SOCU seizes more than GYD$16 M, two arrested

 

Guyana’s anti-money laundering agents seized more than GYD$16 million from a house in East Coast Demerara and two persons have been arrested, according to police and well-placed sources.

The cash seized includes almost US$80,000, GYD$1 million and Trinidad and Tobago dollars.

Sources said operations were carried out at East Bank Demerara and East Coast Demerara, but the cash was seized at locations on the East Coast Demerara.

The Guyana Police Force, in a statement, said agents of its Special Organised Crime Unit (SOCU) Friday morning, 5th February, 2016 conducted operations at four locations.

“During the operation a significant sum of foreign and local currencies was found at two of the locations and detained pending further investigations into money laundering,” the Guyana Police Force said in a statement.

Those arrested, sources said, say they are business persons.

Guyana’s Anti-Money Laundering and Countering of Financing Terrorism Act criminalizes the possession of US$10,000 or more without good reason.

Police or customs officials have been empowered to seize currencies at any location within Guyana, in addition to ports of entry and exit.

The swift arrest of criminal suspects soon after the commission of a crime is impacting positively on police/citizen relationship.
This is the view of the Cabinet of Ministers after a review of the security situation of the country for the past week.
Minister of Natural Resources, Raphael Trotman, told a post cabinet press briefing that there was a general reduction in crime between January 23 and January 29, when

there were only 27 reported serious crimes. These included murder, robbery under arms and break and enter and larceny.

With respect to narcotics, during the period under review the police were responsible for the seizure of 402 kilograms of marijuana, with 10 persons being charged and placed before the courts.
Seven hundred and thirty-seven grams of cocaine were also confiscated and four persons were charged, including a Guyanese man who excreted several grams of the drugs hours after he was held at the Ogle Airport as an outgoing passenger.
The Customs Anti-Narcotics Unit (CANU) also seized 65 kilograms of cocaine, recently.


Trotman disclosed that the Guyana Police Force also destroyed 4,000kgs of cannabis plants and 45kilos of the dried herb in the backlands of the West Coast of Demerara.


“The Honourable Minister (of Public Security) stated that there was an improvement of police response to criminal activity, with the police being able to arrive at crime scenes in a more timely manner,”  Trotman said.


He added that the police were also able to make several arrests very soon after some incidences of criminal activities.
“This has resulted in a very positive impact on the citizens/police relationship,” the Vice President stated.


Security seems to be very high on the present administration’s agenda and according to Trotman the periodic disclosures of crime statistics will now become routine since the National Security Committee meets weekly with Heads of the nation’s security agencies on Tuesdays prior to the statutory cabinet meeting.
The Committee is headed by President David Granger and includes Prime Minister Moses Nagamootoo, Minister of Public Security Khemraj Ramjattan, and Minister of State Joseph Harmon.
“Every week we look at a snap shot… and this will be a weekly feature,” Trotman said.
In addition to the crime statistics, the police reported 23 road accidents with no fatality during the period under review.
However, last week police almost concluded that Mahaicony labourer Curt Burke died as a result of a hit and run accident, despite the opposing views from family members, who feel that he was murdered.
Burke’s dismembered body was found in a clump of bushes at Drill, Mahaicony last week.
A subsequent post mortem conducted by Government Pathologist Dr. Nehaul Singh, found that the man’s body was run over by a large or heavy vehicle multiple times.
Kaieteur News understands however that both traffic ranks and the Criminal Investigations Department on the East Coast of Demerara are still conducting investigations, looking at both theories

MAGISTRATE Rhondell Weaver on Tuesday sent a strong signal to drug traffickers by imposing a multi-million-dollar fine on Puran Persaud, called ‘Andy’, who was found guilty of trafficking 92 lbs of cannabis sativa.

Sergeant Racquel Mars had submitted that the defendant must be called to lead his defence, as his caution statement, which was deemed admissible by the court, had indicated that he had knowledge of the crime.

