized Crime Enforcement Bureau and the Toronto Police Service Emergency Task Force (ETF) assisted with executing the search warrants.

Several search warrants were executed earlier this week at locations in southern Ontario, including the City of Toronto.

OPP said that the 13 persons were charged with 48 offences including charges relating to the Controlled Drug and Substances Act (CDSA) and the Criminal Code of Canada.

ā€œAnytime that we dismantle a criminal operation, we send a very clear message to criminals that police ā€“ regardless of jurisdiction ā€“ will continue to identify and aggressively pursue those individuals who continue to threaten the safety of our communities. Project MONTO again demonstrates how effective law enforcement is at working together to target criminality,ā€ Barnum said yesterday.

Guyana is a known trans-shipment point to the US and Europe for especially cocaine.

There have been an increasing number of busts in recent months with the establishment of the US Drug Enforcement Administration (DEA) office in Guyana.

Magistrate shifts Dr. Jennifer Westfordā€™s fraud case to November

PPP Member of Parliament and former Minister of Public Service, Dr. Jennifer Westford, was yesterday instructed to return to court on November 12, after her attorney was granted another adjournment date.

Former Minister of Public Service, Jennifer Westford

Former Minister of Public Service, Jennifer Westford

Yesterday was Westfordā€™s fourth appearance in the Georgetown Magistratesā€™ Court.
Her attorney, Neil Boston, was to have made an application to have the matter stayed indefinitely. Instead, Boston requested another adjournment date to address the court.
Police Prosecutor, Corporal Bharrat Mangru, had no objections to his request, which was granted by Magistrate Fabayo Azore.
Westford is currently facing four charges of attempted larceny.
The former minister was placed on a total of $800,000 bail after she pleaded not guilty to the charges. The charges alleged that between July 17, 2014 and June 23, 2015, she attempted to transfer eight state vehicles to four persons, including her husband, Gary Beaton, Osbert McPherson, Wayne Walker and Delroy Lewis.
Westfordā€™s former Chief Personnel Officer, Margaret Cummings, was also slapped with four counts of forgery.
Cummings also pleaded not guilty to four charges which alleged that she forged documents for the purchase of the eight motor vehicles. She has been released on a total of $1.2M bail.
So far, Westford and Cummings have been served with statements in relation to the charges.
Westford is the first high-profile member of the former government to face corruption-related charges.
The Ministry of the Presidency had filed an official complaint to the police in late July, after finding more than $120M missing from the bank accounts of the Ministry.
Investigators allegedly found more than $400M missing from the bank accounts. The police had dispatched a special team to the Ministry of the Presidency to examine records of the payments.
Several staffers, as well as former Minister of Public Service and her ex-assistant, Margaret Cummings, were questioned during the probe.
Investigators had initially looked at 2014 transactions at the Ministry but went back to 2012. The monies were transferred from the Office of the President and were to be used for training workers in the various regions. However, there was no evidence that the regions were in receipt of any money.

ā€¦if she returns to Guyana
In a country where killers are offered an airline ticket or given snow-cone money to ā€œtake outā€ people at the request of their rivals, a desperate mother of two is pleading with the police for protection.

Tejkumarie Jetto

Tejkumarie Jetto

She is worried that she might very well be a victim of such a hit if the police donā€™t act quickly enough.
The desperate woman made this plea after receiving a terrifying phone call in New York from her estranged husband, in Guyana, threatening to execute her if she returns home.
The woman, Tejkumarie Jetto, said that she called and reported the matter to the Skeldon Police Station early yesterday.
When contacted, a police rank who provided his name to his newspaper, confirmed that a statement was taken from the woman over the telephone.
He explained that because Jetto is not in the country, there is nothing the police can do.
ā€œFirst, if we go to the house and confront her husband, he will deny it so we advised her to stop at the station when she comes back and we will go with her to the house,ā€ the rank explained.
Jetto is currently seeking medical attention in the foreign country but claims that when she completes receiving her treatment, she will have to return home.
Jetto is the same woman, whose husband allegedly paid five men, to enter their Lot 42-26 Grant, 2757 Crabwood Creek, Berbice home on September 05, last to beat both he and his wife in a fake attack to influence the woman to stay in their unraveling relationship.
The fake robbers were allegedly instructed to inflict most of the injuries on her. She was beaten severely with a hammer to the head, arms, feet and even on her fingers.
The men had also ransacked the house and escaped with an undisclosed amount of cash to make it look like a robbery.
However, police, employing their intelligence methods, found out that it was the businessman who hired the bandits to beat him and his wife. He was remanded to prison along with two of the bandits but was subsequently released on bail.
In a telephone interview yesterday, the woman said that her husband wanted to paralyze her so that he could take over her business. She operates a general store at her home while her estranged husband is a taxi driver.
According to the traumatized woman, two days ago her husband called and informed her that if she returns to Guyana, he will have her killed. Now scared for her life, the woman said that she is travelling on a visitorā€™s visa and can only stay in the USA for up to six months.
Also, she added that she has to take care of her business which is currently being operated by her estranged husband and his relatives.
The woman said that her estranged husband is not interested in her but her property and she is sure that he would go to any extent to get his hands on her assets.
ā€œHe told the police that he wanted to paralyze me so that he would have taken care of me and then get my business. I am the one who does everythingā€¦ he gets up after 10 oā€™ clock in the morning,ā€ the woman told this newspaper.
Going back to what transpired early September, the woman said that the robbers hit her husband on his head and tied him up. They (robbers) then put him to lie down while they repeatedly beat her with a hammer.
According to the woman, when the fake bandits were tying her husband up, she was begging for his life but when they turned to her, he lay quietly on the floor without saying a word.
Kaieteur News was unable to contact her husband yesterday for a comment.

Bandits shoot bus driver, rob passengers

Shot bus driver: Firoz Ghani

Two young gunmen, posing as passengers, yesterday shot a route 32 bus driver in the back, before fleeing with valuables belonging to the other travelers during a brazen daylight robbery.
The incident occurred around 11:45 hrs at Flour Mill Road, Agricola, East Bank Demerara (EBD).
Firoz Ghani, 48, of Lot 332 Ruby, East Bank Essequibo (EBE) was shot once in the back by one of the armed men. He is currently a patient at the Georgetown Public Hospital Corporation.
According to information, two men boarded the minibus at Parika and asked to be put off at Flour Mill Road.
Just as the driver stopped at the requested location, one of the men pulled out a gun and instructed him to reverse.
Ghani allegedly tried to drive off when the gunman shot him. The bullet passed through the back of the driverā€™s seat and struck him in the back.
The armed men allegedly grabbed the passengersā€™ valuables before fleeing into Flour Mill Road.
The father of two was rushed to the hospital in a taxi by his son, who was the conductor of the minibus.
When this newspaper visited the hospital yesterday, Ghani was in the Accident and Emergency Unit being prepped for surgery.
His son, Rafael Ghani, explained that he and his father were loading the bus at Parika when the two men entered. He said that they thought the men had come from the interior.
ā€œWhen we reached at Agricola, they said they coming off at Flour Mill Road so when my father stopped, one of them grabbed the passengerā€™s bag who was sitting next to me and the other one, who was in the third seat, pulled out a gun,ā€ the younger Ghani said.
He added that the bandit with the gun, instructed his father to reserve into Flour Mill Road.
ā€œLike he (shot driver) didnā€™t see the gun and he tried to drive off but I shout and tell he to stop because the man got a gun. When my father stopped, he shoot him and then grabbed some valuables for other passengers and they run away,ā€ the conductor explained.
Someone who was passing at the scene, in another minibus at the time, recalled seeing a man with plait-hair, holding a gun in his hand and running behind another male into Flour Mill Road.
The amount of money and valuables, the men escaped with, is still to be confirmed.
Early last month, 17-year-old Abdul Kareem Shivrattan was shot in the chest while trying to assist passengers who were robbed at gunpoint when the minibus they were traveling in, stopped at Flour Mill Road.
At that time, the two bandits had boarded the minibus at Diamond.

PPP Govt. hid satellite uplink equipment in NCN storeroom

OCTOBER 11, 2015 | BY  | FILED UNDER NEWS
Former President Bharrat Jagdeo

Former President Bharrat Jagdeo

ā€“ paid Ramroopā€™s TVG millions monthly for Learning Channel

In a major development this week, the Office of the Prime Minister (OPM) has launched an investigation into the discovery of special satellite uplink transmission equipment that has been sitting unused in boxes at the National Communications Network (NCN) Headquarters for the last two years.
During those two years, the Donald Ramotar administration released tens of millions of dollars to Television Guyana (TVG), a company controlled by Dr. Ranjisinghi ā€˜Bobbyā€™ Ramroop, for transmitting the Learning Channel across the country. But all the time NCN had the capacity to do so.
Ramroop is a close friend of former President Bharrat Jagdeo under whose watch the Learning Channel was started up.
The present coalition Government, when they were in the Opposition until the May 11 General and Regional Elections, had accused the previous administration of deliberately positioning TVG and Ramroop to receive $3.6M monthly ($43.2M annually) for transmitting the signals.
Why NCN did not install the equipment since acquiring it in 2013 is what officials at OPM want to know now.
The matter has reportedly also been brought to attention of the Cabinet of Ministers.

