Two East Coast Demerara residents are currently hospitalised at the Mahaicony Cottage Hospital in stable condition nursing several gunshots wounds while investigators are making efforts to apprehend the alleged shooter who is known by the victims, the police said today.

An investigation revealed that about 9.40 last night, the victims Marlon Browne,33, a farmer of Helena, Mahaica, and Teron Orwin Gordon,23, a labourer of 9 Belmont, Mahaica, were at a shop at at Mahaica Market Square when they were approached by the suspect and an argument ensued. Police say that the suspect  known as Andrew who was driving a minibus left and returned shortly after with a handgun and immediately began shooting at the victims who at time were playing dominoes after which he fled the scene.

Browne sustained a gunshot wound to the left side of his chest and Gordon suffered a gunshot wound to the left side of his rib cage and one to his left forearm.

Investigators have retrieved five .357 magnum  spent shells at the scene.

[www.inewsguyana.com]– Former Minister of Home Affairs, Clement Rohee has taken Security Minister, Khemraj Ramjattan to task over Guyana’s crime situation, accusing him of “crippling” Community Policing Groups (CPGs).

Rohee, who is also General Secretary of the Opposition People’s Progressive Party (PPP), told a news conference on Monday, August 24 that the promise by the APNU+AFC government to improve CPGS in Guyana is a “total fallacy.”

According to Rohee, “In the 2015 Budget there is no provision under Capital for Community Policing Organization of Guyana. Contrary to what Ramjattan told the National Assembly that the vehicles seized from the CPGs and handed over to the police would be returned to the CPGs and that there is provision in the 2015 budget for additional vehicles. Ramjattan has actually crippled the CPGs.”

The former Home Affairs Minister noted that apart from taking away vehicles assigned to the CPGs, Ramjattan has dismissed a number of Liaison Officers and replaced them with AFC activists “who have tainted police records.”

He further noted that the Granger administration should come clean and let the Guyanese people know that they have “failed miserably in addressing crime in Guyana and that all the talk about a plan being ‘fine-tuned’ and that a “five point plan” was being implemented means nothing to the Guyanese people when every day of its 100 Days Action Plan crime is reeling out of control.”

In providing his statistics, it was noted that for the first hundred days of the APNU+AFC Coalition Government, there were 147 serious crimes including twenty-six (26) murders, five (5) attempted murders, thirty-nine (39) robbery under arms, eight (8) cases of seized firearms and twenty-one (21) possession of narcotics occurred.

“The situation has deteriorated to the extent where residents at the Corentyne, Berbice took to the streets to protest the lack of security and protection and called for the dismissal of Ramjattan as Public Security Minister. Many people see him as completely hopeless and unsuitable for the job,” Rohee said.

Take away lethal weapons from CPGs – AFC Leader


The time is now right for those who are responsible for security in Guyana to begin to embrace modern technology and equip the ranks of the various Community Policing Groups with more effective but less lethal weapons.