Attorney Mursalene Bacchus had earlier made a no-case submission, but this was overruled by the court.

Inspector Grace Bristol and Sergeant Althea Soloman, prosecuting for the police, had led evidence which revealed that the taxi driver had in his possession 92 lbs of ganja for the purpose of trafficking.

Puran Persaud, 32, of Lot 62 Rosignol, West Coast Berbice, was intercepted at Bath Settlement, West Coast Berbice on January 26 with 25 parcels containing the illegal substance. Questioned about the multi-coloured bag containing the illegal substance, he had told police that it was owned by a fisherman from Cotton Tree Village, West Coast Berbice.

In handing down sentence at the Blairmont Magistrate’s Court, Magistrate Weaver said she was sending a strong signal to those with similar intent, thus she was imposing a fine that was three times the street value of the narcotics.
Initially, Puran was jointly charged with Liana Ramsundar and Puran Ramoo, but the case against those two was dismissed.

GRA seizes $20M in chicken, other goods in smuggling crackdown

(GRA) has been relentless in its pursuit of smugglers.
According to GRA yesterday, acting on information received and with the use of coordinated patrols, LEID has for the month of January 2016, had reason to seize a large quantity of un-customed goods with a revenue value of almost $20M.
The division also detained a number of vehicles which were used to transport the seized items.
According to GRA, the countrywide enforcement campaign has netted a quantity of frequently smuggled items with the most notable items being foreign chicken and mosquito coils which have not been approved for use in Guyana.
“For a number of these offences, the offenders have been identified for the first time. However, in some cases it has been noted that the perpetrators are repeat offenders, in which case the penalties are levied as payment triple the value of the duties.”
GRA noted yesterday that it is important to note that the cross-border trade has been reduced due to the establishment of in-transit bonds in Suriname.
“This has resulted in the need for importers to containerize cargo, which gives more control as it relates to the importation of goods. The Law Enforcement and Investigation Division will continue to work with the Task Force on Fuel Smuggling and Contraband in ensuring that the issue of smuggling is effectively addressed.”
The authority warned that it will continue to put systems in place to ensure its enforcement activities are enhanced.
“The effectiveness of this, however, is dependent on cooperation from the public as it relates to sharing information on incidents of corruption and illegal activities that are geared at depriving the state of revenue or results in unfair competition with the local manufacturing sector and legitimate importers. As such, persons with information can utilize various methods of providing information to the GRA.”

court on larceny charges, is consulting with his attorney with respect to the impact the court proceedings will have on his tenure on several Constitutional Service Commissions.
Duncan, who is presently the Chairman of the Public Service Commission, and who also serves on the Judicial and Police Service Commissions, was slapped with three charges, related to monies from the Guyana Power and Light Inc.
His position is being questioned by some observers who believe that Duncan’s tenure in the above mentioned Commissions could become controversial since he will be dealing with issues that involve persons in conflicting positions.
“Imagine he is appearing before a Magistrate, who will be subjected to decisions made by him as a member of the Judicial Service Commission. Additionally, he was charged by ranks of the Guyana Police Force, whom he may have to be deal with at the level of the Police Service Commission, of which Duncan is also a member,” an attorney-at-law told this newspaper.
But Duncan does not see it that way.
“I do not see it that way. The matter is being looked at by my lawyer,” Duncan told Kaieteur News in an invited comment yesterday.
Duncan was on Tuesday last placed on $1M bail after he pleaded not guilty to the three charges.
Police alleged that on March 31, 2015 at Georgetown, he stole GYD$984,900, property of GPL; on the same day at Georgetown, he conspired with GPL’s then Deputy Chief Executive Officer, Aeshwar Deonarine to steal $984,900, property of the power company and that he conspired with Deonarine to commit a felony that is to say between May 7 and 8 at Georgetown he conspired to steal GYD$27,757,500, property of that utility company.
According to Duncan the charges are merely allegations. “Anybody is innocent until proven guilty,” he said.
Prime Minister Moses Nagamootoo believes that it’s up to the embattled Duncan to do the honorable thing and remove himself from the Constitutional Commissions he currently sits on.
“I would expect that there would be a public interest side of this. I’m not judging him because a man is presumed to be innocent until proven guilty. But it’s maybe up to him to withdraw from all of these positions,” the Prime Minister told this newspaper in an invited comment last Saturday.
“I don’t know of any law that tells me that you could remove someone if they are charged and placed before court….I haven’t looked at the scenario and I’m not aware that government has looked at it,” Prime Minister Nagamootoo added.
One letter writer, an attorney at law, in yesterday’s edition cited the ‘dictat’, which speaks to public officials who have been charged for some offence to be interdicted from duty until the conclusion of the matter.
The writer noted that depending on the result of the matter, the official is either fired or reinstated.
“This rule seems to be honoured more in the breach than in the observance as in this classic case of a serving member of the Judicial Service Commission and the Police Service Commission, both constitutional bodies that are advocates of the law,” the letter writer stated.