TVG boss, Dr. Ranjisinghi ā€˜Bobbyā€™ Ramroop

TVG boss, Dr. Ranjisinghi ā€˜Bobbyā€™ Ramroop

According to NCN officials familiar with the investigations, the new David Granger administration had been reviewing the contract with TVG and recently approved $23M for the purchase of transmission equipment for NCN so that it can take over the satellite uplinks for The Learning Channel.
This was before the Cabinet of Ministers received the shocking news that all the required equipment, to the tune of millions of dollars, had been already purchased by NCN since 2013, and were still in its unopened boxes at the NCN Homestretch Avenue headquarters.
Deliberate?
ā€œWhat this means is that the previous government had been knowingly paying $3M a month to the Ramroop Group (owner of TVG) when these monies could have been paid to NCN instead,ā€ an incensed senior Government official said yesterday.
It is understood that the NCN management did not inform the new Government of the equipment it had on hand. It was only discovered when a former staff tipped off senior officials and an investigation was launched by OPM, which has the portfolio for public information and oversight of the state media.
The disclosures would continue to raise serious questions over the management of state agencies and assets by the previous administration of the Peopleā€™s Progressive Party/Civic.
NCN itself had been described as a hotbed for corruption and fraud with evidence emerging that the previous Government frequently interfered in the day-to-day operations.
In April 2011, months before he ended his constitutional two terms in office, Jagdeo announced the launch of The Learning Channel.

Former Minister of Education, Priya Manickchand

Former Minister
of Education,
Priya Manickchand

That same month, the then Government also announced that it will be using Cable Channel 80 as The Learning Channel for broadcasts in the city and its environs. Different channels are being used for outlying areas.
The juicy deal with TVG was not made known until two years later, in April 2013, when former Minister of Education, Priya Manickchand, in response to questions by then Opposition MP Jaipaul Sharma, disclosed that $3.6M was being paid monthly to Jagdeoā€™s best friend.
Manickchand had said then that for The Learning Channel to send the signal to the satellite, it would have had to set up a commensurate service that would have required an initial capital outlay of US$150,000 ($30M) plus monthly recurring costs of over $4M in bandwidth rental and associated services.
She insisted that The Learning Channel was using ā€œthe only teleport capable of up-linking video-signals in existence in Guyana,ā€
She added that because the Learning Channelā€™s bandwidth is bundled with the bandwidth of TVG they are able to negotiate better rates from the satellite operators.
It was widely believed that Ramroop, coincidentally, moved to establish his satellite uplink ahead of the 2011 launch of The Learning Channel.
Contract to End
Last month, Minister of Education, Dr. Rupert Roopnaraine, indicated that Ramroopā€™s contract comes to an end in December and that his government had no intention of renewing it.
The Minister had noted that The Learning Channel is not being accessed all over the country as it was intended to. He added that NCN is already able to reach all across Guyana so he can see no problem with NCN being able to fulfill this mandate once the other facilities are put in place.
The Alliance For Change (AFC), which forms part of the Government coalition, had made it clear that it is convinced that the TVG deal for $3.6M monthly, was one of the many schemes by Jagdeo to further enrich his close friend.
TVG, it has been reported, collected $70M in 2011 for the transmission of the channel throughout the country, using a dish network receiver system for remote communities.
The Learning Channel is described as a non-commercial, apolitical educational television broadcast network, focused on education, since it started up on April 2011.
It has been producing local programmes including Maths lessons and broadcasting them.
These latest developments surrounding The Learning Channel and its arrangements with TVG would call to mind the drug storage facility that was controlled by New GPC, another company owned by Ramroop.
Government had been paying millions of dollars to rent a facility from New GPC before the shady deal was brought to light.
Several of Ramroopā€™s companies have reportedly benefited, under questionable arrangements, from billions of dollars in contracts and even state properties over the years from the PPP/C governments.
Opposition MPs, questioning Ministry of Health officials a few years ago, were shocked to learn that New GPC which was supplying drugs to the then Government was being paid to store it.
A new storage facility has since been built in Diamond, East Bank Demerara.

After a lull in crime, the action picks up again while Ramjattan twiddle his thumbs and display Jaguar skin in his office. Meanwhile Granger plan to increase the military to fend out external enemies and give his ministers 50% raises when the emphasis should be on apnu/afc supporters who rob and kill.

RK guard shot, robbed of millions ā€¦while escorting cash from Balwant Singhā€™s Hospital

A GUARD attached to a private security service was yesterday afternoon shot and robbed of cash he and a co-worker had just uplifted from the Balwant Singh Hospital near East and Middle Streets. The Guyana Chronicle was told that two RK Security guards who were escorting a bag of money in a company vehicle, were robbed after coming under fire by armed bandits near the former Crown Taxi Service, where a man had fatally shot five persons before killing himself almost two years ago.
Efforts to gather information on the incident from Roshan Khanā€™s Security Service and the Balwant Singh Hospital proved futile. However, ā€˜Aā€™ Division Commander Clifton Hicken disclosed that two guards were transporting money from that hospital and had just driven off with the cash when the robbery took place.
Hicken said he had not received information about the name of the wounded man nor the sum of money stolen.
Meanwhile, Online news outfit Demerara Waves yesterday evening carried an urgent appeal for donations of O-Negative blood to help save the life of the Roshan Khan security guard who was shot by bandits near Balwant Singh Hospital, identifying him only as 25-year-old Mr. Trotman.
According to reports, the injured guard was driving the vehicle at the time he was shot in his shoulder, and walked to a city hospital just after the incident.

An eyewitness told this newspaper that around 13:40hrs, the guards had just picked up the money at the Balwant Singh Hospital and were heading towards Middle Street when gunshots rang out. He said he saw two or three gunmen approach the vehicle and shatter the windscreen with gunshots before demanding the money.

Said he, ā€œI heard about six shots, and at first I thought it was squibs [fire crackers]; I did not realise it was a robbery until I heard one of them say, ā€œPass the bag, pass the bag,ā€ about three times. I am not sure how much money it was, but I know they took a bag of money.ā€

Several taxi drivers were on the parapet just opposite where the robbery took place at the former Crown Taxi Service location.
Some ran, while others took cover by dropping to the ground when the shots rang out, as the bandits shattered the right-side windscreen of the car at the driverā€™s end, took the bag of cash and made good their escape west along Middle Street on two motorcycles.

The shot man drove the vehicle across Middle Street before stopping; and exiting the wagon, he walked in the direction of a city hospital.
The witness said about seven minutes after the robbery, a policeman on a motorcycle arrived on the scene.
When the Guyana Chronicle arrived around 14:27hrs, the damaged car was parked in front of a building on the corner of East and Middle Streets and a few persons were on the scene, including officials from RK Security Service.
Hire car drivers were gathered just across the street close to the scene of the robbery and a trail of blood was evident along the road from where the shooting took place to where the wounded man drove and parked the vehicle.
The shot security guard was already taken to a city hospital, while the other security guard wearing a bulletproof vest over his uniform sat in a silver-coloured car speaking with police. A few minutes later he was escorted to a police vehicle and taken away from the scene.
In the same vicinity in November 2013, miner Deryck Kanhai went berserk and shot dead Police Lance Corporal 20293 Michael Forde, Constable 18053 Sherwayne Pantlitz, 38-year-old Vanessa Vyphuis of North Ruimveldt, a dispatcher at Crown Cabs Taxi Service, which was at the time headquartered in the bottom flat of his house, and 75-year-old security guard Hugh Paul, popularly known as Bonny.

Kanhai had also wounded a taxi driver attached to the service in a fit of rage that reportedly erupted after his 25-year-old lover had walked out on him a week before.

BUSINESSMAN Kevin Jordon went on trial on a two-count indictment for committing unnatural sex acts on a schoolboy on November 2 and November 7, 2007.But last night, a Demerara Criminal Assizes jury found the 56-year-old Broad Street businessman not guilty of the first count on a 10 to 2 majority verdict, but guilty on the second count by a majority 11 to one verdict.
Defence counsel Mr. Neil Boston referred to the guilty verdict in the second count as ridiculous, on the grounds that the jury had disbelieved the boyā€™s story on the first count. Boston however supported the call for a probation report to be delivered on October 30 when sentence will be passed.
Jordon, called ā€˜Caieā€™, had pleaded not guilty resulting in a 12-member jury being empanelled to try his case.
State counsel Ms Orienthia Schmidt and Ms Stacy Goodings conducted the case for the prosecution.
They urged the jury to find that the accused had offered the boy edibles as a means of committing the offence.

