Matters have come to a halt at the Russian Aluminium Company, Rusal, with operations shut down and workers protesting an arbitrary one per cent salary increase were asked to leave the company’s premise.
This all occurred on Friday in the company’s Region 10 holdings, when the workers decided to strike because of the meagre one per cent increase – an increase, the workers have been informed, that was sanctioned by the Government of Guyana itself.
It is understood that not only were the dissatisfied employees told not to return to work, they were also threatened with dismissal after they initiated the strike action. However, Under Article 147 of the Constitution of Guyana, striking workers are afforded protection.
The company, in a letter dated February 15, 2019, which was seen by this publication noted that management had no alternative but to close the mine area due to the withdrawal of labour by workers attached to the Mining Equipment/Mobile Equipment Maintenance Department.
It noted that work was halted in the Department until further notice. “All affected workers are asked to leave the premises of the company with immediate effect,” the letter went on to state.
This publication understands that there was a meeting between management and employees on Saturday. The workers are reportedly seeking a 15 per cent increase instead. General Secretary of the Guyana Bauxite and General Workers Union (GBGWU), Lincoln Lewis also met with affected workers on Saturday.
During the meeting, issues such as wage increases, living quarters and transportation were reportedly discussed. Regional Vice-Chairman Elroy Adolph in an invited comment said employees were very disturbed over the rate of the increase, but have faith in the Workers Union.
“Nobody is working. All the vehicles parked and I was told they are not working, they put them out the mines. It’s just the supervisors and maybe one or two pump attendants are there, but almost all the workers are off the mines,” Adolph stated, noting that the workers are being backed by the Union.

Sovereignty at stake
Meanwhile, a press release from the GBGWU on Friday noted that the striking workers being threatened with dismissal demonstrates that sovereignty is at risk.
“This is an embarrassment to all Guyanese. The workers’ protest was responded to by management at a meeting held where they were brutally told that they will be fired if they do not return to work within the day; that they can seek redress wherever they want, and to hell with the Government. The operation at the mines and maintenance departments have come to a halt,” the Union said.
According to the Union, Article 147 (2) of the Constitution of Guyana protects the right to strike, noting that in the collective bargaining process, strike is considered an industrial weapon to be used whenever the circumstances become necessary.
“All are reminded that since December 2009, under the noses of successive Governments, BCGI has been engaged in a series of violation of the law and transgressing of the workers’ rights. The management continues to refuse to treat with the recognised Union of the workers’ choice, the Guyana Bauxite & General Workers Union (GBGWU),” the Union added.
It went on to state that the Union stands in solidarity with the workers in the exercise of their basic rights. GBGWU called on all Guyanese to understand the struggles faced by these workers, to empathise with them, and to lend them support. According to the Union, the continued violation of the workers threatens multiple family units and the entire communities within which they reside.
The threat to one is a threat to all, the Union stated, noting that injustice “here is an injustice everywhere”. As such, the Union also called on the Government and also on the Opposition to help the workers by intervening in the matter.
“In this period of political division and external tension with our neighbour Venezuela that is facilitating a growing presence of Russia in its ongoing pursuit of geopolitical relevance, is management’s new threats and intensified violation a strategy we must pay attention to,” the Union stated.
More so, it added that in the context of a heated upcoming election and the exploitation of oil and gas resources, the matter is no longer a simple labour issue.
“There seems to be a hidden agenda with potentially dangerous consequences that both the Government and Opposition should take immediate action on. This is about sovereignty and national interest,” the release said.

Rusal orders kitchen to stop cooking for workers

Bauxite workers of Rusal, in Upper Berbice, Region Ten, are digging in their heels, and refusing to budge in the second day of standoff against management over an arbitrary one percent increase.
Yesterday, in a situation that is escalating, Rusal’s management ordered that its kitchen staff not cook for the mines workers.

Union leader, Lincoln Lewis with a few staffers yesterday at Aroaima, Upper Berbice, Region 10.

In defiance, the workers started to cook for themselves.
The Russian-owned company on Friday ordered local staffers from the Kurubuka mine site and reportedly sent buses to remove them yesterday after protests about an arbitrary one percent increase in salary.
Yesterday, workers met with union leader, Lincoln Lewis, at the Aroaima staff sports club where it was announced that a meeting is set tomorrow at the Ministry of Social Protection.
It will involve union officials, government and Rusal management.
“We are not going anywhere and this decision to not cook for the staffers is an indication what we as citizens have to deal with,” a spokesperson for the workers said yesterday.
It was explained that Lewis told workers that Government is supporting them and they should stand their ground.
In a video released yesterday, workers were seen outside the staff club cooking soup for 150 persons. They said they will have to cook three times a day.
In another video, workers were seen talking to a “Mr. Saul”, said to be representing management.
He informed them that there were buses available to take them home.
However, he was rebuffed by the angry workers who questioned why management took the arbitrary decision to increase salaries by one percent without informing workers.