Investments Limited (NICIL) audit report which confirmed that Dr. Ranjisingh ‘Bobby’ Ramroop—best friend of former President Bharrat Jagdeo—was able to grab the Sanata Complex at a gift price.
The report also highlighted NICIL’s admittance that it sold the property to Dr. Ramroop at a valuation price of what the property was worth before large sums were spent on renovation.
NICIL sold 18.891 acres of land with buildings and erections at the Plantation Ruimveldt for US$3.4M to Queens Atlantic Investments Inc. (QAII) in 2010. Kaieteur News understands that this sale recorded a major loss for the State as pre-sale rehabilitation works on the complex had cost close toUS$5M with US$2M being spent on the removal of asbestos alone.
Chartered Accountant and former Auditor General, Anand Goolsarran, had highlighted the sale of the property in his forensic audit report on NICIL.
He said, “By Order No. 40/2010 dated November 29, 2010, NICIL sold 18.891 acres of land and buildings and erections at the Plantation Ruimveldt (Sanata Textiles) to Queens Atlantic Investments Inc. (QAII) for $689 million (US$3.4M). The note on NICIL’s publication reads: After being advertised for sale but no proposals was received, in mid- 2007, a proposal was received from QAII for the development of the compound with a US$27 million investment plan.

NICIL’s Executive Director, Winston Brassington, and the Executive Chairman of QAII, Dr Ramroop, in a joint missive, had stated that the privatization of Sanata had taken the form of the issuance of a 99-year lease at a substantive rental of approximately $50M per year.
However, there was nothing in Goolsarran’s report that proves that Dr. Ramroop had indeed been paying the cost for the lease.
Following the acquisition of this property, QAII reported that its assets more than doubled.
The company’s 2010 Financial Statements, which were inked by the Group’s head and best friend of former President Bharrat Jagdeo, Ramroop, verified that the group’s total assets for 2009 were $3.6B. It skyrocketed to $7.9B in 2010. A property bought for only $689M hiked QAII’s more than $4B higher.
Rehabilitation and construction of the facilities which commenced in June 2007 were said to be phased over a three-year period.
Until it was sold, Sanata was leased to and managed by the China Textiles Industrial Corporation for Foreign Economic and Technical Cooperation of China.

The Government of Guyana in 2008 approved the privatization of the Sanata Textiles Complex (Sanata), Industrial Site, Georgetown to QAII for the purpose of establishing a multi-purpose investment complex.
Dr Ramroop at the time had intimated that he envisaged an overall investment of US$30M and the creation of 1200 jobs of which 600 new, permanent jobs would become a reality by the end of 2008. This never materialized.

THE GUYANA Geology and Mines Commission (GGMC) was allegedly riddled with corruption under the old regime, with the Chairman and Commissioner reportedly colluding with Bai Shan Lin to secure a plot of land in the Mazaruni Mining District No. 3.

