โ€ฆNagamootoo rips Jagdeo for politically insensitive motion
โ€ฆsays move is to stir the fever of divisiveness

PRIME Minister Moses Nagamootoo has dismissed the no confidence motion filed by the opposition as politically insensitive given President David Grangerโ€™s state of health; and he says the motive is to stir up the โ€œfever of divisivenessโ€ in the country.

At a news conference on Friday hosted by the coalition at Congress Place, Sophia, Nagamootoo stated that the move by the Peopleโ€™s Progressive Party/Civic (PPP/C) Leader is โ€œchildishโ€ and ill-motivated.
โ€œIt is very insensitive, the timing of a motion of no-confidence in government at a time when the sitting President is out of the country receiving medical attention. It is insensitive!โ€

โ€œWhere is the Guyanese compassion? Where is the Guyanese attitude of caring, of showing concern?โ€ the prime minister asked, adding: โ€œSo I believe that it was a politically insensitive and childish move.โ€
The prime minister also criticised the comments made by Jagdeo at his most recent press conference where he posited that whether the PPP wins the motion or not, the country will benefit as the opposition will be able to point out the coalitionโ€™s wrongdoings.
These remarks, Nagamootoo believes, are proof that the opposition leader is ill-motivated in the tabling of the motion.

โ€œIt [the motion] has other motivations to breathe disaffection in the country to be able to stir the fever of divisiveness that the PPP invested in the communities because I know, I come from Berbice, [and] the level of ethnic division and hateโ€ฆthat they have sown in that community, they have to now find a โ€˜fig leafโ€™ to cover their shame of what they did during the campaign. So, they want to show that they have a moral obligation out of these elections โ€”that there was some sort of a referendum in the Local Government Electionsโ€”so that they can move to say ipso facto the government should resign,โ€ Nagamootoo said.
He then added: โ€œThis is not Donald Ramotar, this is Granger and Nagamootoo. They will be no surrender.โ€

The prime minister also added that the Speaker of the National Assembly holds the ultimate decision on whether the motion is admissible, especially at a time when the House is moving towards consideration of the budget estimates. โ€œIt has to be examined in the face of that. What is the political work of this no-confidence motion,โ€? he queried. Similarly, Minister of Foreign Affairs and Prime Minister (ag) Carl Greenidge referred to the no-confidence motion as โ€œopportunisticโ€ and one which seeks to take advantage of the Presidentโ€™s absence.

โ€œIt is trying to take advantage of what is a situation that I think, in normal circumstances, would be regarded as distasteful. You take advantage of apparently somebodyโ€™s challenges and misfortunes to try and create political capital,โ€ the acting prime minister said.
He further rebutted the claims of the opposition that the motion was made in the interest of the nation, stating: โ€œMr. Jagdeo has claimed that it is in the national interest when it is for the nation to make that decision; and it cannot be in the national interest to, knowingly, lay before the house a motion which simply seeks to take an opportunity to sow division within the nation.โ€

โ€œWe are, at this point in time, looking at the national budget, a very important budget; it is the last budget before the elections of 2020 [it is] important to all of us for the things it needs to address and here is an attempt by the leader of the opposition arguing that it is in the national interest.โ€

Congress Place na ready for him yet. President Granger is just sitting back and watching Moses destroy himself including the no confidence motion. President Granger is 1000 times smarter than Moses.

1. If unfortunately Granger suddenly dies due to his current illness, then indeed Nagamootoo will become President.

2. However, if David Granger is still alive but is not well to resume his function as president, Nagamootoo remains as Acting President.

3. As per point 2 above, PNCR will then determine one of its member to be be appointed President and Nagamootoo reverts to his existing position.

4. Should Granger able to function as President, it is quite possible that due to his health conditions, he will relinquish the position when another PNCR member is selected to succeed him.

5. Should point 1 occur, it will be a matter of time for a PNCR member be available to be appointed President and Nagamootoo immediately reverts to being prime minister.

Granger will hand pick his successor if he needs to vacate office before 2020.  Like what Janet Jagan did.   And I can tell you right now that it ain't going to be Nagamootoo.

Let me put straight to you little girl, I can buy and sell Moses many times and who knows me, knows me! I built my businesses with sweat and hard work, never kiss asses and never a traitor. D-G,...a question for you...

Are there laws that prevent members of one party from "crossing the floor" in the Constitution. I thought after Burnham was able to get some PPP people to cross the floor (Chandisingh, Teekah?), the laws were changed to prevent this in the future?

Teekah, Chandisingh, etc., are of a different time with no relationship to the current constitution.

Current Constitution

President is elected and he then chooses members from his slate.

President appoints ministers whom he can fire at any time with/without reason(s). Similar for members of his party in parliament.

Members decorum in parliament.

Members generally vote strictly according party lines.

Current Situation.

Members of parliament cannot cross over to another party nor leave the party to sit as an independent member.

Specific Situation in Guyana.

Because the government has a one-seat majority, it exercises extreme caution to have sessions when member(s) are unable to attend if they are in or out of the country.

Were they hold sessions and some members are away, they could face the strong possibility of a non-confidence motion being passed against the government in parliament.