Bandits nabbed after robbing pastor, churchgoers in two separate attacks ā€“cops recover .357 Magnum, .32 pistol

BANDITS seem to have no qualms about robbing churchgoers, as last Sunday, a traditional day of worship, the Pastor of the Universal Church at Meten-Meer-Zorg, West Coast Demerara (WCD) and two Meadow Brook women were robbed in two separate attacks.According to the police, at 20:00hrs Sunday night, Pastor Dillip Bikhari of the Universal Church at Meten-Meer-Zorg, WCD, was in the process of closing the church when he, along with Brazilian Andrea Santos and two other church members, were attacked and held up by three men armed with handguns.
The men took away about G$400,000, three cell-phones, US$1,000 in cash, and a laptop computer and escaped. The police responded to the report and were able to arrest one of the suspects in the Meten-Meer-Zorg area in whose possession was found an unlicensed .357 Magnum revolver, one of the stolen cell-phones, and the stolen laptop computer. He is in police custody, assisting with the investigations.
Police also apprehended another suspect, who was taking food for the one in custody. He was positively identified by the pastor as one of the bandits who had attacked him.
Meanwhile, on the same day, a man armed with a handgun confronted two women at Waini Street, Meadow Brook, who were on their way to church, in an attempt to rob them.
The women, however, not only put up a fight, but also raised an alarm which caused residents in the area to come out, give chase and apprehend the suspect.
He was handed over to the police, along with the unlicensed .32 pistol with one round that was found in his possession. Police say that charges will be laid shortly.

The 50-year-old woman told this newspaper that it was the first time they went to sell fish in the Non Pareil area and they had only made one sale of $1,000 but had an additional $3000 when she was robbed.
She explained that they were moving along on the donkey driven cart which was led by her husband while, she was sitting at the back in the tray when she encountered a young man on a bicycle.
The woman added that she thought he asked them to stop but he did not and he came up to her and started to shoot without saying anything.
The robber just pulled out a gun and began discharging bullets indiscriminately at her and she put up her hand to shield her head when he shot out her ring finger.
She started to bleed profusely and the bandit put his hand in her pocket and took out the money she had and left.
The fish vendor stated that when the bandit started to shoot, her husband tried to act by arming himself with a chopper but the robber continued shooting but residents heard the gunshots.
As a crowd grew the lone gunman jumped on his bicycle and fled the scene.
Ramgobind said she was first taken to Vigilance Police Station then to Dr. Leslie Carter after which she was referred to the Georgetown Public Hospital Corporation (GPHC) where she underwent a surgical operation.
She explained that a re-attachment was not successful as such she has lost some feeling to that hand and her remaining fingers as well.

She said, ā€œWhat will I do for a living now? We had that donkey and cart and decided to use it to sell fish and look what happened. How do I move on from here?ā€
A week before that incident, Ramgobind told this publication that she was robbed at her home while she was alone some men came in her bedroom and placed a knife to her neck and demanded she hand over the ā€œbox money.ā€
She stated that she had collected $100,000 and had some other money at home which amounted to $230,000 ā€“ all of which was taken.

Ramgobind used to sell fish one-day per week at Mon Repos Market, also on East Coast Demerara.
She disclosed that after the robbery she visited the Vigilance Police Station where she was taken on an identification parade where eight young men were displayed.
Ramgobind said she did not recognise any of them as the gunman who shot and robbed her. (Michel Outridge)

  • rape cases up by 19 percent

A great 117 murders, 896 armed robberies and 224 reported cases of rape are the latest statistics released by the Guyana Police Force.
The statistics suggest that the Force may be losing ground in its bid to curb serious crimes.
The Forceā€™s Public relations Department stated that 114 murders were recorded at the end of September 2015, in comparison to 109 murders at the end of September last year, an increase of five percent.

There was a one percent drop in cases in which robberies were committed with other instruments; 283 this year as against 285 last year.
The release stated that the force recently published incorrect statistics in relation to rape.
ā€œFollowing advice received from the Police Legal Advisor, it was recognised that there was a flaw in the recording process for the offence of rape.
ā€œThe statistics have since been adjusted and reveal that there has been an increase of 19 percent in the number of reports of rape, with 224 reports at the end of September this year compared to 188 for the same period last year.
Break and enter and larceny and burglary have shown an overall increase of 14 percent.
Unto the end of September this year, police recovered 89 illegal firearms, including one sub-machine gun, 47 pistols, 24 revolvers, 10 shotguns, six rifles and a pen-gun. In contrast, 60 illegal firearms were recovered during a similar period last year.

There were also decreases in the serious and minor categories of road accidents, and a six percent increase in accidents in which vehicles were damaged.
Of those who perished, 31 were pedestrians, eight were pedal cyclists, 23 were motor vehicle passengers, 13 motor cyclists, 11 drivers, three pillion riders and one who was being towed on a bicycle.

Even their stronghold in Linden is not immune from criminal activities. The afc/apnu supporters want a piece of the pie and now resort to robbing each other as govt only increase minister salaries.

Increase in break and enter, larceny offences in some areas in Linden

ā€“ residents urged to be vigilant

As complaints continue to mount by residents of Linden, Region 10 (Upper Demerara-Berbice) of an increase in the number of break and enter and larceny committed on the homes in the Wisroc ā€˜New Schemeā€™ area, residents are being urged to be more vigilant and report any suspected activity. Speaking on the issue, E Division (Linden-Kwakwani) Commander Calvin Brutus confirmed some recent cases of break and enter, larceny and burglary.

ā€œā€¦ What weā€™ve noticed is a shift in operations, because it was predominantly in Ameliaā€™s Ward. It has subsided in that area since we havenā€™t had any (break-ins) in a long time. It has shifted now to the Wismar shore. Weā€™ve noticed some areas where this has been popping up ā€“ Wisroc ā€˜New Schemeā€™, Block 22, Canvas City area, and to some extent, at the back of Blueberry Hill and at the One Mile/Half Mile areas. Not in alarming numbers, but we see the shift.ā€

Brutus added, ā€œWhat we are doing is that we are incorporating the station patrols during the early hours of the evening. We have some persons being charged for these offences, while some are still undetected. As information comes in, we keep updating and carry out our investigationsā€, he stated.
The Commander further stated that some perpetuators have not been charged due to lack of fingerprints, eyewitnesses and confessions, adding that there may be persons charged with other offences who may have been involved in those unsolved break and enter and larceny cases, but due to lack of evidence, they may not have been charged. However, he assured that thorough investigations are being carried out.

Additionally, Brutus stated that there has been an increase in armed anti-crime unit patrols in the evenings, since it has been observed that most offences are committed in the wee hours of the morning while persons are asleep. ā€œWe are interviewing persons as we bring in suspects. We are profiling them. Weā€™ve interviewed some persons. Weā€™ve had some people being charged for these offences already.ā€

Juveniles implicated
Brutus said presently there is a juvenile on the run for the offence of break and enter and larceny while another was apprehended last month. A third was also recently charged for robbery under arms.

ā€œThen there were two youths, twins, one was found with an unlicenced .32 semi automatic pistol in a school bag as recent as week before last, right there on Wismar. Weā€™ve had one juvenile also being charged for break and enter and larceny and weā€™ve had five being charged for simple larceny. All are below the age of 16ā€.

Brutus said in cases where juveniles are found to be loitering on the streets at nights, his Division lacks the capacity to deal with that situation on its own; however, in such cases, the Social Protection Ministry would have to become involved.

Citizensā€™ involvement
ā€œWhat I would encourage persons in the community to do is whenever they notice strange activities, they should report it to the Police. During the day I am here at the office (Mackenzie Police Station)ā€¦ Let us know so that we can respond. All information about crimes in the community, they should share itā€.

Brutus made reference to the recent shooting to death of Lindener Shevon Gordon at her home in Block 22, Wismar, whereby he noted that the perpetuators were seen lurking in the area days before. He said that this was not reported until after the crime was committed. The Division Commander assured that should residents report such incidences; the information would be treated with the strictest level of confidentiality.

Further, the Police have reported that at the end of September, a total of 89 illegal firearms were recovered. These include one sub-machine gun, 47 pistols, 24 revolvers, 10 shotguns, six rifles and one pen-gun. Traffic statistics
As it relates to the traffic statistics, the Police Force has disclosed a total of 90 road fatalities from some 76 accidents have been recorded at the end of September, in comparison to 101 fatalities from 93 accidents for the same period last year. This represents a decrease of 18 per cent.

Airport bandit found in B/ce house with bullet wound

OCTOBER 15, 2015 | BY  | FILED UNDER NEWS

-accomplice remanded on birthday

A Plaisance man, who police are certain was among a gang of bandits that came under fire from the police last week, has been captured.
The 23 year old suspect was nabbed in a house at Tucber Park, New Amsterdam, Berbice, yesterday. At the time he was being treated by a woman for a gunshot wound to his upper hand.