The Guyana Chronicle was reliably informed that a process which usually takes months, and sometimes more than a year, was completed in seven days, much to the satisfaction of the trio.

Reports indicate that, without any hesitation, former Chairman Clinton Williams and former Commissioner Rickford Vieira had allegedly moved to grant the Director of Bai Shan Lin, Hongbo Chu, a Prospecting Licence (PL) to operate in the Mazaruni Mining District. Less than seven days after, Chu reportedly converted the Prospecting Licence to a Mining Permit, paving the way for alluvial mining to be done, but not by him.

Putting the transaction into context, a reliable source explained that, in 2011, GGMC had granted Brian Chase a Prospecting Licence to operate in the area, but despite being notified of the due date, Chase had failed to renew his Prospecting Licence, and in keeping with the laws governing the Commission, the land, which belongs to the State, was reclaimed.

It is not clear when Chu, who is a naturalised citizen of Guyana, developed interest in the mineral rich area, but documents seen by this newspaper revealed that on October 9, 2015, Williams, Vieira and Chu affixed their signatures to a document that paved the way for the latter to acquire the Prospecting Licence. This allowed him to mine gold and precious stones in the area for a period of five years.

Though it appears legitimate from the outside looking in, the source said, the deal, which was signed and sealed in one day, ought to be food for thought.

“This process normally takes months. Sometimes you apply, it takes more than a year, because it is a lengthy process and everyone knows that. GGMC is inefficient, they don’t deliver to the regular people; and for such a transaction to be signed off in one day, well, that is something strange,” the source posited.

According to the source, to make matters worse, Chu, within seven days, converted the Prospecting Licence to a Mining Permit, before renting the plot of land to Joa Oliviera Nascimento.

“The PL is large-scale, and they can’t do alluvial mining on a PL. In order to do alluvial mining, and to give the gentleman a contract, he converted it in a matter of six days, which is record-breaking. Nobody can get that process done in six days at GGMC. So, (because of) the haste in which it was done, it had to be complete collusion with the Board. The Board would have had to see the process through,” the source explained.

The receipt, which was also seen by this newspaper, indicates that Nascimento was required to pay an initial sum of $5M, and subsequently $2M on a monthly basis. According to the source, Vieira and Williams were paid more than US$166,000 to facilitate this and several other transactions.

“They were best of friends, but they became enemies because of greed. Vieira collected the money but didn’t give Williams the full amount, so that is how the problem started,” the source told this newspaper.

Less than two months after the Prospecting Licence was granted to Chu, Williams, being at the time the Chairman of the Board of Directors of the GGMC, moved a no-confidence motion against Vieira.

On November 28, 2015 the Board, under stewardship of Williams, moved a no-confidence motion against Vieira and several senior functionaries within the Commission. Williams had said that Vieira had failed the Commission in many areas.
Vieira was sent home, but his services were terminated only last month.

But while Williams moved a no-confidence motion against Vieira, the source said, Williams had pleaded with the Government not to have his (Williams) stint cut short.

“Everybody knows why the Chairman was begging for that opportunity; it was because he had already taken (sums of) money from miners for some favours, and this is not the only one, so he had to complete and he did complete.”

According to information reaching this newspaper, the Ministry of Natural Resources has launched an investigation into the matter, to determine whether any laws were breached in the process.

Essequibo woman imprisoned at home for 10 years freed

 

A public outreach by Prime Minister, Moses Nagamootoo led to the rescue of a 31– year–old woman, who was locked away by her mother for approximately 10 years in their Richmond, Essequibo Coast home.

The Prime Minister and a team are currently in Essequibo conducting a public day, when the information was relayed to him by a concerned family friend. As such, the Prime Minister visited the Anna Regina Police Station, where a team along with an ambulance was mobilised.

Upon arriving at the Richmond house, the police found the woman locked away in a room, half – naked, lying on a wooden bed frame. There was a huge padlock on the door and the windows were barred.