This view has long been held by Alliance For Change Leader Khemraj Ramjatan who said that his party will be pushing for legislative changes that could see community policing ranks be given relevant weapons
“I have asked on numerous occasions for these people to be given stun gunsâ€Ķ, which can knock you out, and not kill you. Why don’t they invest in that for the Community Policing Group? That’s the kind of investment that the Alliance For Change would like to see,” Ramjattan reasoned.
His restated position comes in the wake of the shooting of a 20 year old Bellevue, West Bank Demerara youth, Godfrey Jhaggroo called ‘Oh-Oh’, reportedly by members of the neighbourhood’s Community Policing Group.
A police official statement said that their “Initial investigations have revealed that Godfrey Jhaggroo was involved in an argument with his mother during which a man, who resides next door and operates an off licence liquor store, intervened and assaulted him with a piece of wood.”
According to the police, Jhaggroo was on his way to the Wales Police Station to make a report when he was confronted by three men, one of whom is a licenced firearm holder, “and who were at the off licence liquor store, during which he was shot to his back with a shotgun.”
Ramjattan said that he had read about the incident and “I want to believe that it is almost like murder and it smacks of an execution and extra judicial killing.”
“It is totally abhorrent to our system of justice, and it must not be done and the people doing it be literally not chastised, and sometimes even being praised. It is a horrible development,” the AFC Leader stated.
Ramjattan agreed that last Thursday’s case was not one that had to be attended to with the type of force that was used.
For one, he said that the CPG members have no real training to make proper assessment of a particular situation.
“This just goes to show they want to be judge, jury and executioner â€Ķthey are making their own assessment, and they are given guns that can shoot bullets at almost seven yards per second. Once that shot is fired it becomes unreviewable and the death thereafter becomes another horrific experience for Guyanese citizens and this has to be brought to a halt,” Ramjattan stated.
Because of the nature of criminal activities these days, Community Policing Groups are not expected to engage criminals in armed confrontations but rather they are supposed to gather information and contact the more equipped Guyana Police Force.
Ramjattan strongly recommended that if the concept of Community Policing is to work there be a huge investment in the training of those involved, so that they can execute their duty in a lawful and proper fashion that will not end up in unnecessary injury or death to innocent Guyanese.
“You remember the Yohance Douglas incident, and they were policemen much less these guys, and now they are given powerful weapons,” Ramjattan, a defence attorney, said.
He pointed out that this development is symptomatic of the reality that passes for law enforcement in Guyana, adding that the real police are the lesser of the two evils, since in the main local law enforcers are trigger happy.
“Within the community policing group, once they have guns, they are far more trigger-happy, if you were to look at ratio as to how many shootings they would do normally. But it sometimes goes unreported. So it is something that we really have to start thinking through betterâ€Ķso that these Community Policing people don’t start killing people,” the AFC Leader stated.
“We had seen this development in another period of Guyana’s history, when the Community Policing started getting a lot of immunity,” he added, noting that CPG members were usurping the powers of the regular police, by wantonly searching and arresting persons,” he added.
Ramjattan laid the blame for the seemingly out-of-control CPGs on the ruling People’s Progressive Party.
“The PPP loves that kind of thing, because all those Community Policing Groups are made up of hardcore PPP activists. So they want to arm them in a very indirect way,” Ramjattan stated.
His beliefs are similar to that of a former senior police officer who told this newspaper that Community Policing Groups operate as if they are only accountable to the Ministry of Home Affairs.
Speaking with this newspaper yesterday, the senior officer who was integrally involved in the early days of Community Policing, recalled that the late Commissioner of Police Laurie Lewis always insisted that the CPGs know under which authority they fall, and that is the police.
“It is clear that Community Policing is heading in a different direction. It is troubling and disturbing to note that during the 33rd anniversary celebrations of Community Policing in Guyana, the honourable Minister of Home Affairs had said that community policing had not been taken away from the Guyana Police Force, and that it is the police who are responsible for monitoring them. Yet the current circumstances reflect otherwise. Some groups are misguided because the Ministry through its Liaison Officers keeps insisting that CPGs report to the Ministry,” the former cop said.
He added that this is why some Divisional Commanders and other senior police officers are now adopting a hands-off approach to some Community Policing Groups.

