Sir, we can't wait on another 9/11 to find out where they came from. Terrorists is a network, they are from all corner of the globe. The next strike may not be from Saudi Arabia. Government must take measures now to avoid another catastrophe from happening, and you cannot focus on one particular area. There is no comparison between you and I and what the intelligence community knows from their 24/7 surveillance on these seven nations.
Take for instance why people houses are broke in more than once, because they never prepared to protect their properties from the next thief that is planning for them.