The Guyana Chronicle, which was present on the scene, observed the room filled with human feces, urine, worms and garbage. The concerned family friend told the Prime Minister that the woman was once a top student with 13 Grade Ones.

She claims that the girl worked as a Nurse attached to the Georgetown Public Hospital and started dating a male, who is of African descent. According to the family friend, the mother did not approve of the relationship and decided to lock her away.

But the mother told a different story to reporters, noting that her child is mentally ill and she thought the best thing to do was to keep her inside the house.

The mother also claimed that she decided to lock the woman in the room after men would break into the house and rape her daughter.

The woman was eventually taken from the house by the ambulance and admitted to a hospital. Investigations are ongoing.

In stepping up operations to address money laundering, ranks of the Special Organised Crime Unit (SOCU) on Friday conducted operations on four locations.
According to a police press statement, during the operation, a significant quantity of foreign and local currencies was found at two of the locations. People were detained pending further investigations into money laundering.
A man and a woman have been arrested and are in custody assisting after the SOCU ranks swooped down on a house in Happy Acres.
That operation netted US$75,000 ($15M) and just over $500,000 in local currency.
This publication also understands that miner Paul Persaud was taken off a LIAT flight to Barbados where he would have been in-transit to St. Lucia.
Persaud who was donning a gold chain and a bracelet was taken to the SOCU Head Office. Like his mother-in-law, Persaud is also a miner who purchases gold regularly in the hinterland.
Up to press time he remained in custody. Reports from relatives are that they have been denied permission to speak with him.

Local DEA office to open on Wednesday

A local Drug Enforcement Agency (DEA) office is set for an official opening next week Wednesday.
According to an advisory issued by the United States Embassy yesterday, the DEA office will officially be opened by Ambassador Perry Holloway at the US Embassy Duke and Young Streets, Kingston, Georgetown location.
The event will include remarks from the Ambassador, a DEA official and a senior Guyana Government official.
At a press conference during the latter part of last year, Ambassador Holloway in speaking of the DEA presence in Guyana, disclosed that by January 15, last, an official was already selected and his team would be in place in Guyana.
In July 2014, former President, Donald Ramotar and the previous US ambassador, D. Brent Hardt, announced the establishment of a local DEA office to fight the drug trade.
This was following the approval of the DEA office in Guyana by the US Senate.
Measures were reportedly apace since then to ramp up activities in Guyana. In fact a number of temporary duty personnel were stationed here.
Ambassador Holloway reported last year that the DEA officials have been working closely with the local authorities not only on cases, but also on training and lending of technical assistance. The agencies included the Customs Anti Narcotic Unit (CANU).
There have been several high profile drug cases in both Guyana and the US.
Guyana, because of its geographical location in South America, has been a known trans-shipment point for narcotics for years now. The drugs have been making their way over the borders from Venezuela and onwards through the ports to the US or neighbouring Suriname for Europe.
Ambassador Holloway himself is no stranger to the drug fight.
He served in Colombia at various levels including Director of Narcotics Affairs Section and even in Washington doing work in counter narcotics.
Previously, before July 2014, Guyana had to seek help from the Trinidad and Tobago-based DEA office, in the sharing of intelligence and exchange of mechanisms to tackle drug-smuggling problems.

that is now involved in large scale gold mining.
From one area alone, in Ekereku, Mazaruni, Region Seven, BaiShanLin has been extracting over 500 ounces of gold, weekly, according to miners.
There is no evidence that BaiShanLin or any one of the many companies it has registered, declared anything to local gold dealers or to the Guyana Gold Board.
The Chinese company shifted its operations from timber after public scrutiny within recent times saw the David Granger administration last year halting log exports. The company had failed to build a wood processing plant, in compliance with its business plans and contractual arrangements.
BaiShanLin’s local principal, Chu Hongbo, who was granted citizenship in 2014, managed to buy up, via auctions and other means, several mining properties. He had shifted part of his logging operations to the gold fields.
For example, the company and Chu Hongbo have managed to build an impressive mining operation at Ekereku which according to GGMC records, is listed as ‘Sheet 15 SE’.
In that area alone, the company has at least 26,400 acres of mining lands.
All were acquired between the 2014 and 2015, when GGMC’s allocation of mining lands and financial activities raised alarm.
Ekereku is rich in gold deposits. For decades it has attracted miners.
According to GGMC officials yesterday, there is little indication from records that any visits were made to the BaiShanLin mining camps by Mines Officers to ensure operations are in keeping with regulations.
The issue is also about a disconnect of information sharing between GGMC and the Guyana Gold Board, the government agency that buys gold.

