It is important to know who is acting PM in case something serious happens to Granger, the acting PM would have to take his place. 

In the specific situation, there is a succession process to fill the posts.

If something happens to Granger, it must first be determined that he is incapable to function as president.

Once that is determined and considering that the prime minister will not be available to function in his position, then one needs to follow the succession process to determine who will be acting in those positions.
