PPP General Secretary Bharrat Jagdeo points to presidential candidate, Irfan Ali while admitting he was his pick.

Opposition Leader, Bharrat Jagdeo on Thursday accused the governing coalition of stealing his People’s Progressive Party Civic (PPPC) idea to offer free university education if it wins the next general elections.

A day after Prime Minister Moses Nagamootoo told Essequibo Coast residents that he and President David Granger were examining the possibility of scrapping tuition fees for attending the University of Guyana, Jagdeo said he had first hinted that the PPP had been preparing to announce a major education initiative.

“Suddenly, Nagamootoo, he is exploring the same thing. Nagamootoo, now, latches on to this here and says we are exploring free university education. They had a chance…,” Jagdeo said, adding that President David Granger broke his promises to university students.

He said the idea had been floated several months ago at a PPP manifesto consultation and the party’s presidential candidate, Irfan Ali has been floating the idea at a number of community meetings. “Last week I said we are discussing an exciting new package for university students then our presidential candidate at some of his meetings said we are costing now what it will take to deliver free university education in some time in the future,” he said.

Additionally, Jagdeo said the PPP has promised that an additional 20,000 persons would have Online access to university education.

The PPP General Secretary said Nagamootoo seized the opportunity on the Essequibo Coast to project himself as Granger’s running mate for the next general elections although the Alliance For Change has not yet decided who that person would be. AFC Chairman, Khemraj Ramjattan has publicly expressed an interest in the number two spot.

The Desmond Hoyte administration had agreed with the World Bank to introduce tuition fees at the University of Guyana, but that measure had been shelved until after the 1992 elections. When the PPP won those elections, they went ahead with the proposal in 1994 and also established the Student Loan Agency of the Ministry of Finance.

At one time, the tuition fees for most academic programmes had remained stagnant at GYD$127,000 per academic year, while operational costs skyrocketed and salaries remained depressed.

Tuition fees were eventually increased and new charges were introduced in recent years to help the more than 50-year old tertiary institution stay afloat.

There are differences in Countries Financing and Business Financing. One can save money by digging hole to fill a hole in Business Financing , providing you have equity in other investments, thought you knew that.

The Potatoes planting they experiment with.. that was done years ago. It can only grow in Kato ( Kimbia ) the only resource of transport is by aircraft.. it’s cheaper to buy Potatoes from Holland that flying potatoes from Kimbia.

The facts are the PPP introduced fees as cost recovery program.While the Constitution states:

The Constitution does not enshrine a right to education, but Article 27 confers on “every citizen [...]the right to free education from nursery to university as well as at non-formal places where opportunities are provided for education and training.” Article 28 promises every young person the right, inter alia, to ideological, social, cultural and vocational development. The Parliament may, by law, provide for the enforcement of these in a court or tribunal “only where and to the extent to which (Parliament by law so) provides [...] and not otherwise” (Article 39, Constitution of the Cooperative Republic of Guyana, Constitutional Amendment Act No. 1, 1988).

 

History of the University of Guyana

The University of Guyana (UG) was launched on October 1, 1963 following assent being given to the University of Guyana Ordinance on April 18, 1963, by Governor, Sir Ralph Grey. When it opened its doors on October 2, 1963, UG functioned as an evening institution with only 164 students enrolled for classes in three Faculties – Arts, Natural Sciences and Social Sciences. Classes were held between 17:30 h and 21:30 h at the Government Technical Institute and Queen’s College, where laboratory facilities could be shared. 

The Booker Group of Companies provided 1450 acres of land for a campus at Turkeyen. The soil was turned by Prime Minister L.F.S. Burnham on May 24, 1966. Construction work commenced on January 2, 1968, and the first building was declared open on February 24, 1970. A major physical rehabilitation and expansion programme have since been completed, and several new buildings are now available, allowing for more classroom space among other things. 

The New Building Society provided funding for the construction of a 40-room Student Halls of Residence. This building was opened on May 27, 1994 and houses students from the outlying areas of Guyana. A second Halls of Residence was constructed on campus by the Beharry Group of Companies to house 44 students while a third, the Dennis Irving Halls of Residence, was built by the University at Goedverwagting to accommodate an additional 46 students. 

When it commenced operations, the annual tuition fee at the University was $100 but this was abolished in 1974.
In the 1994-1995 academic year the University introduced a Cost Recovery Programme. Resident Guyanese students are now required to pay G$127,000 per annum, except for those pursuing studies in Law, Medicine, Nursing and Tourism, where the fees are $300,000, $500,000, $251,000 and $158,000 respectively. The fees are higher for non-resident Guyanese and foreign students.

Dj I think you have misunderstood me about this Free Education thing.

It was FREE prior to 1992, but the country was bankrupt, you can’t keep taking debts and give it away when there is no means of resources to refill the debts. 

Thats why I said the oil money is coming now ... opportunity will be there to offer the Free Education. 

You should know the saying “ easy comes easy goes” - guyanese get too sweeten to freeness.

With oil in de pipeline de politician promising free tuition, but the fact is that even if free, a degree from UG means very little in todays world. What they should promise is free education at overseas universities, then that would be impressive. Maybe even the slopster would apply.

the lack of knowledge drive some to swallow all kinds of pnc/afc pills. What specific oil industry job? One man had the idea of a shore base facility so Guyana can benefit from the oil industry and to date the govt has shuffled its feet. So i don't know what the hell the uninformed like you are parroting about skills needed in oil industry. So far all serious supplies are being sourced from T & T and they are benefiting handsomely from Guyana's oil discovery while Guyanese suck salt.

PNC secure two soft loans in the 1980s from IDB. early in 1990 the UNDP assisted UG financially through its united nation volunteers program. it was expected that the salary increases of over 90% for academic staff in 1994  would result in attracting local expertise to UG.. making the UNV programme no longer necessary.

the UNC was discontinued but UG remains unattractive to more highly qualified professional.

if the IDB programme was to sustain, a massive increase in UG budget was needed.

because of the country economic problems, larger government subvention was not possible.

The vice chancellor of UG proposed a Cost recovery plan  that involves a repayment of cost by students after graduation over a period that could extended to 20 years.

To launch such a plan, government increase UG budget from G80M in 1992 to G300M for the school year 1993/1994. 

PPP government obtain a loan from sources to fund loans to student for 1994/1995.

i hope this answer your questions, why Fees was introduce in 1994.