How BaiShanLin and other operators are allowed to conduct mining activities without attention from GGMC would also raise alarms about the monitoring and capacity of GGMC and how much revenue is being lost to the country.
For BaiShanLin alone, the 500 ounces of gold would represent over $100M weekly in revenues. This translates to $7 million in royalties for Guyana.
This particular company has been sparking anger because of the seeming reluctance by consecutive Governments to act.
It owes Government for properties it bought; it is facing delays in its housing project and trade mall on the East Bank of Demerara. It controls a large swath of prime lands at Providence.
BaiShanLin was also allowed to snap up hundreds of thousands of forest lands, making it the second biggest property owner, on paper, behind Barama Company Limited.

MILLIONS SEIZED … SOCU nets big bucks in money laundering raids

 

THE SPECIAL Organised Crimes Unit (SOCU) has seized millions of dollars in local and foreign currencies in a major anti-money laundering operation that was held along the East Coast and East Bank Demerara on Friday.Observers said the raids were significant as they came days before the United States Government opens a Drug Enforcement Administration (DEA) office here with the intention to help fight organised crime in this South American country.

Up to late Friday evening, SOCU Head, Assistant Commissioner Sydney James, was preparing to brief Public Security Minister Khemraj Ramjattan on the operation, which saw a woman and a man being arrested.

Minister Ramjattan confirmed he was aware that an operation had been conducted, and said he was awaiting a report from the head of SOCU.

A police statement said the operation was conducted in four separate areas, and a quantity of foreign and local currencies had been seized. Unconfirmed reports have suggested that approximately $15M had been seized. The cash has since been lodged, and would be used as exhibits in prosecution of the culpable parties when the matter is called before the courts.

The SOCU operation, according to information this publication received, took place in the police ‘C’ Division, East Coast Demerara, and the police ‘A’ Division, East Bank Demerara. The cash was, however, found in a house on the East Coast Demerara.

VERY ACTIVE
SOCU has been very active in the past several months, following up on allegations stemming from the state-commissioned forensic reports into a number of Government agencies. SOCU came into full operation in 2014, in keeping with Guyana’s treaty obligation to the Caribbean Financial Action Task Force (CFATF) and the Financial Action Task Force (FATF).

SOCU collaborates with the FIU to compile information that would build a case, and then acts as an intermediary between the FIU and the DPP to prosecute that case. SOCU was established under the AML/CFT Act of 2009 with the primary objective being to monitor the financial sector, but with the operationalization of SOCU, its task expanded from monitoring to investigating.

Back in 2014, SOCU collaborated with the FIU to make its first bust, seizing US$45,630 and €740, suspected to be the proceeds of criminal activity, from a Bulgarian national who was suspected of laundering the money.
The seizure was made at the Cheddi Jagan International Airport (CJIA) on Wednesday, October 29, 2014.

Based on information received, SOCU had “strong suspicion” that the Bulgarian national was involved in money-laundering activities. The individual had journeyed from Bulgaria to Spain, then from Brazil to Guyana and then to Jamaica, before returning to Guyana. It was on his return trip that he was intercepted.

CRITICISED FOR INACTION
Over the years, Guyana had been severely criticised for not going after money launderers. In a 2007 report, the US State Department had said that Guyana was neither an important regional player nor an offshore financial centre, neither did it have any free trade zones; however, the scale of money laundering was thought to be large relative to the size of the economy, with some experts estimating that the informal economy was between 40 and 60 per cent of the size of the formal economy.

