AML Bill could be passed within 72 hours
The Alliance For Change believes that the Anti-Money Laundering/ Countering the Financing of Terrorism Bill (Amendment) Bill could be passed within 72 hours if there is the political will to make it happen. In this regard, the AFC proposes that a process to fast-track the establishment of the Public Procurement Commission be implemented, with the Public Accounts Committee selecting the five nominees at its next meeting. These five names can then be submitted to the National Assembly for approval by a two-thirds majority. Once the House approves the nominees they can be appointed by  the President. Following this the Alliance For Change would have no hesitation in giving its support for the passage of the AML/CFT Bill. The Party believes that this can all be accomplished within 72 hours and would represent a significant victory for the Guyanese people. The AFC urges all political leaders to support this proposal.

If that is the only thing that the president is concerned about then he is unsuitable to be president. Where are the checks and balances? And whose head is going to roll if it turns out that the signature is not worth the paper that it was signed on?

Finance Minister, Dr. Ashni Singh, has told the Guyana Chronicle that even if Guyana were to pass the AML/CFT Amendment Bill today, it would not mean a reversal of CFATF’s decision.
“The entire world, he said, “recognises the importance of being in good standing with FATF, except the 33 persons who sit opposite us in Parliament.

 

“If you speak to anyone in the world, they would say it is a grave matter. The Opposition in Guyana says we are crying wolf; nothing will happen; and no one will be affected.
“The truth is that there are people today who cannot do international transactions; they cannot make international payments; the staff of international agencies here are affectedâ€Ķ There are people who are affected right now. There are people who say to me that the cost to send remittances have gone up because of increased scrutiny and greater due diligence.”

He acted irresponsible when he ran away from the scene of his accident. He should be represent Guyana in the next Olympics.

APNU/AFC are bargaining on this bill at the last moment. They have been doing that from the beginning. They can fully well pass this bill, but they want something in return. Why 72 hours and all would be done when the anit-money laundering bill took so long and even ignored in parliament at some length of times? The president is correct to say the bill must be passed without strings attached. If APNU/AFC want to play games with the country's business, let them. Guyanese just have to remember this at the next poll.
