According to the 2010 Transparency International Report on Corruption, out of 178 Countries, Guyana ranks 116 with a 2.7 rating.The scale is based from 10(highly clean) to 0(highly corrupt).The US Department of State Investment Climate Statement states that in Guyana, corruption is widespread with little evidence of political will to implement legislation passed on procurement or asset declaration. In this report, it also states that the US State Department Human Rights report confirms this view by stating that although the law provides for criminal penalties for official corruption,the government does not implement the law effectively. The report also reports a widespread public perception of serious corruption in the government, including in the law enforcement and the judicial system