The US report said money laundering had been linked to trafficking in drugs, firearms and persons, as well as to corruption and fraud.
“Drug trafficking and money laundering appear to be benefiting the Guyanese economy, particularly the construction sector,” the US report said. It added that investigating and prosecuting money laundering cases was not a priority for law enforcement, noting that the Government of Guyana (GoG) had made no arrests or prosecutions for money laundering in 2006 due to a lack of adequate legislation and resources.

Criticising Guyana’s fight then against money laundering, the US report had said that Guyana’s anti-money laundering regime was ineffective, and the implementing regulations of the money laundering prevention Act were inadequate.

However, since coming to office, the David Granger administration has passed the Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) legislation. Attorney General and Minister of Legal Affairs, Basil Williams, had said the passage of this bill signals not only Guyana’s obligation to becoming an AML/CFT-compliant regime, but also the commitment of the APNU+AFC Coalition Government to pass the bill in the 100 days of its coming to office.

“The proposed bill has added the person authorised by the Financial Intelligence Unit (FIU), and it has said also that they could seize and detain cash above the sum of $10M anywhere in Guyana,” Mr Williams had told the House during the debate.

He stressed the requirement for “cogent evidence” in the legislation before any seizure is done. “It seems to be higher-than-reasonable suspicion, because you have to have reasonable suspicion also. They cannot seize cash that is in the possession of persons in the course of business, commerce, trade, and such activities,” Mr Williams added.

Both the FIU and Special Organised Crime Unit (SOCU) would have to provide the evidence before seizures are done.

Essequibo woman imprisoned at home for 10 years freed

 

A public outreach by Prime Minister, Moses Nagamootoo led to the rescue of a 31– year–old woman, who was locked away by her mother for approximately 10 years in their Richmond, Essequibo Coast home.

The Prime Minister and a team are currently in Essequibo conducting a public day, when the information was relayed to him by a concerned family friend. As such, the Prime Minister visited the Anna Regina Police Station, where a team along with an ambulance was mobilised.

Upon arriving at the Richmond house, the police found the woman locked away in a room, half – naked, lying on a wooden bed frame. There was a huge padlock on the door and the windows were barred.

The Guyana Chronicle, which was present on the scene, observed the room filled with human feces, urine, worms and garbage. The concerned family friend told the Prime Minister that the woman was once a top student with 13 Grade Ones.

She claims that the girl worked as a Nurse attached to the Georgetown Public Hospital and started dating a male, who is of African descent. According to the family friend, the mother did not approve of the relationship and decided to lock her away.

But the mother told a different story to reporters, noting that her child is mentally ill and she thought the best thing to do was to keep her inside the house.

The mother also claimed that she decided to lock the woman in the room after men would break into the house and rape her daughter.

The woman was eventually taken from the house by the ambulance and admitted to a hospital. Investigations are ongoing.

continues to grapple with the high presence of narcotics trafficking within its borders.
In an interview with Guyana Times, US Ambassador to Guyana Perry Holloway stated that while he cannot talk about specific cases, his Government is monitoring local organisations believed to be engaged in narco trafficking activities to the United States.
“There are narco trafficking organisations in Guyana that ship drugs to the United States and the DEA (Drug Enforcement Administration) and others, of course, are looking at those – that’s what they do and they will do even a better job once they (DEA agents) get here,” he said one week ahead of the opening of a local DEA office.

“Fair” number of seizures
Ambassador Holloway pointed out that the US is concerned about the “fair” number of drug seizures happening locally, particularly since most of them are destined for the North American country. However,

he explained that there is some positive on the flip side of this situation as it shows that persons are being intercepted.
“The good news is that seizures are being made so bad guys are being caught and every time you catch a bad guy, you get a ton of information – who they’ve been calling on their cellphones, who they’re meeting with – and this allows you to eventually make the links to try to go back to the root of the organisation,” he outlined during the interview.