More criticism of Minister Ramjattan

For the past two months or more, there hasn’t been a day where the crime situation in Guyana, has not dominated the headlines of the more popular dailies. One has to be real naive not to observe that violent crime is on the rise, and that there is no evident macro plan to counter this. The noticeable absence of any type of proactive approach seems to be a motivation for anyone with a gun to get into the business of armed robbery.
I am forced to deduce that this is all happening as a consequence of the lack of visionary leadership at both the Ministry of Public Security and the Guyana Police Force. This situation is further compounded with the tragic conditions prevailing at the Georgetown Prisons, which also falls under the ambit of the Minister of Public Security. Minister Ramathan is obviously out of his depth at this Ministry, and his Commissioner is like Alice in Wonderland. While I understand the provisions of the Cummingsburg Accord, Mr. President, I urge you to consider removing both Mr. Ramjattan and the Commissioner of Police from their respective appointments, before the crime situation escalates to a catastrophe and brings your government down.
While Mr. Ramjattan may be a clever lawyer, Public Security is definitely not his forte.  Ramjattan is a round peg in a square hole at the Public Security Ministry, unable to fill the requirements of his portfolio.  He should be reshuffled to a ministry for which his qualifications make him suitable. This is my humble advice as a worried citizen.

Not only did Jackass Ramjattan take away guns from community policing groups, he took away vehicles and gave them to corrupt cops who are now using them to assist criminals in transporting criminals during robberies and to escape after committing crimes.

This sounds like a PNC master plan.

Money-changer, ‘Fabulous’, shot dead

Well-known America Street money-changer, Shawn “Fabulous” Nurse was Sunday morning shot dead.

Sources said the gunman demanded that the money-changer hand over a bag with money.

However, the 47-year old Nurse refused and was shot dead. The incident occurred at about 10:10 AM at Avenue of the Republic and America Street.

Sources said Nurse was robbed late last year.

Police said the “identifiable” assailant was dressed in a red hoodie and brown three-quarter pants.

“Enquiries revealed that the victim was seated on a chair at the corners of America and Avenue of the Republic where he plies his trade when the armed perpetrator approached him from northern direction with the weapon drawn and demanded that he hand over his money.

A resistance was put up and the perpetrator discharged a round hitting him to his head that resulted in his demise.The perpetrator then escaped on foot north on Avenue of the Republic then east into Charlotte Street,” police said.

Police said Nurse was shot once to the left cheek just below the eye. One 9mm spent shell was recovered.

Suspected serial bandit commits another robbery while on bail

A woman was Saturday afternoon apparently traced and robbed at gunpoint by a man, who is already before the court for similar offences, after she withdrew money from a bank and paid her workers at Diamond, East Bank Demerara.

The Guyana Police Force indicated that they know who robbed the 47-year old woman, who is a Secretary, because the incident was captured on surveillance cameras.

Sources said the repeat offender is Marvin Blackman. “Investigators are in search of the suspect who having been charged with several armed robberies ,was recently granted his pre-trial liberty by the court,” police said.

The woman, who lives at Section ‘C’ Block ‘Y’ Golden Grove, East Bank Demerara told police that she was robbed of GY$50,000, one gold Samsung cellular phone valued GY$58,000 and other documents by a male who was armed with a gun.

She said she went to Demerara Bank, Diamond Public Road, East Bank Demerara and withdrew a sum of money. The woman said after she paid her workers at Fourth Avenue, Diamond, East Bank Demerara, she secured the remaining GY$50,000 in her brown shoulder bag and went to a shop in the same village where she was robbed.

“She then drove to a shop ,went inside,made a purchase and proceeded to the cashier when the suspect with a handgun brandished,pounced and relieved her of the shoulder bag containing the aforementioned after which he escaped in a waiting silver grey 212 motorcar.

12-year old shoots 10-year old friend

A 10-year old boy has been shot to his abdomen by his 12-year old friend At Monkey Mountain, Region Eight (Potaro-Siparuni), police said.

The injured boy, John Isaacs, of Taruka Village, Monkey Mountain was shot to his abdomen. His condition was listed as stable.

“The suspect and the victim are known to each otherâ€Ķthe victim and the suspect were playing with a 12-gauge shotgun which is owned by a relative of the suspect when the said gun accidentally went off and shot the victim to his abdomen,” the Guyana Police Force said.

The incident occurred at about 4 PM on February 1, 2018 at Taruka Village.

Adams is said to be in a stable condition at the Monkey Mountain health centre.
