Not all of the ministers are ever in the cabinet. It's always been like that knucklehead. Look, if you fools are going to criticize at least know what the hell you're talking about. 

Mars, since 1992, which ministers were not in the cabinet. Also, during the burnham years, which ministers were not part of the cabinet. I am aware that some countries have an inner cabinet, but all ministers are deemed to be cabinet members, as far as I can remember. Where, other than Guyana does this happen?I am more intrigued about the concept of cabinet solidarity. Once the cabinet makes a decision, all members of the cabinet are expected to adhere to it and to publicly support it. How is this achieved if some ministers are not sitting in the cabinet. Or does cabinet solidarity apply only to those in cabinet. Seems self evident, but I do not know that it is that simple.