 Shawn Thom

Shawn Thom

Crime Chief Wendell Blanhum told this newspaper that the police of the Criminal Investigations Department headquarters, Eve Leary, acting on intelligence obtained, went to Berbice where they found the suspect.
The woman, who happens to be the suspectā€™s girlfriend, has informed police that the suspect had told her that he was shot by the police in Georgetown.
She was also taken into police custody to assist with the investigations.
Investigators say that the wounded man was in a gang that trailed a car load of passengers from the Cheddi Jagan International Airport with the intention of robbing them. However their plans were thwarted when they were intercepted by ranks of the Guyana Police Force.
There was a shootout and the driver of the bandit car who was also wounded, was arrested.
At the time, the police were apparently not aware that another suspect was wounded. It was only after they received information about the suspect in Berbice that they realized how successful their operation was.
Meanwhile, the other man was yesterday remanded to prison, even as he celebrated his 37th birthday.
Former murder accused, Shawn Thom pleaded not guilty to three criminal charges when he appeared in the Georgetown Magistratesā€™ Courts before Magistrate Ann McLennan.
Thom, of Third Street, Alexander Village, is accused of discharging a loaded firearm at Prim Narine, a Detective attached to the Criminal Investigation Department (CID), with intent to maim, disable, disfigure or cause him grievous bodily harm, on October 7, at Kitty Georgetown.
According to Police Prosecutor, Corporal Deniro Jones, Narine was on duty elsewhere during the court proceedings.
It was alleged that on October 7, at Kitty, Georgetown, Thom allegedly had a .38 revolver in his possession when he was not the holder of a firearm licence.  Further, it was alleged that at the same location, the defendant also had three rounds of .38 ammunition in his possession.
The charges leveled against Thom stemmed from a recent confrontation between police and bandits, who are said to be part of a gang responsible for trailing and robbing incoming passengers from the CJIA. This matter comes up again on October 28, for report.
Thom, who told the court he is a taxi driver, had no legal representation.
During the brief afternoon court session, Thom took the opportunity to raise concerns about his health with the Magistrate.
He explained that since he was discharged from the Georgetown Public Hospital Corporation (GPHC) a few days ago, he has not been receiving medical attention.
Thom pointed out that upon his discharge from the GPHC, nurses had told him that his injured right foot has to be dressed daily. However, he said that he has not been seen by a medical professional since his discharge.
In addition, he told the Magistrate that today (yesterday) was his birthday.
Before the Magistrate made an order instructing that the defendantā€™s injured leg be treated every day, she wished him a happy birthday.
According to reports, last Wednesday the off duty cop had gone to the CJIA to pick up a relative, when he noticed a yellow IST following him all the way from the airport.
It was reported that the rank contacted his colleagues, informing them about what he had noticed.
Kaieteur News understands that the police turned up close to the rankā€™s home in Kitty and waited for him to arrive from the airport. When the rank arrived in front of his yard, a car with three men stopped a corner away from his home. Two of the gunmen reportedly exited the vehicle and were liming at a bridge, while one remained in the car.
The gunmen and the police exchaned heavy gunfire, which left Thom injured. The other two gunmen managed to escape, leaving a weapon behind. Police are still on the hunt for another suspect.

Apparently the gun amnesty did not work as we see career criminals still terrorizing the nation. Many of these young men were armed for political purposes by the opposition when the PPP was in power. Granger is having difficulty taking back the guns from his supporters.

23-year-old remanded for robbery under arms

A man was on Wednesday remanded to prison by Magistrate Alex Moore in Court 10 of the Georgetown Magistratesā€™ Courts after he appeared before him charged with robbery under arms and possession of a gun and ammunition.

Oliver Ridley, 23, was not required to plead to the indictable charge which read that on Sunday, October 11 at Meadow Brook, Georgetown, he attempted to commit a felony; that is while being armed with a gun, he attempted to rob Yonnet Nurse.

He also denied the allegations which read that on the same occasion he was found in possession of a .32 pistol and one live matching round of ammunition without being the holder of a firearm licence.

The particulars of the charges were not revealed in court. Bail was denied and the accused was remanded to prison and will make his second appearance on November 12.

Man shot, car hijacked by gunmen in Sophia

A taxi driver was admitted to the Georgetown Public Hospital on Thursday evening with a gunshot wound to his back, which he sustained during a robbery at A Field, Sophia, Greater Georgetown.

Colin Ageday, 53, of Golden Grove, East Bank Demerara, was shot to the back after he was attacked by two armed men who subsequently relieved him of his Silver Grey Toyota Premio motor car bearing registration number HC 3612.

Guyana Times understands that the taxi driver dropped off a passenger in A Field, Sophia, and was on his way out of the community when he was attacked by the two armed men.

He reportedly put up a fight and one of the men discharged a round, hitting him to the back. The men then removed the injured Ageday from the car and left him on the roadway. Based on information received, residents heard the gunshot and looked out to enquire.

It was at that time that Ageday was seen lying on the roadway shouting for help. He was picked up and rushed to the Georgetown Public Hospital where he was admitted. He reportedly told Police ranks that the men were not wearing masks and that he can identify them.

Police have launched an investigation into the incident, but up to late Friday afternoon, the car was not recovered.

Having secured the CCTV footage from the Demerara Harbour Bridge, the Guyana Police Force is now on the hunt for two suspected motorcycles thieves.
The two men reportedly visited a Schoonord, West Bank Demerara, manā€™s home while he was away at work on Monday last, having left his motorcycle in his yard.
The man who asked that his identify be withheld, told this publication that on Monday last when he returned home around noon, he discovered his motorcycle missing. Its ignition switch had been dislodged and left lying on the ground.
He told Kaieteur News that when he discovered that the bike was missing, he enquired of his neighbour. The neighbour, he said, informed him that there were indeed two men in the yard doing something with the motorcycle.
The man said that his neighbour told him that he was under the impression that it was a mechanic sent to repair the motorcycle.
This was not the case as the men allegedly ā€˜hotwiredā€™ the motorcycle and made off with it.
Both men reportedly went to the Schoonord WBD residence on one motorcycle with one of the thieves as a pillion rider.
The man said that after he realized what had transpired, he immediately made a report to La Grange Police Station after which he went to the DHB authorities to seek if he could obtain the CCTV footage which he did.
In the CCTV footage the men were observed crossing the Demerara Harbour Bridge heading towards the West Bank, while on a motorcycle with no number plates but on the return trip they were using separate motorcycles including the stolen one.
This has since been turned over to the police to assist with their investigations.

Police in Berbice are looking for two men who they believe can provide vital information into the robbery of a West Coast Berbice family on Saturday morning.

In a release Police said that about 01:30h on Saturday, Umgrie Parmanand, 55, of Bath Settlement, West Coast Berbice, Region Five (Mahaica/Berbice), was aroused by the sound of persons in his home.

The release said the men, one of whom was armed with a firearm, had entered the home through an opened window and held up Parmanand, his wife Chandroutie, 54, and son Latchman, 26, during which Latchman was shot to his left foot.

Both of the bandits had their faces covered with hand kerchiefs.

The intruders demanded all the gold and money: ā€œMe say me na gat gold and money, and he take one baton and he start lash me on me headā€¦ An when me start holler me wife get up and they lash she one lash an she fall down.ā€

Parmanand had several sutured wounds to his head while his wife had one to the ear.

They carry away more thing; up to know me na know all wah gone.ā€

Baby shot dead ā€“ by man dumped by granny

A MAN scorned, who knows his way around guns, yesterday paid his ex-lover a visit, in spite of a restraining order against him, and made good on a threat heā€™d earlier made. Having promised heā€™d make her rue the day she left him, he fulfilled it by pushing his hand through a grilled window of her Annandale, East Coast Demerara home, and, taking careful aim, shot dead her infant grandchild, and injured her 12-year-old daughter before fleeing the scene in a waiting blue motorcar.

Twelve-year-old Ashley Wellington

Twelve-year-old Ashley Wellington

Dead is one-year-old Ariane Gill, who was shot in the back in the region of the upper left shoulder. Her 12-year-old aunt Ashley Wellington, a student of Covent Garden Secondary, was shot twice in the left leg, and has since been admitted to the Georgetown Public Hospital Corporation (GPHC).

A tearful Shenay Northon holding the restraining order against her attacker

A tearful Shenay Northon holding the restraining order against her attacker

Their assailant has been positively identified as 45-year-old Marc Angoy, who operates a business in the interior and is also involved in mining activities. A former member of the Guyana Defence Force (GDF), Angoy was several years ago charged for murder but was later acquitted.
Reliving the incident to the Guyana Chronicle, Shenay Northon, the woman at the centre of the tragedy, said:
ā€œIt was about 1:30 pm; we were at home. The front door was locked, and the back door was locked; my big daughter was inside cooking, and Ashley and Ariane were in the living room watching TV. I was inside taking a rest; and then I hear these shots start going off.ā€
Springing to her feet, she went to see where the gunfire was coming from. ā€œI see Ashley with Ariane in she hand, running to the back of the house; and I see Marc at the window with the gun in his hand just shootingā€¦
ā€œWhen we run into the bathroom for cover, I see Ashley foot bleeding; then when I look at she foot, I see two shots. When I check the baby, I see a shot in her back and like she was black-out.ā€
Hysterical by then, the mother of six said she ran outside of the house, and was just in time to see the shooter dashing up the road, and hopping into a waiting blue car.
She then grabbed the children and ran to the upstairs apartment, the tenant of which offered her the use of their land-phone to call a taxi to take the injured children to the Georgetown Hospital.
Noting that theirs had always been a tumultuous relationship, particularly in the last three years, Northon said the reason she left Angoy was because of the constant abuse she suffered at his hands. ā€œI left him because of abuse in every way possible: physical, mental, verbal, emotional; every way possible,ā€ she said.

