US setting up DEA office in Guyana to go after drug lords

The United States (US) is to set up an office of the Drug Enforcement Administration (DEA) here to help go after drug kingpins at a time when there is a shift in trafficking routes, American Ambassador Brent Hardt announced on Thursday.

“There is definitely a shift to this region as we work closely with Mexico and Central America to tighten up some of the areas there so this does have a strategic purpose in that sense that the flows are increasing and there is need to boost our presence and engagement in the Caribbean,”  he told reporters.

He said the DEA would be moving equipment and personnel very soon in keeping with Congressional approval to set up for the office in Guyana. It would be based in the US Embassy.

The American envoy has previously said the anti-drug agents of the police and Customs and Anti Narcotics Unit (CANU) would have to be screened to ensure that that they do not leak vital information to suspects.  He explained on Thursday that local agents would be responsible for arresting suspects after receiving and sharing intelligence with the DEA.

“It’s a matter of working to build cases, use the intelligence to draw on DEA’s global and regional organisations,” he said.

Hardt echoed the desire of President Donald Ramotar for the passage of amendments to the Anti  Money Laundering and Countering of Financing Terrorism (AML/CFT)Act.

US Ambassador D. Brent Hardt has emphasized a greater need for inter-agency collaboration for the fight against narco- trafficking, and has expressed continuing talks with the government to establish a Drug Enforcement Agency (DEA) in Guyana.

The Ambassador said in an invited comment yesterday that since last December, he has been engaging the government over the need for a DEA office; a federal agency which aims to significantly counteract illicit drug activities.  

The Ambassador also asserted that given the porous nature of the country’s borders, it is not difficult that drug cartels would find easy access into the country. These comments came in the wake of Guyana being implicated as a drug port for players in a major drug smuggling ring which was earlier this week infiltrated by anti-drug units in the United States and Italy.

“We have been speaking as recently as last December. There is no reason why we haven’t set anything up, but it is a matter of getting approval, because we have had a bit of budgetary constraints. We have the presence here in Guyana where we are covered by the DEA in Trinidad, and that’s been the situation for some time, and they work very closely with Guyanese police and other law enforcement authorities. But even though we don’t have an office, we have officers that are in the country from time to time and they are trying to build cases. That’s what the federal agency brings to the table, its ability to build cases against major traffickers and that’s what they do in all the countries they operate.”

Ambassador Hardt added that for the time being, he has tried to make an effort to lobby for the DEA office, but no decision has been made.

“It’s not an issue of Guyana government hindering that, but it’s on our side. We have to find the resources and go through a process.”

Ambassador Hardt informed members of the media fraternity that he is not the least bit surprised by the (foreign) report.

“We have been pushing very hard in Mexico and Central America, because that’s where 90 percent of the drugs have been flowing. But as we have strengthened our efforts there, there is always the risk of having what we call the bloomer effect.”

This situation the Ambassador described as drug traffickers finding other areas that are easier ports of entry. He opined that Guyana’s porous borders are a cause for concern and might prove to be an ideal port for smugglers.

“The cartels are quite happy to move there if that is going to be the path of least resistance,” he related.

“It is a big problem. When you look at Guyana’s location, Venezuela is not too far from Colombia and Colombia and Peru are the two main producers of cocaineâ€ĶGuyana’s borders with Venezuela’s are hard to patrol so there is no reason why given the proximity to the drug production, that Guyana wouldn’t be a key strategic location for a drug trafficker who is looking to get drugs to Africa and up to Europe.”

Court documents out of the US relating to this week’s bust of drug traffickers linked to the notorious Gambino and Bonanno crime families and the Italian crime syndicate known as ‘Ndrangheta, specified that Guyana was identified as a port through which large amounts of cocaine are shipped.

The court document showed that a major player in the drug ring had conspired to collect large amounts of cocaine from a “Guyana connection” which would be packed and smuggled in fish.
In recent interviews, top government officials related that they were unaware of the happenings. President Donald Ramotar told reporters on Wednesday that he had instructed his Home Affairs Minister Clement Rohee to request information from the US regarding Guyana’s involvement following the international drug arrests.

The USA wanted a DEA presence in Guyana since the days when RK was having mid day cocktails with Jagdeo in his office.  Given that he was grabbed in 2006 it therefore took 8 years for this to be accomplished.

Then Dave screams that the PPP complied with the request.  By 2014 they had no choice in this matter.   Obama told them allow it to be set up or else.  Jagdeo, used to be crawling around NYCbegging people to allow him to speak to Obama and the message was sent "No DEA office, no talks with Guyana".

The US envoy to Guyana at the time stated that Roger Khan had as much influence in Guyana as Pedro Escobar had in Colombia.

So Dave I think that you failed in your goal.  Nice try though but understand that intelligent people aren't members of the PPP so it is understand why the PPP usually looks so stupid.

Didn't the judge in the RK case opine that had RK not taken the plea deal, the prosecutor would have had a tough time securing a guilty verdict based on their arguments? Wasn't that why RK got a relatively light sentence?

He got 15 years with 3 years "good behavior" (because he was locked up protective custody presumably because of repeated sexual assaults).  His 40 years was to be served concurrently meaning that his overall was 15 years. 

So he is due out this year.  That being another reason why Jagdeo is desperate to have APNU out of power before the end of this year.  RK arriving with Granger still around wouldn't be "nice" as he will then be arrested for crimes committed in Guyana.

Please don't pretend as if the US gov't didn't consider him to be a major drug trafficker.  His murderous behavior in Guyana was not of their concern. What interested them is that he conspired with FARC to import massive quantities of coke into the USA. 

That he killed a PPP minister who refused him access to forestry grants that he planned to use to disguise his trade 9log exports) is what the PPP needs to answer to.  Suffice to know that the massive drug shipments out of GY which used to occur in that era no longer seem to be as much of an issue.  Now we hear about mules getting caught either at JFK or GEO.  Then it was about major shipments being interdicted OUTSIDE of Guyana.

(C) In 2005 DEA offered to set up a vetted police unit that would gather actionable intelligence in support of Guyanese counter-narcotics operations. Jagdeo told post he had charged Luncheon with ensuring the initiative moved forward. Luncheon proceeded to kill it, although this did not stop him and Jagdeo from repeatedly publicly announcing the supposed opening of a DEA office in Guyana. More recently, Jagdeo and Luncheon deep-sixed the comprehensive, practical, and funded British proposal for security sector reform that would inter alia strengthen police capacity to act against narco-traffickers.

(C) When this scandal eventually breaks, Luncheon likely will orchestrate a media strategy blaming the GoG's lack of action against narco-traffickers on the failure of the US and UK to share information and provide equipment, the failure of DEA to open a Guyana office, and the failure of the UK to move forward with the Security Sector Reform project. This will be similar to the GoG's normal response to the annual release of the INCSR. What we cannot predict is how the government and party will react if tapes are released implicating Jagdeo in illicit activities. Luncheon's entreaty for DCM to work with him on creating an "architecture for information sharing" is aimed at ensuring Luncheon personally is the recipient of any derogatory information about government or party members so that he can manage damage control efforts.
