I am not sure Guyana needs an investment bank or venture capitalist mechanism funded and driven by the state. 

 

Per Carl Greenidge NICIL was never intended to be any kind of investment bank it was purely to divest of state assets and manage state corporations until divestment.

 

He mentioned that it was also there to manage minority ownership in companies like GTT etc.