The now wanted Marc Angoy

The now wanted Marc Angoy

At one point, she said, things became so unbearable, she was forced to take out a restrainging order against him. That was back in August, after ending the relationship.
Looking back, she said heā€™d always threatened to get even with her. ā€œHe told me on October 7, when I went up back in the interior, that he is going to hurt the closest thing to me; when he saw me the same day at the river corner, he had a cutlass. He told me he will hurt the closest things to me, and chop me up and kill me; and that how I will live with pain for the rest of my life.ā€
After the encounter, Northon said she made a report at the nearest police station, but that didnā€™t stop Angoy from pursuing her. When he wasnā€™t abusing her verbally, heā€™d send her text messages saying what heā€™d like to do to her.
The reason she came home from the interior last Thursday, she said was because of a court matter they have pending. She also came because she knew that the children were afraid to stay by themselves in Annandale, because of the threats.
ā€œI know my children were scared to stay at the home in Annandale, because they know he was in town; so I decided to come home, too, because I couldnā€™t leave them on their own,ā€ she said. They even slept on occasion at relatives in Buxton.
Theyā€™d just come home yesterday to clean and wash up before going back to Buxton when the incident occurred.
She said the reason Angoy targeted those two particular children was because he knew how much she loved them; how close they both were to her heart.

A tearful Shenay Northon holding the restraining order against her attacker

A tearful Shenay Northon holding the restraining order against her attacker

ā€œI normally call her ā€˜Princessā€™; and he know I care a lot for these twoā€¦ā€ Northon said, adding:
ā€œWe tried patching up the relationship many times before, but he is very abusive. He even smoke cocaine in the house, and because of his behaviour towards me, my children could not stand it and they moved out.ā€
Stressing that she could not live without them, Northon said she made up her mind once and for all to sever the relationship and make amends with her children.
ā€œHe called my 12-year-old daughterā€™s phone 17 times Friday morning; he constantly terrorises us after the separation,ā€ she said. ā€œI even left him with my shop in the interior, and with the help of my son, I opened a new shop recently. He even sabotaged my generator I purchased from Silvies store; he filled the oil pump with sand,ā€ she added.
According to the tenant who lives in the apartment above Northonā€™s, she heard three loud reports, but thought it was squibs because the Christmas season is fast approaching.
But on peering out the window, she saw a man fleeing up the street. That man was no doubt Marc Angoy.

This newspaper was informed that up to late last evening the suspects were being held at the Turkeyen Police Station.
On Thursday night last someone called a taxi service base in Kitty, Georgetown and requested a car in ā€˜Aā€™ Field Sophia.
When Ageday showed up, two men entered his car and requested that he drive along Dennis Street to pick up another individual.
When the taxi driver arrived on Dennis Street, the men stuck him up and robbed him.
They then pushed him out of the car, shot him and made good their escape with the vehicle.
Ageday is hospitalized in the High Dependency Unit of the Georgetown Public Hospital Corporation (GPHC). He is said to be in a critical condition.

Female ā€˜king-pinā€™ snared in Essequibo, Berbice drug bust

A SEARCH on a house last Saturday at Perseverance, Essequibo Coast unearthed three kilos of cocaine and 38 grams of marijuana, following an intelligence-led operation.Three men and a woman have been arrested and are in police custody, assisting with their investigations. In addition, two other males were arrested in a simultaneous operation in Berbice that was interrelated.
According to reports, investigators targeted a well-known ā€˜drug houseā€™ which supplies a wider drug trafficking network responsible for distribution within various communities in Guyana.
Police from Georgetown, who visited Essequibo to support ā€˜Gā€™ Division ranks, saw the arrest of a woman who is known as a major player in the drug operation. She was identified as Laurna Scott, and had been on the law enforcement radar for a long time.
The operation was monitored over several months, following which intelligence revealed that the woman was responsible for supplying cocaine and other illegal substances to the Berbice district. Consequently, there was a simultaneous search of a house in Berbice where other persons connected to the drug operations were arrested.
The woman and her male accomplices are in custody at the Criminal Investigation Department (CID) in Georgetown assisting with the ongoing investigations.
Last week, four Guyanese nationals were nabbed in a major drug operation by officers attached to Drug Squad of the Royal Grenada Police Force, resulting in the seizure of a quantity of cocaine, ammunition and firearms.
This year has seen a large number of drug busts with cocaine being found in a range of export commodities, Meanwhile, a long-awaited permanently-staffed United States Drug Enforcement Administration (DEA) office will be set up here by mid-January next year.

Five remanded after Essequibo drug bust

OCTOBER 20, 2015 | BY  | FILED UNDER NEWS

Five persons who are said to be a part of a local drug ring were yesterday hauled before the Georgetown Magistratesā€™ Courts, after the police allegedly busted them with over three kilos of cocaine and a large sum of local and foreign currency in a house on the Essequibo Coast.
Appearing before Chief Magistrate Ann McLennan were Gordon Williams, 52, of Lot 25 Sea Street, Lima Essequibo Coast; Marlon Scott, 28, of 503 Respect Street,  Onderneeming, Essequibo Coast; Dennis Mohabir, 50, of Shell Road, Kitty, Georgetown; Damyone George, 34, a taxi driver, of 875 Second Phase Sand Pitt, Onderneeming, and Lorna Scott, 49, of 25 Section C, Lima Essequibo Coast.
It is alleged that on October 17, last, at Perseverance, Essequibo Coast, they had 3.84 kilograms of cocaine in their possession for the purpose of trafficking.
Further, it was alleged that on the same day, at Perseverance, Essequibo Coast, Williams had 23 grammes of cannabis in his possession for the purpose of trafficking. And it was alleged that on October 17, at the same location, Marlon Scott had 30.5 grammes of cannabis in his possession for the purpose of trafficking. The defendants each pleaded not guilty to the charges.
Police Prosecutor, Corporal Deniro Jones told the court that on the day in question, around 16:30hrs, acting on information, narcotics ranks from the Criminal Investigation Department (CID) conducted surveillance of a house at Lot 12 Perseverance, Essequibo Coast.
The ranks after gathering enough information, proceeded to the premises where they conducted a search in the presence of the defendants, who were found sitting inside.
The cocaine was found on a coffee table along with US$4010 and $258,800 in local currency.
Jones said that the police took possession of the cocaine and money and made further checks in the home. The ranks searched a bedroom occupied by Lorna Scott and Willams, where they found 23 grammes of cannabis under a pillow. Another 30.5 grammes of cannabis was found in Marlon Scottā€™s possession.
The defendants were all shown the drugs found, told of the offences committed, arrested and cautioned. Prosecutor Jones said that Williams told the police that he was caught with his pants down and offered them a bribe.
Attorney Glenn Hanoman made a bail application on behalf of Williams. The lawyer argued that when the alleged narcotic was found his client was in bed recovering from a broken ankle.
Hanoman added that the five persons were all in the building when the alleged narcotic was unearthed. He pointed out that the building is occupied by several persons, while highlighting this as a special reason for Williams to be granted bail.
In addition, the Attorney attested that his client never provided the police with a confession statement.
Attorney, Mark Waldron represented Lorna Scott. During Waldronā€™s bail application he told the court that his client had been denying any knowledge in the matters from the time she was arrested. The lawyer explained that on the day in question, his client was stopped by the police and searched. Waldron pointed out that nothing was found in her possession.
Additionally, Waldron noted that the defendant is a reputable businesswoman in her community.
Both Attorneys argued that their clients were not flight risks and assured the court that they will attend all court hearings to prove their innocence.
The other defendants had no legal representation.
However, the Prosecutor objected to bail after underlining that no special reasons were presented by the Attorneys to satisfy the court. This objection was upheld by the Magistrate, who subsequently remanded the defendant to prison until October 29.
This matter was transferred to the Suddie Magistrateā€™s Court.

Good Hope man found dead in home

The lifeless body of Shiraz Ali, 22, called Ameer of 2 Good Hope Railway Embankment, East Coast Demerara was on Monday found lying face down on the bed. It is suspected to be murder.

Dead: Shiraz Ali

Ali was discovered by his mother who went to check on him after calls to his mobile phone went unanswered.

Information reaching Guyana Times revealed that the dead man might have been murdered, since the Police have removed two knives, a hammer and several other items suspected to be the murder weapons. The hammer and the knives had what appeared to be blood stains. The Police also removed several cigarettes, which according to relatives, is a surprise since the dead man did not smoke.