Rusal workers being forced to cook for themselves after the company ordered its kitchen staff to stand down.

“Saul” told them that management does not consider Friday’s downing of tools as strike actions.
It is only a strike when management is informed, he said.
However, workers promptly told him that they were not informed of the arbitrary increase.
On Friday, scores of bauxite workers downed tools at the Kurubuka mining area and were later written to management of the Russian company that work has been cancelled.
They were told to leave the premises.
The situation threatened to get ugly.
“We are not leaving this place. We are going to the ex-pats area tomorrow (Saturday) and we are not leaving. They told us that Government ‘okayed’ a one percent increase and that is it. Our working conditions are beyond belief and this government is dragging its foot,” a spokesman for the workers said.
The first shift of equipment workers numbering 40 downed their tools first.
Management met with them in the mine site area and ordered them to return to work or face a cease of operations.
The workshop crew too joined in the protests actions and by afternoon, the company wrote them, saying that there are no options by closing the mines.
The affected workers included the mining, mobile equipment operators, and maintenance crews.
The workers were backed by the Guyana Bauxite and General Workers Union.

According to the union, on Friday, the situation is an embarrassment to all Guyanese.

“GB&GWU had earlier informed Chief Labour Officer, Charles Ogle, of the industrial action taken by the aggrieved and deprived workers. The Union stands in solidarity with these workers in the exercise of their basic right and for the upholding of their attendant rights.”
According to the bauxite union, workers of BCGI have been suffering since under the previous government and continue to suffer under the current.
“More so, in the context of a heated upcoming election and the exploitation of our oil and gas resources, this matter is no longer a simple labour issue. There seems to be a hidden agenda with potentially dangerous consequences that both the Government and Opposition should take immediate action on. This is about a nation’s sovereignty and national interest, the respect for worldwide comity.”
In 2009, more than 50 striking workers were sacked by BCGI. That matter has never been resolved.
Rusal has almost 500 workers with the majority of them from Linden and Berbice.

RUSAL chases workers off mine site, shuts down sections

 

FLASHBACK: Delegations of Bauxite Company of Guyana Inc./Russian Aluminium and the Guyana Government locked in talks on worker’ grievances.

A number of workers at the Russian Aluminium (RUSAL)-controlled operations of Bauxite Company of Guyana Inc. have been ordered off the mine site and a section of the operations shut down, in the wake of a strike for increased salaries, according to a document sent to aggrieved workers.

In a memorandum to all members of Mining Department/Mobile Equipment Maintenance, Managing Director Valerii Vinokurov said, “Due to the withdrawal of labour by workers attached to the Mining Department/Mobile Equipment Maintenance, Management has no option but to close the operations at the mines.”

She indicated that the operations have been closed indefinitely and the workers ordered to leave immediately. “As such all workers attached to the Mining Department Mobile Equipment Maintenance are hereby advised that the work of the Mining Department / Mobile Equipment Maintenance has been brought to a stop until further notice. All affected workers are asked to leave the premises of the company with immediate effect.”

President of the Guyana Bauxite and General Workers Union (GBGWU), Leslie Gonsalves could not say how many workers were off the job or downed tools because the company has been refusing to communicate with the union although it is the recognised bargaining agent.

The workers went on strike to protest a 1 percent salary hike. Gonsalves said the workers are entitled to no less than 15 percent.

While the GBGWU said it has informed the Chief Labour Officer, Charles Ogle, efforts to contact him proved futile. Junior Minister of Labour, Keith Scott also did not respond to calls.

The union has accused both the former ruling People’s Progressive Party/Civic administration and the current David Granger-led administration of turning a blind eye to RUSAL’s alleged violation of workers’ rights with impunity.

About a decade ago, more than 50 workers were fired by the company after they had staged industrial action at the mines site but so far they have not been reinstated.

Workers are now begging for help.

Of course its the PPP who sold off the Berbice operations to RUSAL.

Why didn't they sell Guysuco to the Chinese one can ponder?
