It is one thing about the cowards. But the issue is a societal one, part of the national culture, it seems for macho men to treat women as their playthings. 

Imagine that this problem was brought to the attention of authorities before the killing....

Any kind of abuse is a legal matter, it's the duty of the law/Police to investigate and file charges. That death could have avoided if the police had done their work.

Not if she doesn't press charges. The most they can do is give him a warning unless they, the police, witnessed the abuse. In that case the police officer can be a witness and then it becomes State vs....