A senior Police rank told this newspaper that the results of a post mortem examination will be the basis for their investigations.

The Police have questioned several persons including his neighbours. According to neighbours, Ali lived alone and was last seen on Sunday evening in his yard.

Crime Chief Wendell Blanhum on Monday said based on investigations it is believed that the perpetrator(s) attempted to burn the house following the murder.

He said several burnt electrical cords were found near the manā€™s body.

At the home of the dead man, his mother, Bibi Hamid was inconsolable as she sat in a hammock.

She explained that she lives in Berbice, Region Six, but suspected that something was wrong with her son since she had called him several times but her calls went unanswered.

The grieving mother said she subsequently called and asked her sonā€™s neighbours to go check on him but they too were unable to reach Ali.

She said she travelled to her sonā€™s home and found the door ajar. Her worst fear was confirmed when she went in and found her sonā€™s body with several marks about his body.

Hamid stated that her son visited her in Berbice on Friday last and left on Saturday to return to ECD. The aggrieved mother is now left with questions about her sonā€™s death.

The house was also partially ransacked but Guyana Times was unable to confirm if anything was taken.
Ali reportedly moved to the area a few months ago and leaves to mourn his parents and sisters.

Police on Sunday nabbed a Kitty, Georgetown, resident with an unlicensed .357 revolver and five matching rounds of ammunition.

According to reports, the man was stopped by Police along Alexander Street, Kitty when the unlicensed gun and ammunition were found in a bag he was carrying.

He was taken to the Kitty Police Station where he was questioned.

Over the past weeks several persons have been busted with unlicensed firearms and ammunition despite the Gun Amnesty programme. The initiative was launched as a means of allowing persons in possession of illegal guns and ammunition to hand them over without fear of prosecution.

Police have since said they have recovered a total of 186 firearms and more than 1800 rounds of ammunition during the Amnesty period but have also confirmed that none of the guns were linked to any crime.

Gunman robs, terrorises Providence teen

A mother and her teenage daughter are now traumatised after they were terrorised by a lone gunman in the wee hours

One of the rooms that the gunman ransacked

One of the rooms that the gunman ransacked

of Tuesday morning at their Providence, East Bank Demerara, home.
According to reports, Elisabeth Thomas was at her Lot 856 New Housing Scheme, Providence home with her 15-year-old daughter when the lone gunman removed three louvers from a window to gain entry into her home.
Thomas told this newspaper at about 02:00h, her husband, who is a sand truck operator, left home to go to the sandpit.
She said that she heard an unusual sound and was awoken just to see a man jumping over her bedroom wall.
ā€œI ask who is it and the man said ā€œdonā€™t get up or I gon shoot youā€ and he come down from the wall,ā€ she stated.
The woman added that at the time she was on the bottom of a double bunk bed, while her daughter was fast asleep on the top bunk.
According to the traumatised woman, the gunman ordered the teenager out of her bed to join her mother on the bottom bunk.
ā€œHe said he want all the money and gold, and that he has two persons waiting outside. So he hold my daughter, wrap her hair around his hand and pulling and dragging her. He was cuffing and choking her too, asking for money,ā€ the woman said.
Thomas told Guyana Times that she handed over the valuables she had in the house in fear for her daughterā€™s life. These included two cellular phones, a laptop, jewellery and a quantity of cash.
The woman further stated that she got on her knees and begged the bandit not harm her daughter. ā€œHe put us to lie on the floor and lock the room door then run out through the back door,ā€ she told this newspaper.
According to Thomas, the entire incident lasted for about 30 minutes. However, she could not say whether the man indeed had accomplices waiting outside since she and her daughter remained in the room for about 20 minutes before they came out and alerted neighbours of the robbery.
The incident has left the woman and her teenage daughter traumatised and scared for their safety. Moreover, Thomas claimed that this is not the first time a robbery has occurred in the area. She noted that there are no safety measures for residents there, pointing out that street lights are not even installed in the area.

The incident occurred sometime around 13:00h in the vicinity of Eccles, EBD. Guyana Times understands that a blue SUV motor vehicle, in which two plain clothes officers were travelling gave chase to a white Toyota Allion motorcar, which the two known characters occupied.
The chase started at the Eccles Industrial Site Access Road and proceeded into Old Road, Eccles before ended at the Atlantic Petroleum Gas Station, Eccles.
According to a staff at the gas station, the white Allion existed the street at a fast speed turning left onto the Public Road. The female staff member further related that she then noticed a blue SUV giving chase.
The woman recalled that one of the officers from the SUV fired a shot into the air, causing the Allion to stop in front of the gas station.
The officers exited the SUV and went to the car, she  said. ā€œThey went and search the guys in the Allion. They (Police) then lock-up the car and take the guys that were in it to their vehicle and leftā€¦ There were two guys in the Allion,ā€ she said.

along the Eccles Road, when they ended up in the midst of the high speed chase. In an attempt to get out of the way of the vehicles involved in the chase, the vehicle toppled at the junction of Eccles Industrial Access Road and the East Bank Public Road. One of the guards sustained injuries to his head and was rushed to the Diamond Diagnostic Centre for treatment.
An official from the security company later told Guyana Times that the injured guard was transferred to the Georgetown Public Hospital where he was given an X-ray and administered saline.
ā€œHe seems to be doing fineā€¦ He said he took a hard hit in his head but the X-ray showed no damages or broken bones. Right now (late afternoon) he is still at the hospital and is conscious,ā€ the official said.
When contacted by this newspaper, Crime Chief Wendell Blanhum confirmed that the Police was involved in the chase.
He disclosed that the two men, identified as Howard Rambarose and Lloyd Sadloo are known characters to the Police. Blanhum noted that on Tuesday, the Police received a tip about some suspicious men moving around in a motor vehicle in the Eccles area.
According to Blanhum, the plain clothes officers responded to the report which led to the chase and ultimate apprehension of the two men. The Crime Chief further disclosed that during the arrest, the ranks unearthed one kilogram cannabis along with $400,000 cash.
Rambharose, 22, of Lot 6 Second Street, Meadow Bank, Greater Georgetown, was previously charged with the $1.7 million armed robbery of Leroy Hinds at Ramchand Auto Sales, Sheriff Street, Georgetown, on July 14, 2014. The incident saw his accomplice, Kevin Fields, shot dead. Rambharose was also charged with the June 30, 2014, armed robbery at Medicare Pharmacy, Sandy Babb Street, Kitty, Georgetown, where Nalinie Kawall was robbed of $833,000 cash and other articles with a total value of $955,000.
However in February this year, the 22-year-old had the two charges dismissed against him after the Virtual Complainants in both matters failed to attend court.
Meanwhile, 35-year-old Sadloo of Lot 6 Quamina Road, Beterverwagting, East Coast Demerara, was charged back in April for the multimillion-dollar heist at the Bourda Post Office, Regent Street, Georgetown. He was the lone gunman, among three, who was caught after they grabbed several bags containing $90 million in pension and public assistance funds that was being escorted into the Post Office.
Sadloo has been in and out of the courts since 2008. Back in January, he was remanded to prison after he was charged with three counts of armed robbery. He was accused of robbing Vidya Narine of a quantity of items and cash amounting to a total value of $596,000, on December 19, 2014 at Church Street, Queenstown, Georgetown. He also allegedly robbed Clifton Thomas of $36,000 and Latchman Narine of items and cash amounting to a total value of $60,000.
The man was also charged with refusing to cooperate with the Police and submit his fingerprints as required for identification purposes while in custody on January 6, at the Prashad Nagar Police Outpost. In January 2014, he along with another was charged for attempted murder after an argument between the two over marijuana led to a shoot-out.
A resident of Eccles Public Road told Guyana Times that he was sitting in his yard when he heard a crashing sound. He said that on checking he saw the security service vehicle toppled on the road. The man said he immediately called the Fire Service.
ā€œAfter I saw fuel coming out of the vehicle I called the Fire Service and I told the security men to move away from the vehicle because if it ignite, then the situation would be much worse,ā€ he related. At the scene, a fire tender was on standby as the men tried to get the vehicle on its wheels to allow the free flow of traffic.

