Under-invoicing by businessmen in Guyana is not new. And it is not confined to building materials. The electronics merchants were under-invoicing since the 1970s, for example. My relative was a senior customs officer and he gave me some names. And all those Indian businessmen were openly close to the PNC regime. They became filthy rich.