According to the US Ambassador, this was the driving force behind the establishment of a DEA office in Guyana. Ambassador Holloway further explained that he has worked in lot of countries that struggle with tremendous narco trafficking problems, and while there is a nacro trafficking problem in every single country in this hemisphere, he does not believe that such a situation is totally permeated in the Guyanese society.


“I still think there is an opportunity for Guyana to start the spread out. Will you ever take (narco trafficking) to zero, to be honest, I don’t think that’s possible but you still have United States being one of the largest consumers even though our consumption is going down, we are still a big consumer so as long as there is a demand, there will be a supply but what you have to hope for is to contain it in such as way that it doesn’t totally degrade or rot your society within,” he remarked.

Permanent DEA presence


Moreover, the US Diplomat stated that with the DEA here permanently, it will allow for a more close collaboration between Guyanese and US law enforcement in tackling the illicit trade. The much anticipated DEA office is scheduled to have its official opening on February 10.
The opening of this office comes amid spiralling narcotics trafficking here and it is anticipated that it will help break up local drug networks. Stakeholders have long called for the establishment of a DEA office in Guyana as they believe it would prevent the spread of the narcotics trade, which has gotten to the point of Guyana being considered a transshipment point. Additionally, the drug trade has also been tied to the increased level of gun violence and other crimes.


According to Ambassador Holloway during the interview with this newspaper, DEA agents would previously come to Guyana at the behest of the Government to assist with investigations into major drug trafficking by providing technical assistance, intelligence and other data to help their local counterparts carry out interceptions.
He noted too that it was against this background and with approval from the previous Administration, and now with support of the current Government, that the US is establishing a local office here which will see the presence of DEA agents here on a fulltime basis. However, the Ambassador, remained that these agents will not be engaged in actual policing activities.


“DEA agents are not Policemen in Guyana. They cannot kick down doors, they can’t arrest anyone. They work on cases that have a US link so if we believe this organisation is smuggling cocaine to New York, then they’re focusing on that,” he stated.
Furthermore, the US Diplomat outlined that with the DEA office here, they will not only get information on the illicit trade to the US, but to other regions around the world. “In the course of investigations, they (DEA) pick up lots of information dealing with local narco trafficking or maybe narco trafficking going to Europe and they’ll be able to share more and more of that information with their counterparts here because relations are going to closer,” he added.


The US Ambassador underscored that while there is no magic bullet to rid any society of narcotics trafficking, he noted that in the period of months and years, all of sudden there will be greater information available adding that with information is how these types of crimes are dissolved.

MAGISTRATE Rhondell Weaver on Tuesday sent a strong signal to drug traffickers by imposing a multi-million-dollar fine on Puran Persaud, called ‘Andy’, who was found guilty of trafficking 92 lbs of cannabis sativa.

Sergeant Racquel Mars had submitted that the defendant must be called to lead his defence, as his caution statement, which was deemed admissible by the court, had indicated that he had knowledge of the crime.

Attorney Mursalene Bacchus had earlier made a no-case submission, but this was overruled by the court.

Inspector Grace Bristol and Sergeant Althea Soloman, prosecuting for the police, had led evidence which revealed that the taxi driver had in his possession 92 lbs of ganja for the purpose of trafficking.

Puran Persaud, 32, of Lot 62 Rosignol, West Coast Berbice, was intercepted at Bath Settlement, West Coast Berbice on January 26 with 25 parcels containing the illegal substance. Questioned about the multi-coloured bage fisherman from Cotton Tree Village, West Coast Berbice.

In handing down sentence at the Blairmont Magistrate’s Court, Magistrate Weaver said she was sending a strong signal to those with similar intent, thus she was imposing a fine that was three times the street value of the narcotics.
Initially, Puran was jointly charged with Liana Ramsundar and Puran Ramoo, but the case against those two was dismissed.
