The Alliance for Change (AFC) is proposing that government make available approximately $50 – $100 million to finance the work of the Public Procurement Commission (PPC) whenever it is established.

At the party’s weekly press conference on Thursday, December 5, AFC’ Leader Khemraj Ramjattan is hopeful that the PPC will be established early next year, so as to coincide with the passage of the Anti Money Laundering and Countering the Financing of Terrorism Amendment Bill.

This is a proposal which the AFC has also made known to President Donald Ramotar in a written correspondence on November 28.

 

IT BOGGLES THE MIND WHY THE AFC WANTS ALL THIS MONEY FOR THE PPC. MAYBE THAT'S WHY THEY NOMINATED BOOK-COOKER ANAND GOOLSARRAN FOR A POST THERE.

The concept of the PPC requires this level of funding because it will be an independent administrative entity requiring an administrative staff and 5 commission members with very specific skill sets, all being paid a salary. It will be similar to the funding of a ministry. 

According to recent PPP turncoat Rambarran, here's it functions:

They include monitoring and reviewing all procurement systems; procedures of ministerial, regional and national procurement entities and project execution units; monitor performance with respect to adherence of regulations and efficiency in procuring goods and services and execution or works; investigate complaints; investigate irregularities; initiate investigations and more.

Have you been apprised of the recent discovery by The Auditor General of Millions of dollars intended for spending on education-related projects ending up in an unnamed bank account at Bank of Guyana? Ask yourself how on earth can the PPP insist on retaining the non-objection clause in the Public Procurement Commission? You are right,  the culture of stealing and covering up continues even with Ramotar as President and it will take more than committees and sub-committees to fix this mess.

Quit being an idiot. A commission is a control mechanism and a conduit to transparency in procurement. It is not a disbursement or qualifying entity. It merely opens up the prosess to the disinfecting light of day. With plumpy giving away 1.5 billion dollars to friends, no ability to forensically assess what happens exist. She has plausible dependability due to the nebulous nature of how they currently do business. With a commission in place there would be no such option.

A commission is made up of humans who are subject to influences of corruption regardless.  In Guyana, the people know how to beat the system, even the best intentioned systems will fail if there is a deliberate attempt to infiltrate.   The AFC/PNC are just using this commission to fill their own pockets as they will be the ones demanding the bribes. ahahaha

 

Education Ministry overpaid thousands, not millions

Kaieteur News in Wednesday’s edition inadvertently reported that Education officials presided over overpayments to contractors the sum of S1.5B. The figure is in fact $1.5M. This publication reported that the payments were made for  three projects—- an Information Technology (IT) Laboratory each for the Charity and Aurora Secondary Schools and the New Wing which was attached to the Patentia Secondary School. It was inadvertently reported that the Ministry overpaid the contractor for the Patentia Secondary School project, $885M over the two-year period. The figure is in fact, $885,000. It was also reported that the contractor for the IT Laboratory at Charity Secondary School was overpaid $398M, while the contractor at the Aurora Secondary school was overpaid $245M. Those figures are in fact S398,000 and $245,000 respectively. Kaieteur News apologizes for any inconvenience caused.