The sexual assault allegedly occurred on Tuesday evening at approximately 19:30hrs in the ablution area of the Timehri Police station. Up to yesterday afternoon at 17:30hrs, the victim, the man was reportedly yet to receive medical attention.
According to the victim, who lives alone, he attended a barbecue on Saturday evening. As he was going home, he was accosted by his neighbour, who accused him of breaking into his house. He stated that his neighbour also pushed him.
ā€œSo I was going to the police station to make a report,ā€ the victim said. ā€œBut before I meet, the police collect me at Kuru Kuru (Soesdyke, Linden highway). When I go Timehri (police station), the detectives ask the man how he suspects me (of stealing a TV and break and enter).ā€
He recounted that the neighbour then declared that the basis for his accusation was because ā€œPeople say I am the biggest thief man.ā€
He related that even though he protested his innocence he was placed under arrest by the detective and put in the lockups. He alleged that at the time his step son, a minor, was with him.
ā€œI was placed (in the lockups) since Saturday, punishing to eat. I telling them the story, (but) they bring a man who claim that he see me,ā€ he said. However, he was adamant that his stepson had seen who really entered the house.
Sodomy
According to the man, for three days he languished in the lock ups, depending on food that other inmates and their families shared with him. He said that some time after 19:00hrs on Tuesday night the detective overseeing his case came to him.
ā€œHe come to the cell, took me out and said that he wants some information from me and he will send me home. Before that, he took me out and he loose the boy (step son). And he give the boy money to go back home to Berbice.ā€
ā€œHe took me out of the lock up and tell me to give him a deep throat, let me (perform fellatio). I did that and he told me that he wouldnā€™t carry the matter to court; (that) he will arrest the man that did the crime,ā€ He said that the detective also sodomized him in the ablution area of the station. He alleged that the detective, when he had finished with the act, told him he had not ejaculated in him.
However, the victim related that after spending the night in considerable pain and discomfort, he was shocked that the next day the detective came to him and woke him up, telling him that he would have to attend court at the Providence Magistrateā€™s Court.
ā€œThis morning (yesterday) I was surprised to hear that he is carrying the matter to court,ā€ he said. ā€œSince last night I hollering out (but after hearing of the case proceeding) I start hollering out (anew). There is a guy in the lockups that see when he was (having) sex with me.ā€
ā€œWhen I reach to court, I tell the Magistrate that Iā€™m innocent and (after) the Magistrate put me on $75,000 bail, I also told her what he done to me,ā€ the man said. ā€œBut while I was there, the detective brought the virtual complainant and they tell me that today I going to jail.ā€
He added that the Magistrate then ensured that the police escorted him to the Brickdam Police Station, after which ranks took him to the Georgetown Public Hospital at approximately 16:00hrs. Kaieteur News understands that the victim has been under police escort since leaving the Timerhi Police Station.
According to the man, he was also a witness in the Colwyn Harding baton rape case. Though he never came forward publicly for fear of discrimination, he alleged that the police nevertheless continued to harass him and accuse him of petty crimes.
ā€œSince the Colwyn Harding story Iā€™ve never been at peace,ā€ he said.

Prison head to face sexual assault charge

OCTOBER 22, 2015 | BY  | FILED UNDER NEWS

The administration of the Guyana Prison Service is set to undergo some major changes, once the current Director of Prison Welton Trotz is charged for a sexual offence.

Welton Trotz

Kaieteur News was reliably informed that the Director of Public Prosecutions, Shalimar Ali-Hack, has advised that Trotz be charged with sexual assault of a female prison officer.
The advice to charge comes a mere two weeks after Trotz was presented with the Disciplined Service Medal at the recent investiture ceremony presided over by President David Granger.
It stems from an incident that allegedly took place in Trotzā€™s office at the Guyana Prisons Headquarters on Brickdam way back in January.
Kaieteur News understands that the woman, a Prison Officer One, is alleging that Trotz, who was confirmed as Director of Prisons last year July by then President Donald Ramotar, made sexual advances towards her. She rebuffed him on several occasions.
She claimed that after these advances failed, the Director invited her into his office and showed her pornographic images, after which he again made sexual advances to her.
The woman became annoyed and subsequently lodged an official complaint with the then Ministry of Home Affairs.
A Board of Inquiry, headed by the late Cecil Kilkenny, himself a former Director of Prison, was set up.
That Board, after a detailed examination of the facts of the matter had recommended that Trotz face disciplinary action.
He was also advised to apologise to the aggrieved female Prison Officer but he did not.
All of this transpired before the May 11 General Elections.
Months passed and no justice was meted out to the woman; so she went to the police with the intention of getting criminal charges instituted against the Prison Director.
After intense investigations by the police, the file was sent to the DPP who subsequently advised that Trotz, a former Assistant Commissioner of Police, be charged with sexual assault of the woman.
When contacted last evening, Minister of Public Security Khemraj Ramjattan told this newspaper, ā€œI have no comment to make at this stage but I will be speaking to him (today).ā€
Three years ago, the late Commissioner of Police, Henry Greene, was forced out of office following similar allegations made by a 34-year-old mother of two.
The woman had alleged that she was forced to have sex with Greene after she was induced with cash and a promise to assist her in a matter that was engaging the attention of the police.
Greene had dismissed the womanā€™s claims as mere allegations and had declared that God will be his judge, although he later admitted to having consensual sex with her.
Following weeks of investigations by a team of detectives from the Jamaica Constabulary Force, under the supervision of then Crime Chief Seelall Persaud, the Director of Public Prosecution advised that Greene be charged with rape.
However, Greene successfully got the High Court to overturn the DPPā€™s advice with Chief Justice Ian Chang ruling that the decision to charge Greene was irrational.

The AFC/APNU claimed it would stop all sorts of crime while on the campaign trail. Now they are in power it appears that it is business as usual as criminals wreak havoc on society and fishermen have to fend for themselves, even performing citizen arrest while police twiddle their thumbs awaiting the 50% increase in salary so they can "do" their job, following the example of ministers.

Gunmen rob Sophia Health Centre

ā€“ Police launch manhunt

The Police have launched a manhunt for two men who carried out a daring daylight robbery on the Sophia Health Centre at B Field, Sophia, Greater Georgetown.

The names and addresses given to health workers by the two men are Kevin James of 285 Festival City, Georgetown and Andre Hicken of B Field, Sophia.

According to reports received, the two men entered the health centre claiming that they were in need of urgent medical attention and stormed into a room where the nurse was attending to a patient. They then held them at gunpoint.

The senior Medex on duty explained that a patient was accompanied by an accomplice and entered the health centre under the pretext that he had sustained a back injury due to a fall.

As such, the patient was attended to by the nurses who later informed him of his condition and immediately advised treatment. However, the man bluntly refused to receive treatement. The Medex stated that he was told of the patientā€™s reluctance and decided to have him wait his turn.

ā€œI then went to attend to another patient in the dressing room but while doing so, the guy walked into the dressing room, pulled out a hand gun and ordered that no one move. The gunman place the gun to my head after which he direct all of us to the back of the dressing room where he demanded that we put all out mobile handsets in a bagā€¦ he then took off my chain and hand bandā€, the Medex stated.

During the ordeal, the gunman had the weapon pointed at them, ordering them not to raise an alarm. After the incident, the men left and the nurses and the Medex waited for some time before coming out of the dressing room area. ā€œI came out and enquired if the other patients saw anyone leaving in a hurry with a bag on their back but no one noticed anythingā€.

He told the media that he immediately instructed the clerk to contact the Police but did not get through. They finally got onto the Regional Health Office and informed them of the situation. Within a few minutes several officials arrived, along with a Police patrol vehicle but no one was seen.

The health worker explained that after the patrol had left, he was told that a young man had visited the health centre claiming that he wanted to see the clerk but she was busy, and he left. The health worker is of the belief that that man was the accomplice to the robbery.

Guyana Times understands that the gun tooting bandit is known to the health centre since he would have visited on a previous occasion and received treatment for a similar injury complaint. The police are continuing their investigation into the matter.

Murder accused riddle with bullets ā€“ friend shot in leg

ā€“    friend shot in leg
A lone gunman early yesterday allegedly walked up to former murder accused, 30-year-old Stanley ā€˜Steveā€™ Lovell and pumped about a dozen bullets into him, wounding one of his friends in the process.

Executed: Former murder accused, Stanley ā€˜Steveā€™ Lovell

By the time the shooterā€™s clip was empty, the Prashad Nagar, Georgetown resident lay sprawled and lifeless on the bonnet of his motor car, bearing registration number, PMM 3825.
The shooting occurred at Regent and Bourda Streets, Georgetown about 3:00 hours.
The injured man has been identified as 21-year-old Anthony Lall, a welder of Bent Street, Wortmanville. He was shot in the left leg and is currently a patient at the Georgetown Public Hospital Corporation (GPHC).
According to reports, Lovell and Lall had just left a popular night spot in the city and were about to purchase breakfast at the Bourda Market when the gunman struck.
Police said that investigations have so far revealed that Lovell, a car rental agent was sitting on the bonnet of his motor car when he was confronted by a male who was armed with a handgun.
The duo had an exchange of words after which the shooter opened fire on Lovell, hitting him to his chest, head, arm, foot and abdomen. The gunman then escaped in a waiting motorcar.
Detectives recovered 14 9mm spent shells at the scene of the shooting. It is believed that Lovellā€™s friend was struck by a stray bullet. From all indications, the 30-year-old car rental agent was the sole target.
Yesterday, when this newspaper visited the dead manā€™s home, his relatives refused to speak to the media.
The car rental agent was no stranger to the Guyana Police Force. In 2008, Lovell was charged with the murder of a University of Guyana (UG) student, Dennis Edghill, at the career day fair held at the Turkeyen Campus.
The charge was later dismissed against him since there was no evidence linking him to Edghillā€™s death which occurred on February 15, 2008.
The 23-year-old was among several students at the UG campus when a row erupted between two students. The second-year communications student intervened since it was one of his close friends and Lovell who were involved in the argument.
During the process, he was stabbed in the neck and stomach with a broken bottle allegedly by the Prashad Nagar resident.
The victim was later pronounced dead at the GPHC and his alleged attacker went into hiding but later turned himself in with his lawyer by his side.
In 2012, the father of four allegedly stole cheques and subsequently presented several of them to obtain more than $2M worth in food and drinks at Palm Court. He was later released on $3M bail.
Early last year, one of Lovellā€™s friends, Jermaine Thomas, was shot to the neck outside Palm Court just as he was about to leave the night spot in a car, which the now dead man would normally use.
According to reports, Thomas was preparing to start his motor car when a lone gunman, who was the pillion rider of a CG motorcycle, jumped off the bike and opened fire on the victim.
One of the bullets struck him in the neck and he collapsed on the steering wheel. Thomas survived the shooting but later claimed that the intended target was the father of four.
Lovellā€™s name had also been called in a number of armed robberies.
Investigations are ongoing.

