APNU+AFC approved millions for Linden call centre repairs before contract signed; $16.2M in materials missing

The Auditor General has found discrepancies in payments approved on a contract for renovations and functional enhancements to a call centre building at Linden, Region 10.

β€œThe Ministry of Public Telecommunications made full payment on a contract to an Engineering Firm for design and supervision services for the renovations and functional enhancements to a Call Centre Building at Linden, Region β„–. 10.

β€œHowever, our physical verification on 4 September 2020 revealed that there was no representative from the Consultant on site to supervise the works. Further, the roof sheeting installed did not meet the specifications in the contract, while materials valuing $16.249M already paid for, were not on the site,” states the Report of the Auditor General on the Public Accounts of Guyana and on the Accounts of Ministries, Departments and Regions for the fiscal year 2019.

The report was formally released on Wednesday in the National Assembly.

Further, the report said the Ministry of Public Telecommunications, which was headed by Alliance for Change member Catherine Hughes, approved an advance payment of $17.1M and an interim payment of $31.8M, on the same date.

Investigations revealed that the actual contract between the Ministry and the contractor was signed one day after the advance and interim payments were already approved.

In December 2019, the Ministry and M&P Investments Incorporated signed a $116Million contract for the renovation of the old call centre in Linden.

At the signing, it was announced that the works would be completed by April 2020. At least 150 seats should have been available initially with a long-term goal of providing 300 jobs for Lindeners.

Almost a year later, that has not materialized.

I have read the article and I am not deflecting.  The allegations are unproven but even if true the scale of the fraud pales in comparison to what the PPP crooks have perpetrated.  Let's assume that somebody stole $G16 M .  That's the equivalent of US$80000.  Jagmohan et al. with kickbacks to Irfaan Ali et al. are involved in fraud of hundreds of millions of US dollars. And, that's just one scheme involving the smuggling of gold and money laundering.

I don't have to read it again.  Your attitude is a reflection of the mindset of PPP supporters, mainly IndoGuyanese who believe that the PPP can do no wrong.  You have ignored the evidence of for example Irfaan Ali's ties to Jagmohan and Mohamed, which is just the tip of the  iceberg.  Just look around and you will see the stolen wealth.  I have no time for racist pigs.  As night follows day the PPP crooks will be brought to justice.

The Auditor General has found a discrepancy.  That's what audits could uncover.  Explanations could follow and if there is fraud charges should be laid.   At that point, the accused must be afforded due process.  Therefore,  at this point there is suspicion of fraud that may be followed by charges.  So, aren't we at best at the stage of allegations?  In typical PPP style unnamed people have been found guilty because that is their mindset.  I again refer you to the article Django posted on gold smuggling by Jagmohan and Mohammed. And, there you will see that Irfaan Ali, the academic fraudster, received an armored car as a kickback.  Have you heard of Pradoville?  That is a den of thieves who exploits make Coalition fraud look like child's play.

The PPP and corruption go hand in hand.  The PPP is grossly incompetent .Ashni Singh is a crook.  He was part and parcel of the Pradoville scam.  They will be jailed or better in due course.  As night follows day it will happen.  The sycophants here singing the praises of the PPP are nothing more than vile racist pigs.
