Why would GECOM not anticipate the legal obsolescence of the present list? The fact is they failed to meet those obligations and we have an expired list and no time frame to bring it into compliance.

The constitutional requirements was that GECOM be ready at any time for the eventuality they are required to deliver a fair election within 90 days. The primary reason for their existence is to have a viable list at all times that can be tweaked to meet their 90 days window.

They are clearly not up to the task and the idea that they need 9 months lead time ( 3 times the constitutional obligation!) further emphasize their incompetence if not laziness. But we know this is all political to keep the dead weights squatting in office!

The Ramotar regime was able to do so within 120 days when they faced a similar NCV possibility. Ramotar prorogued parliament to avoid the NCV but still delivered an election which was fair because he is out of office. 

The PNC has already consumed six months sitting on their hands and spouting empty rhetoric about their inability to deliver an election. They now  want another 9 months to be able to do so ( and that is tentative!). This is alone reason to vote their backsides out when any election date arrives. Abject useless people.

Lets be real; Guyana's opposition party are impotent to stop anything in parliament unless they can manufacture a reason to object via the courts.  If the government wanted H2H registration finances it simply could have tabled the request and passed the allocation. They had the votes. If the were able to increase their pay why not allocate money for GECOM?

The under information here is the anemic bull crap you are trying to sell  that the PNC had their hands tied by the PPP. It is pellucid given the Guyanese constitution and how parliament is run the PNC were  de facto elected dictators. They hid away 18 million from the light of day for a year and spent it at their discretion only giving rudimentary accounting for the expense so what the hell are you telling us that GECOM had no money? If the snowster saw the CCJ NCM presentation and opinion of the judges, he would surmise the following:

Gecom has an obligation to be ready for elections in 90 days

H to H registration is not the cure all, there are other methods to clean up the list.  This includes continuous registration and an objection period. 

But we see that the snow man is in propagandist mode so will sell his soul for a few shillings.

The constitution says that elections are due on any 90 days window so CECOM has an obligation to generate a valid election from any drop dead date. To pick and choose what clause of the constitution you will follow is unacceptable. 

Who the hell care about your time lines? The time line is the constitution directive. Both granger with his year long delay of selecting a GECOM chair and  Patterson when he was selected  squatted on the job. That is a fact. GECOM cannot deliver an election as constitutionally decreed. That is the only reality one needs to be apprised of.

The reality is as it stands; GECOM is not ready to deliver an election because it squatted on the job. We do not have a viable list because such was never a priority. Having the PNC enjoy an extended tenure in office was all that matter. Hold your breath if you think I am embarrassed. You have to be one of the biggest air head ever if you believed that. If house to house registration was so important to the PNC, they should have done it just after they assumed office. Even before they awarded themselves humongous undeserved salary increases. The reality is that GECOM has to be able to hold elections within any 90 days period, no ifs, ands or buts. Laziness and incompetence are not acceptable excuses for not being ready.

Then let the CCJ sort it out and make its recommendations and lets see where this goes.

Basil, Ramjattan and Granger said they will abide by the CCJ's decisions. 

But I suspect you will still dodge the "legal" recommendation and interpretation, and argue for a "political" solution via Norway.

No worries.  Let the election go through. Let the PNC stuff the ballots of all kinds of dead people and all will be happy.  And telling young voters in PPP areas that they aren't on the list.

I already hear the screams if that happens.  I would think that a fresh list would reduce that but others think otherwise.

NYC there is NOT a process of continuous registration.  EVERY election people show up and are told that they cannot vote and must file an affidavit, which may or may not be counted.

So please tell me why anyone thinks that Guyana, where getting your birth certificate is an immense project, has the mechanisms for continuous registration.  It does NOT happen.

So what was GECOM doing all these years? Is "continuous registration" a process where party boys are paid to do nothing? Who dropped the ball here? Maybe PNC can call in SOCU to investigate all the members of GECOM.

For a stickler to the constitution when it suits you you have a hard head understanding its directive that elections must be held within any ninety days from any drop dead date. That this has not happened and escuses such as the list is outdated is spurious. It means someone is failing at their job. 

Your list above is simply a list of your excuses. And compare to you, my writing is as with a 3 grader. All you do is rant about your head size and your intellectual prowess and post stupid excuses as reasoning why an integral part of our democracy has failed.

Lets get this straight. Only stupid people throw away their database periodically and start over. H2H should be confirmation of data already held and a purge of what is extraneous. It is simply a matter of a query to the system and a print our of a list for the canvasser to check, verify, add, delete and send back the updated data to the registration office.

These days, with the advent of cheap tablets each canvasser can have the geodata at their fingertips so the ultimate collections are directly inputed into a shape file so anyone can statistically point to random buildings and do spot check for accuracy.

THe PPP screaming dead people vote in the LFSB era is correct. There is a bbc documentary on that particular claim and how wide spread it was. 

The present croaking of the PNC about bloated list is purely political. The number of excess voters they claim exist on it is also pulled out of a hat. No viable statistical evidence exist to rationalize such figures. Note, it is the same list that brought the present government into office some 4 years ago.

Yes we need to clean the list but one starts with the one we  have, send out canvassers to homes mapped on the ground and tag them with the names of people living there. That is how any computer person would do it or any statistician worth their salt would advise.