Businesswoman fights off gunmen to save car

OCTOBER 25, 2015 | BY  | FILED UNDER NEWS

(By Mondale Smith)
Businesswoman, Nirvona Boodhoo, 36, is nursing 15 sutures to her head after fighting off three gun-toting bandits to prevent them from stealing her car.

Businesswoman, Nirvona Boodhoo speaking with this newspaper yesterday.

Businesswoman, Nirvona Boodhoo speaking with this newspaper yesterday.

Minutes after leaving her bar on Garnett Street, Newtown, she arrived at her 188 Phulwarie Street, Better Hope, East Coast Demerara, about 1:30hrs yesterday where she had what she dubbed a most frightening experience she will never forget.
The mother of two had just hosted a get together for her late husbandā€™s death anniversary at her bar and then headed home. Though she normally would park her car in her yard she said she did not feel the urge to do so. The upshot was that she decided to park the car in front of the house.
ā€œAs I was coming out of the car I saw three strange men coming up the street towards me so I tried to go back in my car and one pulled out his gun.ā€
The widow could not recall what the men said to her but as fear gripped her she said she knew she had to do something as they rushed the car and grabbed her before she could close the door.
ā€œI started to scream and they tell me to shut up but I resisted as two of them entered the car leaving me with one who had the gun to me.ā€
They took about $100,000 and three cell phones including a Samsung S5, a Blackberry and a Blu and a bunch of keys.
I donā€™t know what got into my head but when they ask for the keys I said no and when they tried to take it I just throw it in the yard over the locked gate.ā€
This move angered the men who were moved from pushing me to assaulting her to her head with one of the guns. ā€œOne lash me to my head with the gun and another one come up and say shoot she and I started to beg for my life. Then I hear my sister scream from upstairs and they escaped down the street.ā€
When the men disappeared from the scene, with blood streaming from her head and face she drove to the Sparendaam Police Station where she collected a medical to go to Georgetown Public Hospital.
ā€œWhen I went in the Accident an Emergency Unit the experience was hell. I was there with blood running down my head and face and they put me to sit and tell me to wait on the doctor.ā€
Still fearful for her life after the harrowing ordeal and frustrated by the attitudes of the staff at the Georgetown Public Hospital Accident and Emergency Unit she opted to go to a private doctor at Woodlands. There she ended up with nine sutures in the head and six above my left eyes.
The woman said the police normally patrol in the area, one of which she saw minutes before her harrowing ordeal. ā€œWhen I came in the street a patrol was actually on the road but they didnā€™t come in my street.
Speaking of the first time experience she said, ā€œThis crime situation is crazy; something needs to be done because I could have been dead if I didnā€™t think for myself on my husbandā€™s one year death anniversary.ā€
She said that in her opinion, ā€œThe men really wanted my car badly and honestly I thought I was going to be killedā€¦I have never been so scared in my life.ā€

About 1:30hrs yesterday the father of one said that he picked up three young men on Vlissengen Road between DaSilva and Duncan Streets. The black Fielder wagon HC2738 carries a Pulse taxi service logo. ā€œThey said they were going to a party in Bel Air Gardens.ā€
All seemed well, until he arrived at Bel Air and was asked to stop by a cul-de-sac. One of the men who sat immediately behind him stepped out of the car and the sound of a gun cocking followed. ā€œHe opened my door pointed a silver 9mm pistol at me and say, ā€˜Where the money deh.ā€™  I ask which money and he say, ā€˜Is taxi yah wukkin whole night so yah got to get money.ā€™ā€
Fear gripped Calder but he said he kept his composure and showed the gunman the middle pocket of the car. ā€œI had about $7000 in the pocket and the one in the front seat take it out as well as a cell phone I had in there.ā€
That was not enough for the gunmen, the driver said. ā€œThe other one behind me hold down me hand and they run through my pocket taking the liā€™l change I had in there as well as my other cell phone.ā€
He said the men then ordered him out of the car telling him to ā€œcooperate and we ainā€™t going to do nothing to you. I was so scared that I begged them to take all what they want but donā€™t kill me.ā€
He said the men the ordered him to walk through the cul-de-sac and I started walking. ā€œI beg dem to please donā€™t kill me.ā€
He said that as he was walking away he heard the car door close and when he looked back he saw them drive away.
He then walked to Sheriff Street and hitched a ride to the Kitty Police Station but was referred to the Prashad Nagar police outpost. Ranks visited the scene and a report was recorded.
ā€œIā€™m glad to be alive but these bannaz are really crude and ruthless. I got me family to maintain, including me six-month-old son and they just take away my earnings and the carā€¦I hope they leave the car somewhere that I can find it cause I got rent to pay and other bills and jobs ainā€™t deh right now. And is not even my car.ā€
The car is owned by businesswoman Yoland McKenzie who is seeking the publicā€™s help to recover her vehicle. (Mondale Smith)

West Dem. police dismantle robbery gang

OCTOBER 25, 2015 | BY  | FILED UNDER NEWS

Diligent work by ranks of ā€˜Dā€™ Division has led three members of a seven man gang confessing to carrying out two recent robberies in the district.
The men were part of a gang that tortured and threatened to kill a Pouderoyen, West Bank Demerara (WBD) family before escaping with a quantity of household items on Thursday.
Commander Stephen Mansell confirmed last evening that apart from the Pouderoyen robbery, the men also claimed responsibility for a recent robbery on the Churchā€™s Restaurant on the west side.
The men also implicated another suspect who they claimed was the mastermind of the entire operation.
Kaieteur news understands that the suspects are mostly from city areas like Riverview and North Ruimveldt.
The Guyana Police Force in a statement, yesterday, said that using all their investigative skills, ranks from the West Demerara Criminal Investigations Department were arrest the suspects.
The men will soon be charged and placed before the court.
Last Thursdayā€™s robbery occurred some time around 20:30 hrs at Lot 82 Pouderoyen.
The men tortured the family of three for a long period with a gun, cutlasses, a piece of wood and a knife.
In the end, they escaped with $25,000, the familyā€™s pot, silverware, clothes, two generators, two gas bottles, gold rings, a brush-cutter, two television sets and other articles.
The residents, Andy Sukhram, his wife, Esardei and their son, Andrew were bound and gagged.
According to reports, five men entered the familyā€™s home through the back door.
Andy Sukhram explained that he, his wife and son were in the yard filling up water to take to the upper flat of the home.
ā€œMy son left to go upstairs to make tea and then we went up when he finished. We just pulled in the door because we still had to go back downstairs. I picked up the phone to make a call and then the door fly open and all five bandits entered the house,ā€ Sukhram recalled.
He added that when the men stormed into his house, they demanded that everyone lie on the floor.
ā€œThey were cursing all the time and were demanding money and jewelry. I tell them that I am a poor man and I donā€™t have any sort of money but they were tumbling and torturing us all the time,ā€ a devastated Sukhram noted.
According to the father, he explained to the men that he works at the Demerara Distillers Limited (DDL) and does not work for a lot of money.
ā€œWhile the five of them were upstairs with us, it had more men downstairs because we could have hear them talking and moving around in the yard,ā€ Sukhram said.
With a teary eye, Sukhram said that it took him a while to purchase the items the men stole. ā€œI have a contented wife. If we want something, we would save until we come up with the money and then buy it. We donā€™t steal anything from anyone; we work hard for what we want.
Kaieteur News was told that one of the armed men told the family that he spent time in jail before and if they did not hand over their valuables, he is not scared to go back to prison.
ā€œOne of them was smoking in the house and my wife tell him that she suffers from Asthma and he walked up to her and blow the smoke in her face. They put a gun to my sonā€™s head and had the shears to all our neck.ā€
According to Andrew Sukhram, one of the men showed him a blade and told him that he would slice Esardelā€™s neck with it and be the first to ever do such a thing in Guyana.
The men escaped in a tinted white Toyota 212.
