You are wrong Mr Django- all taxes  collected by village councils are given to the regional council who gives it to Central Government. Regional government have to prepare a budget and give to Central Government who then determines how much money the Regional Office gets.

I thought that all taxes collected at the NDC level is spent by the NDC.

In addition, central Govt. gives a subventions. Favouritism occurs when the coalition areas get larger subventions than PPP areas, and PPP areas are refused permission or have delays in getting permission to spend their subventions. Remember, also, if I am correct, the NDC and RDC have to provide budgets for approval before spending.

Thanks to correct Dave , he doesn't seem to understand how Regional and Neighborhood Democratic Councils functions. Perhaps that's told to the supporters of the PPP for the underdevelopment in their communities.

Please tell us who appoints the REO of the region, and why the REO thinks that he does not have to listen to the elected officials. Who appoints the Superintendent of Work?

What your questions have to do with the current issue in Region 6 ,where adequate water supply wasn't provided for the rice farmers.

Regarding my comments on payment of taxes - I was just inform that system is there for villages that are not NDC, ( Coops). The NDC keep there taxes and any loyalties collected to pay staff and up -keep their village. I was told the taxes are not enough to maintain the villages, so the region will step in, because Central Government gives money for this purpose. But god helps those PPPC villages if the Regional Office is control by PNC cabal. CG will give subvention or send their own contractors for any major project. 

Whats interesting in this article, is the farmers took their protest to New Amsterdam - that is where Central Government have its sub offices.

Region 6 Chairman, David Armogan ,wrote to the President.

It was then that he made the decision to write President David Granger who “quickly responded to me,” he said.
A letter was sent from him to the Ministry of Finance and when the Ministry responded to assist “the REO and the Superintendent insisted that there were no additional needs to buy fuel” since what they had would last.

“I don’t know if it’s a deliberate attempt to frustrate the rice industry or people do not understand what they are doing to ensure that the water keeps flowing into these different areas”, he said. Armogan has said that the roadside farmers are those that are mostly affected presently and with them farming on almost 1800 acres, Black Bush Polder has about 1600 acres.

ANyway, the PNC is going down like the titanic. I will continue to criticize them even more from now on. You are definitely turning GNI into a PNC mouthpiece earlier than many of us suspected.

Not a claim. It is a reality so what occurs here affects me directly, quite unlike you who lives abroad and spend a lot of time travelling and skiing.

furthermore, the questions I posed get to the root of the issue and was posed with the faint hope that DJ can gather what is happening. Now. I find out that some of these elementary things that he and you should know to analyze what is occurring are missing from your repertoire of knowledge and understanding.
